Tyrone Town Council Special Called Budget Public Hearing Thursday May 26, 2016 9:00 AM Present: Mayor Eric Dial Mayor Pro Tem Gloria Furr Council Member Ken Matthews Council Member Linda Howard Town Manager Kyle Hood Police Chief Brandon Perkins Town Clerk Dee Baker Finance Manager Sandy Beach Phillip Trocquet Planning & Zoning Coordinator Council Member Ryan Housley was absent The Invocation was given by Mayor Dial. PUBLIC HEARING: 1. Proposed Budget for FY 2016-2017 Mr. Hood stated that minor changes were made since the budget workshop. Staff shifted money from Fiscal Year (FY) 16 to FY 17 anticipating that all projects would not be completed by the end of FY 16. He added that he replaced the Capital Improvement Project (CIP) list for the adoption at next Thursdays night’s meeting. The budget will be adopted without the list due to the fact that it has no funding source. He referred to the CIP document and stated that the Winfair subdivision should be completed by July or August 2017. The award of bid for completion of the project is on next week’s agenda. Mr. Hood explained the need for the project. He gave examples of neighborhoods in Peachtree City where there is only one way in and one way out of subdivisions. The stormwater piping failed, leaving the site difficult for emergency services to assist. He added that Winfair is in the same position. The main arterial feed for the creek flows through Winfair. Mr. Hood stated that minor revisions in the amount of $275,000 would be cost effective. The project consists of; cutting the road, replacing the pipes and resurfacing the road. Mr. Hood informed Council that staff has continued to produce a lean operation with great customer service, giving the citizens a good product. We continue to make capital improvements and replacing vehicles, tools and resources. The Town has also aesthetically improved, all without raising the millage rate. Page 1 of 3 Mr. Hood informed Council that the miscellaneous stormwater projects include; curb and guttering, sidewalk replacements and headwall replacements. He added that $30,000 of LMIG supplemental funding is funding the Winfair project. The Tyrone Road turning lane project will be supplemented through a GTIB loan to include the resurfacing of Handley Road and a Tyrone Road cart path extending down to Julie Road in the Briarhill subdivision. Mr. Hood informed Council that Mr. Bowman met with the Sandy Creek Jr. Patriot’s football team regarding the potential for a flag football team. The majority of the organization is still in favor of regular football, in preparation of the high school program. There are current plans for a non-contact flag football league which would include both genders, ages 4-12. He added that Sandy Creek High School has received approval to replace their current field with artificial turf. This would leave the Jr. Patriots with a need for a field. There is ongoing communications for a partnership between the Jr. Patriots and the Town for park space. Mr. Hood added that there has been a steady decline of the Softball program at Redwine Park which may allow a potential multi-use space for other programs as well. Mayor Dial asked Chief Perkins to share his estimated time frame for the commencement of the new K-9 Team. Chief Perkins stated that by mid-summer two new Ford Explorers would be purchased with CIP funds. The next steps would be to set up a home kennel and to complete training in Alabama. He estimated having the K-9 Team equipped by Fall. Adjournment Council Member Furr made a motion to adjourn. Motion was approved 3-0.
