Tyrone Town Council Meeting Minutes October 19, 2017 Present: Mayor Eric Dial Mayor Pro Tem Gloria Furr Council Member Ken Matthews Council Member Linda Howard Town Manager Jonathan Lynn Mitch Bowman Recreation Manager Town Clerk Dee Baker Council Member Ryan Housley was absent Mayor Dial called the meeting to order and Mayor Dial gave the Invocation which was followed by the Pledge of Allegiance. Public Comments Tyrone resident, Bob Swenson spoke. He stated that several meetings ago a presentation took place regarding what downtown could look like ten to fifteen years from now. He added that he saw in the newspaper, an article relating to the movie studio (no objection) stating that the new development would bring a movie theatre, restaurants and social events. He stated that those items should be brought to the downtown area, not onto Highway 74. Mayor Dial addressed Mr. Swenson and stated that the article was premature and that nothing of that nature had been approved; those items were a part of the project’s proposed plan. He ended by stating that there would be future discussions on the topic and the public was invited to attend. Council Member Howard stated that the ten to fifteen year presentation was compiled of recommendations only. Mayor Dial stated that that particular presentation was given by the University of Georgia Fellowship Program. Approval of Agenda Council Member Howard made a motion to approve the agenda. Council Member Furr seconded the motion. Motion was approved 3-0. Consent Agenda: All matters listed under this item are considered to be routine by the Town Council and will be enacted by one motion. There will not be separate discussion of these items. If discussion is desired, that item will be removed from the consent agenda and will be considered separately. Page 1 of 3 Approval of minutes, October 5, 2017 Council Member Matthews made a motion to approve the consent agenda. Council Member Howard seconded the motion. Motion was approved 3-0. Presentations/Recognition: Proclamation: Georgia Retired Educators Mayor Dial read the proclamation. Mr. Jim Haymans, President of the Fayette County Retired Educators Association, Mrs. Haymans and Mrs. Adrine Green accepted the proclamation. Mr. Haymans informed everyone that for $24 a year, anyone could become a member of the Retired Educators Association. He also asked everyone to inform their local Pastor to please recognize all the retired educators on November 5th. New Business: 1. Consideration for approval of Operation Mobilization/Freedom Steps Event, April 14, 2018. Mitch Bowman, Recreation Manager Ms. Baker presented the item and stated that Freedom Steps took place last February at Shamrock Park and that Operation Mobilization (O.M.) was requesting the use of the park on April 14, 2018 for their second annual event. She added that the event was to promote awareness of human slavery. Folks would have the opportunity to walk/run around the Shamrock Park path and that all registration fees would go to O.M. and there would be no cost to the Town. The event is open to the public and O.M. requests that all applicable fees be waived. Council Member Matthews made a motion to approve the use of Shamrock Park on April 14, 2018 and to waive all applicable fees. Council Member Howard seconded the motion. Motion was approved 3-0. 2. Review and consideration for approval of a complete update of the Town’s Dress Code Policy. Jonathan Lynn, Town Manager Mr. Lynn informed Council that there were questions that needed to be clarified prior to Council’s discussion and he asked that the item be moved to a later date. Staff Comments Mr. Lynn thanked all volunteers that came out for the 42nd Annual Founders Day Festival and added that Mr. Bowman hosted a volunteer dinner Tuesday night. He added that next year should be bigger and better. Page 2 of 3 Mr. Lynn asked if all would recognize and wish Mr. Davenport an early Birthday (tomorrow). Mr. Lynn announced that Mr. Mitch Bowman accepted an award last night at the Georgia Recreation and Parks Association banquet for the Top Recreation Agency in our class, according to population. He added that this was one of Mr. Bowman’s goals when he began with the Town and we are very proud. Mayor Dial informed everyone that Chief Perkins was not in attendance due to his participation with local law enforcement agencies regarding the state-wide opioid epidemic. Council Comments Executive Session Council Member Furr made a motion to move into Executive Session to discuss one matter of real estate acquisition. Council Member Matthews seconded the motion. Motion was approved. Council Member Howard made a motion to reconvene. Council Member Matthews seconded the motion. Motion was approved 3-0. Adjournment Council Member Furr made a motion to adjourn.
