Tyrone Town Council Meeting Minutes March 7, 2019 Present: Mayor, Eric Dial Mayor Pro Tem, Gloria Furr Council Member, Ken Matthews Council Member, Ryan Housley Council Member, Linda Howard Town Manager, Brandon Perkins Finance Manager, Sandy Beach Engineer/Public Works Director, Scott Langford Police Chief, Randy Mundy Library Supervisor, Patty Newland Recreation Assistant, Lynda Owens Town Clerk, Dee Baker Town Attorney, Dennis Davenport Mayor Dial opened the meeting and gave the Invocation which was followed by the Pledge of Allegiance. Public Comments Ms. Sandy Golden, a member of Hopewell United Methodist Church, informed Council that they have a history of working with Burch Elementary, Flat Rock Middle and Sandy Creek schools. Her church helped plant a vegetable garden for the children at Burch in 2014 and a family garden in 2015. She shared that their plan this spring was to initiate a Food Forrest. The Food Forrest consists of large fruit and nut trees, smaller fruit trees, berry shrubs, herbs, root vegetables, ground cover crops and vertical vines. She added that Senate Bill 330 was recently passed, which mandated that K-12 public school students be taught basic agricultural skills. Ms. Golden informed Council that the project would be environmentally sustainable, organic and would only utilize native plants. She stated that they would be a role model for the entire county. She added that Fayette County School Board Member, Leonard Presberg and the Assistant Superintendent was also involved. She stated that if Council would like more information, she would be happy to return. Council Meeting March 7, 2019 Page 1 of 4 Approval of Agenda Council Member Housley made a motion to approve the agenda. Council Member Howard seconded the motion. Motion was approved 4-0. Consent Agenda: All matters listed under this item are considered to be routine by the Town Council and will be enacted by one motion. There will not be separate discussion of these items. If discussion is desired, that item will be removed from the consent agenda and will be considered separately. Approval of Retreat minutes, February 19, 2019 and minutes from February 21, 2019. Consideration to renew the Towing agreement with Embrey’s Towing Service. Randy Mundy, Police Chief Approval of Way of Life Church’s annual Easter Egg Hunt. Council Member Matthews made a motion to approve the consent agenda. Council Member Housley seconded the motion. Motion was approved 4-0. New Business: 1. Consideration for the approval of the John Retreat Foundation International’s, Light of Cameroon Festival. Patty Newland, Library Supervisor Ms. Newland shared that she had been working with the Ticha family as the Town Representative. She requested the use Shamrock Park on their behalf for the Light of Cameroon Festival, to celebrate their culture. She introduced Mr. Gideon Ticha for any questions. Mr. Ticha thanked Council for the opportunity to share their culture and that they believed in sustainable education and building bridges with communities. He added that he would be able to bring to their current home, the Town of Tyrone, what their life is like where his family was born, in Cameroon, Africa. He handed Council a Memorandum of Understanding between the Mbengwi Council and the John Retreat Center Cameroon Association (JRCCA). He thanked Council for opening their hearts to work with his association. Council Member Howard asked if the event was open to the public. Mr. Ticha said yes, it was a family-oriented celebration of God’s love. He invited everyone to come. Council Member Howard asked when the event would take place. Mr. Ticha stated that it would be held on May 11, 2019. Council Meeting March 7, 2019 Page 2 of 4 Mr. Ticha then introduced his family, friends and neighbors who came in support. Mr. Dial thanked Mr. Ticha for serving in the United States military for twenty-one years. Council Member Housley made a motion to approve the Light of Cameroon Festival on May 5, 2019 at Shamrock Park. Council Member Howard seconded the motion. Motion was approved 4-0. 2. Consideration for the approval of a contract with Steadham Grading for the Pendleton dam principal spillway repair. Scott Langford, Town Engineer Mr. Langford shared that on January 4, 2019 a major storm came through Town which formed a sinkhole on the back side of the dam near the plunge pool at Lake Pendleton. He added that staff from the Georgia Safe Dams Program, placed the ownness on the Town as it was in an emergency status. He stated that the bid for the repair included, removing the remaining pipe between the sinkhole and the plunge pool, and creating an armored ditch along with a headwall at the upstream culvert to prevent erosion. The lowest bidder was Steadham Grading at $53,475. He recommended approval contingent upon the attorney’s consent. This would give us the ability to move forward, remove the pump and allow the water level to rise. Council Member Howard asked how long should it take? Mr. Langford stated three to four weeks. Council Member Furr made a motion to approve the contract with Steadham Grading for the Pendleton dam principal spillway repair for $53,475 contingent on the attorney’s approval of the contract. Council Member Howard seconded the motion. Motion was approved 4-0. Staff Comments Ms. Owens informed Council that May 4th was National Day of Prayer. She added that Ms. Judy Caldwell from Flat Creek Baptist Church asked if a group from her church could pray around the Veterans Park flag pole for approximately one hour that day. Council Member Howard stated that Crossroads Christian School usually does something similar, maybe the two organizations could coordinate. Ms. Owens stated that she would inform both. Chief Mundy announced, Coffee with a Cop on March 28th at Circa Coffee Shop. The event would begin at 8:00 am and end at 10:00 am. He asked everyone to come out and to promote the event. Chief Mundy also announced that the department was currently planning their second annual Citizen Police Academy, it should take place toward year end. Council Meeting March 7, 2019 Page 3 of 4 Chief Mundy also announced that local State Farm agent, Craig Yarborough stopped by the Police Department and shared that the Tyrone Police Department had been selected for the March, “Quote for Good” program. For every quote they give, they would donate $10 to the Police Department. He added that monies received would go toward the purchase of hand-out information needed for the Police booth at the Founders Day Festival. Executive Session Council Member Howard made a motion to move into Executive Session to discuss one (1) item of Real Estate acquisition. Council Member Furr seconded the motion. Motion was approved 4-0. Council Member Matthews made a motion to reconvene. Council Member Furr seconded the motion. Motion was approved 4-0.
