STVR WORKING GROUP
NOTES
September 23, 2020

Demery Bishop called the meeting to order. The group discussed the importance of staying with an agenda
and maintain a high level of recommendation. There are about three meetings left, including the
recommendation phase.
The sign ordinance changes were discussed. The proposed ordinance changes are complete.
Section 261 under the application changes, were discussed. The suggestion to require a CO under item C was
made. Discussions continued regarding the requirements of the City to check for CO, fines, outstanding water
bill, etc.
There was discussion of having proof of insurance showing an STVR use has been disclosed to the insurance
carrier.
George will forward the new redline changes to the ordinance via email. The WG will respond via email as
well.
The committee discussed the application for an STVR and the information required during that process. An
acknowledgment page to accompany the application was also discussed. George will prepare a proposed
acknowledgment page and email to the group for response.
The WG discussed establishing regulatory fees. The committee discussed that the need to know budget
amounts of enforcement, administration, etc. would be necessary to suggest the dollar amount. Our
recommendation needs to be that a fee change needs to occur, but that determined by council based on
enforcement, administration, less hotel/motel tax.
George will prepare changes in 262 and forward to the group.
Sections 264 and 265 are completed.
The WG continued the review and discussion of zoning considerations and site plans/special review.
A motion was made that site plans would be an administrative function of staff. The motion carried.
The site plan would eliminate the special review.
Demery said that the WG will move into a new discussion of zoning grids. The group discussed the zoning,
caps, and unintended consequences because of it in the City of Savannah. The length of time for Savannah to
complete the study was 18-24 months.
The WG discussed the complexity of zoning districts.
Demery stated that the WG was tasked with a number of items. The quality of life was among them. Take
what we have recommended thus far and send up. Tell council that we agree that we want to delve into
zoning, but we need the time, the resources and the ability to do it.
Demery asked if it be reasonable for each member of WG to come back w a suggestion to consider?
Discussion of adding the zone to the application, to be the responsibility of staff, “for office use only.” It will be
added to the application. Each member of the group was asked to review zoning in a different area and
paraphrase what was found. George to email or have a hard copy of the zoning map.
Carrie stated that she did not believe this is in the purview of the WG. Zoning does not affect the people in the
STVR. Code enforcement has not been given a chance to see what will happen.
Demery stated that there is a lot of information there and it cannot be done in two weeks.
Demery outlined the agenda for next week.
