Town of Tyrone Council Meeting Minutes February 20, 2014 Present: Mayor Eric Dial Mayor Pro Tem Gloria Furr Council Member Ken Matthews Council Member Ryan Housley Council Member Linda Howard Town Manager Kyle Hood Town Clerk Dee Baker Town Attorney Dennis Davenport Mayor Dial called the meeting to order at 7:00 p.m. The Invocation was given by Mr. John Woody, followed by the Pledge of Allegiance. Approval of Agenda Council Member Matthews made a motion to approve the agenda. Council Member Howard seconded the motion. Motion was approved 4-0. CONSENT AGENDA: All matters listed under this item are considered to be routine by the Town Council and will be enacted by one motion. There will not be separate discussion of these items. If discussion is desired, that item will be removed from the consent agenda and will be considered separately. Approval of Minutes, February 6, 2014. Council Member Howard made a motion to approve the consent agenda. Council Member Housley seconded the motion. Motion was approved 4-0. PRESENTATIONS/RECOGNITION: PUBLIC HEARING: Consideration and action on Resolution adopting Fayette County Fire Services Impact Fee Report. Kyle Hood, Town Manager Mr. Hood recommended the approval of the Capital Improvements Element and Short Term Work Program Resolution. He noted that the completion dates for our projects for the short term program to be reported to the Department of Community Affairs, do not span through 2018. Most projects should be completed before the last four year segment. 1|Page Mayor Dial opened the public hearing for anyone that wished to speak in favor of this item. No one spoke. Mayor Dial then asked for anyone in opposition. No one spoke. Council Member Furr inquired about the Handley Park Soil Stabilization line item. Mr. Hood informed Council that he believes that that particular line item was in reference to the Swanson Valley side of the soccer fields for the containment of water runoff. Council Member Furr asked how much money was put into that project to date. Mr. Hood stated that he had no recollection of any monies spent for that particular project, and that the list was formed prior to his arrival. Mayor Dial stated that prior to the soccer field rehabilitation project, rock was put in place and a ditch was dug in the center portion of the fields in order to thwart the stormwater runoff. Council Member Howard asked if $10,000 was spent last year on this project. Mr. Hood stated that he does not believe any money was spent for that particular project. He stated that in 2011- 2013 the projects were: The Valleywood Road project, Palmetto Road resurfacing, sidewalk repairs on Senoia and Farr Road, Autumn Trace resurfacing, and the turning lane on Tyrone Road. Council Member Furr inquired about the third soccer field at Handley Park project. Mr. Hood stated that last year, that project was reduced and reallocated per the Soccer Association. This was for the rehabilitation for the existing two fields instead of building a third. Mr. Hood stated that this resolution and project list along with the other Fayette County municipalities, is through 2018. He ended by stating that due to the status of our other projects, he has elected not to add additional projects for 2018 without the completion of the current ones. Next year the Town and County can compile a new list that reflects current projects at that time. Council Member Matthews made a motion to adopt the Resolution as prepared. Council Member Furr seconded the motion. Motion was approved 4-0. OLD BUSINESS: NEW BUSINESS: Consideration of amendment to Ordinance, Chapter 22, Article II, Section 22-113; definition of employee. Dee Baker, Town Clerk Consideration of amendment to Ordinance, Chapter 22, Article II, Section 22-113; definition of Revenue collection officer. Dee Baker, Town Clerk Ms. Baker stated that the amendments are for an ongoing process to update our Town ordinance, and staff recommends the changes. Council Member Housley made a motion to approve all six as presented. Council Member Howard seconded the motion. Motion was approved 4-0. Ms. Baker added that currently, around May 1st, she makes calls to the remaining delinquent businesses and usually gets a good response. The ordinance states that if a business remains delinquent; the Town can place a lien on the business property. She stated that our sister cities have their code enforcement officers cite businesses that are not in compliance. She then asked permission to meet with Chief Perkins and Judge Pierce regarding her proposal to send out 10-day letters for the remaining delinquent businesses and to follow up with an officer delivering citations. The citation cost would be for the amount of the occupational tax and any accrued late fees. Council Member Housley asked if there would be any additional cost for the Police Department to cite businesses. Ms. Baker stated that she would request that information from Chief Perkins. Public Comments Staff Comments Council Comments Council Members Howard and Furr stated that they visited Redwine Park this week and they shared their concern with the detention pond not being deep enough to retain all of the ball park’s runoff. Council Member Housley inquired about an official Town announcement regarding the last storm. Mayor Dial stated that the Town was well prepared. Mr. Hood stated that the Town stayed in constant contact with the county as well and that other counties were calling us for extra road prep supplies. Council Member Furr asked if there is a shelter for warmth for those that lost power. Mr. Hood stated that perhaps the churches would step in at that point. He added that the county opened the old Fayette Middle School for those in need. Mr. Dial stated that officially Tyrone is currently the 7th safest community in the state of Georgia. 3|Page Executive Session Adjournment Council Member Furr made a motion to adjourn.
