Tyrone Town Council Meeting Minutes February 21, 2019 Present: Mayor, Eric Dial Mayor Pro Tem, Gloria Furr Council Member, Ken Matthews Council Member, Ryan Housley Council Member, Linda Howard Engineer/Public Works Director, Scott Langford Police Chief, Randy Mundy Town Clerk, Dee Baker Town Attorney, Dennis Davenport Town Manager, Brandon Perkins was absent Mayor Dial opened the meeting and gave the Invocation which was followed by the Pledge of Allegiance. Public Comments Mr. David Barlow, who lives on Brooks Drive stated that he enjoyed attending the Council Retreat on Tuesday and what a wonderful to get back the feel of how government works. He shared that had the pleasure of observing the bush hog devise that was discussed at the Retreat being operated. He added that the equipment was tearing-up small trees and limbs without disturbing the land. He recommended the purchase. He wanted to thank Chief Perkins for hiring Randy Mundy. Mayor Dial announced that the Towing Service Agreement be removed from the agenda. Approval of Agenda Council Member Furr made a motion to approve the agenda along with removing Embrey’s Towing contract. Council Member Matthews seconded the motion. Motion was approved 4-0. There will not be separate discussion of these items. If discussion is desired, that item will be removed from the consent agenda and will be considered separately. Approval of minutes, February 7, 2019. Council Member Matthews made a motion to approve the consent agenda. Council Member Howard seconded the motion. Motion was approved 4-0. Presentations/Recognition: Proclamation: Black History Month Mayor Dial read the proclamation. The Reverend, James Mann along with several others accepted the proclamation on behalf of the Fayette County Branch of the NAACP. He stated that they accept the proclamation with thanksgiving. He added that they looked forward to working together on endeavors as a unified community and to be a model for what the country should be. Public Hearing: Consideration and action on Transmittal Resolution No. 2019-05 adopting Fayette County Fire Services Impact Fee Report. Ms. Baker stated that the transmittal resolution required a yearly vote for Tyrone’s subsection of the Fayette County Short Term Work Program and Capital Improvement Element and would return in April for a final approval. Mayor Dial thanked the Fire Department for what they do for our citizens. Mayor Dial opened the public hearing for anyone that wished to speak in favor of the item. No one spoke. Council Member Matthews made a motion to approve the resolution 2019-05 to adopt the Tyrone subsection of the Fayette County 2018 Annual Fire Services impact Fee Report as submitted. Consideration to approve an agreement with Evoqua Water Technologies, LLC for the maintenance of the hydrogen sulfide levels in the sewer system. Scott Langford, Engineer/ Public Works Director Mr. Langford stated the item had been discussed at the Council Retreat on Tuesday. Evoqua Water Technologies, LLC would administer the system which would reduce the hydrogen sulfide amounts in the sewer system by using bioxide, which would cut down on corrosion. Council Member Housley made a motion to approve the hydrogen sulfide reduction system using Evoqua’s Bioxide. Council Member Howard seconded the motion. Motion was approved 4-0. Council Comments Mayor Dial prayed for Mr. Perkins who had the flu and was not able to attend the meeting. Adjournment Council Member Furr made a motion to adjourn. Motion was approved 4-0.
