Special City Council Meeting, Synopsis, April 20, 2022
Mayor pro tem Brown called the Special Meeting to order at 3:00PM. Those present were Brian
West, Monty Parks, Nancy DeVetter, Jay Burke and Spec Hosti. Also attending were Bubba
Hughes, City Attorney; Shawn Gillen, City Manager; Michelle Owens, Assistant City Manager;
George Shaw, Director, Community Development; and Jan LeViner, Clerk of Council. Mayor
Sessions arrived late.
Planning and Zoning Consideration
Subdivision of Land: Requesting New Subdivision - 708 Butler Avenue, Chris Koncul.
Monty Parks made a motion to authorize the Mayor and Clerk to sign the necessary documents
following execution of the façade easement by the Historic Savannah Foundation, Inc. and the
Grantor and the Grantor’s execution of all other documents – Deed of conservation Easement by
CFK Properties, LLC and Declaration of Covenants, Conditions and Restrictions for 708 Butler
Avenue by CFK Properties, LLC and further, no additional permits will be issued for or dealing
with the property until all documents are validly recording following the sale of the property to
Grantor and/or CFK Properties, LLC. Spec Hosti seconded. Those voting in favor were Brian
West, Monty Parks, Barry Brown, Jay Burke and Spec Hosti. Voting against was Nancy DeVetter.
Motion to approve, 5-1.
Variance: Requesting Hammer head in lieu of cul-de-sac 708 Butler Avenue, Chris
Koncul. Mr. Hosti asked Mr. Hughes if this agenda item needed to include all the stipulations
above. Mr. Hughes responded the approval of the subdivision plat and the execution of the final
plat would be included within the item above. Spec Hosti made a motion to approve. Brian
West seconded. Voting in favor were Brian West, Monty Parks, Barry Brown, Jay Burke and Spec
Hosti. Voting against was Nancy DeVetter. Motion to approve, 5-1.
Barry Brown made a motion to adjourn. Monty Parks seconded. Vote was unanimous to
approve, 6-0.
Meeting adjourned at 3:30PM.
