Tyrone Town Council Meeting Minutes Thursday December 1, 2016 7:00 PM Present: Mayor Eric Dial Mayor Pro Tem Furr Council Member Ken Matthews Council Member Ryan Housley Council Member Linda Howard Town Manager Kyle Hood Town Clerk Dee Baker Police Chief Brandon Perkins Town Attorney Dennis Davenport The Invocation was given by Reverend Roosevelt White Sr., from Little Vine Baptist Church and was followed by the Pledge of Allegiance. Public Comments Approval of Agenda Council Member Matthews made a motion to approve the agenda. Council Member Housley seconded the motion. Motion was approved 4-0. Consent Agenda: All matters listed under this item are considered to be routine by the Town Council and will be enacted by one motion. There will not be separate discussion of these items. If discussion is desired, that item will be removed from the consent agenda and will be considered separately. Approval of Minutes- November 17, 2016 Consideration for schedule of 2017 Holiday office closures Council Member Housley made a motion to approve the consent agenda. Council Member Howard seconded the motion. Motion was approved 4-0. Page 1 of 3 Old Business: New Business: 1. Consideration of yearly appointments: Approval to reappoint Sharon Pierce as Municipal Court Judge. Kathy Bright, Court Clerk Approval to reappoint McNally, Fox, Grant and Davenport, P.C. as the Town Legal Counsel. Eric Dial, Mayor Approval to reappoint Mallett Consulting, Inc. as the Town Engineering Services. Eric Dial, Mayor Approval to designate Fayette County News as the Town of Tyrone legal organ. Dee Baker, Town Clerk Mr. Hood stated that the aforementioned individuals, organizations and firms are being recommended for Council’s consideration for annual appointments. Mayor Dial recommended all for approval. Council Member Housley made a motion to approve the yearly appointments as listed. Council Member Howard seconded the motion. Motion was approved 4-0. 2. Consideration to adopt Ordinance No. 2016-04, as it pertains to parking (Article II of Chapter 36). Brandon Perkins, Chief of Police Mayor Dial thanked Chief Perkins and his officers for a job well done during an interesting week of happenings. Chief Perkins stated that during the last Council meeting he presented a proposal for changes to the parking ordinance. He added that per Council’s request, legal counsel reviewed the changes and it was exactly what he was looking for and matched his intent. Chief Perkins recommended approval. Council Member Furr made a motion to approve Ordinance No. 2016-04, as submitted. Council Member Housley seconded the motion. Motion was approved 4-0. Public Comments Staff Comments Mr. Hood reminded everyone of the Christmas Tree Lighting on Sunday, December 3 rd from 5:30 pm to 7:30 pm at Shamrock Park. He added that staff is utilizing local talent and vendors along with Fayette Daybreak Rotary providing cookies and hot chocolate. Page 2 of 3 Mr. Hood stated that he is currently working on revising the sports agreements. They were created years ago when the associations had very strong volunteer boards; this is no longer the case. The offset is Mitch Bowman whom has a tremendous wealth of information in the recreation sport arena. Mr. Hood added that he will bring back simplified versions of the sports agreements. He ended by stating that these along with other agreements and appointments will be made at one of the first Council meetings next year. Council Comments Executive Session Adjournment Council Member Housley made a motion to adjourn. Motion was approved 4-0.
