PLANNING COMMISSION STVR WORKING GROUP NOTES September 16, 2020 ATTENDEES: Demery Bishop – facilitator; David McNaughton – PC member; Alan Robertson – PC member; Joy Pohjalainen – small STVR management company; Carrie Efird – large STVR management company; Theresa Pottratz – Citizen; Staff: George Shaw – Community Development Director; Sharon Shaver - STVR Administrator; Bubba Hughes –City Attorney; Walter Hattrich – City Marshal Demery Bishop called the meeting to order. The notes from the September 9 meeting were approved. Demery asked for the update on the signage ordinance. Bubba went over the changes, size changes, 18 / 24 in single family. One additional sign is permitted. The ordinance changes will include the mandatory size of 8 ½ x 11 in multifamily situations. If there is a HOA signage conflict then the sign ordinance will control. There was discussion of 264 and 265. The recommendation is to not include terminology such as “registration,” but refer to the number as unique location identification number. The additional sign on multifamily will need to include the same information as single family signage. Demery asked that the sign ordinance be on the agenda next week for final recommendations after the changes are made. Demery stated that we will look at the redline changes to the STVR. We can go through the changes by section. 34-260: Discussion of section; change to take remedial action to resolve issues within one hour. Change owner to owner and/or authorized agent. Sec 34-261: Discussion of section: In (c) change to such application should include changing “certificate” to application. The proposed redline copy of the STVR ordinance was discussed. George advised that we can prepare a redline application for next week. The WG discussed the definition and inability to enforce occupancy. The group readdressed the discussed inspection of new STVR. The decision was made to not recommend inspection of properties. The WG began discussion of Sec 262: The language will be cleaned up to change such things as registration and unique id number. The recommendation was made to discuss the fees structure and section 262 next week. Demery outlined the agenda for next week. The meeting was adjourned.
