PLANNING COMMISSION STVR WORKING GROUP NOTES JULY 22, 2020 ATTENDEES: Demery Bishop – facilitator; David McNaughton – PC member; Alan Robertson – PC member; Joy Pohjalainen – small STVR management company; Carrie Efird – large STVR management company; Theresa Pottratz – Citizen; Janice Insley – Citizen Staff: George Shaw – Community Development Director; Wally Hattrich – City Marshal; Sharon Shaver - STVR Administrator; Bubba Hughes –City Attorney Guests: Shawn Gillen – City Manager; Monty Parks – City Council Demery Bishop called the meeting to order. Demery introduced City Manager Shawn Gillen and Councilman Monty Parks. The City Manager gave an overview of the search for a company to look for unregistered STVRs, offer a hot line service to report issues; real time mapping service; possibly on-line registrations. He explained the RFP process. Shawn discussed the cost of the software and the various modules offered. City Councilman Parks discussed the Disorderly House Ordinance and STVRs, as well as permanent residents. The committee discussed the possibilities with the software, trends, changes, and “boots on the ground.” There was discussion of the importance of gathering data, looking at the possibility or need for special review of new STVRs. City Marshal Hattrich explained the police report data, its meaning and how it was gathered. Mr. Bishop asked the committee members to discuss the five points each had brought to the group. Some of the points were  Disorderly House Ordinance  Citations and what happens when one is written  Does management company handle complaints? Partnership with police department  Maintaining quality of life  Carrying capacity  How big of a problem are STVRs vs day trippers vs residents and guests; problem vs perception Demery asked for a breakdown of the number of rental managers and properties for the next meeting. Mr. Bishop suggested that the committee give council recommendations incrementally rather than all at once, hopefully, increasing the possibility of the recommendations being adopted. The committee discussed the procedure with companies such as Airbnb, VRBO, etc. The committee asked what direction they should go for next meeting:  Take scope of information and decide direction to go with data we have  Use of property  Behaviors  Bring in other companies to see what their complaints reflect The meeting was adjourned.
