were absent.
Mayor Dial opened the meeting and gave the Invocation, which was followed by the Pledge of
Allegiance.
Approval of Agenda
Council Member Housley made a motion to approve the agenda.
Council Member Howard seconded the motion. Motion was approved 3-0.
Consent Agenda: All matters listed under this item are considered to be routine by the Town
Council and will be enacted by one motion. There will not be separate discussion of these items.
If discussion is desired, that item will be removed from the consent agenda and will be considered
separately.
Approval of minutes, March 21, 2019.
Consideration to approve Tyrone First Baptist Church Easter Egg Hunt at Veterans Park on
Saturday, April 13, 2019.
Council Member Housley made a motion to approve the consent agenda.
Council Member Howard seconded the motion. Motion was approved 3-0.

Council Member Housley read the proclamation. Fayette County Water System Representative,
Scott Bergen informed everyone that it was important to call before you dig, nothing is too small,
even planting. Too many gas lines have been hit by not calling the free service. He added to call
Fayette County Water Systems with any questions, but please call 811 before you do any digging.
Mayor Dial asked how soon should someone call before digging, what was the typical response
time. Mr. Bergen stated the usual time was forty-eight hours.
Council Member Housley read the Alcohol Awareness proclamation. Miriam with the Drug Free
Fayette Coalition spoke. She shared statistics and stated that alcohol was still the drug of choice
amongst teenagers. 62% of parents surveyed, shared that they have had talks with the children
regarding the affects of drinking at underaged parties. Only 23% of children confirmed that their
parents have had that conversation. She shared a video of underaged drinking at a home party and
the consequences it had on parents. Mariam reiterated that since the Social Hosting Ordinance was
passed in 2018, parents could face jail-time for hosting these types of parties.
New Business:
1. Consideration to approve Georgia Cities Week Resolution, No 2019-06.
Council Member Furr made a motion to approve the resolution.
Council Member Housley seconded the motion. Motion was approved 3-0.
2. Consideration to purchase an HP Plotter from Repro Products, Inc. Phillip Trocquet,
Planning & Development Coordinator
Mr. Trocquet shared that the current plotter had passed its life-span and that the item was discussed
during the 2017 Council Retreat. The original budgeted amount for the purchase of a plotter was
$10,000. He added that leasing a plotter was more feasible and the agreements was similar to all
current Town copiers. The lease would also include a maintenance agreement. He informed
Council that through research, he located a printer/copier plotter that could print up to thirty-six
inches wide, which would be ideal for printing and scanning building plans, plats and maps. The
monthly lease including maintenance, would cost $355. He added that the agreement would not
exceed $ 4,260 per year. The ink cartridges would cost $131 multiplied by six, initially twice a
year, plus the cost of paper would be $2,000. He recommended entering into the five-year lease
agreement with Repro Products, Inc.
Council Member Howard asked for clarification regarding the cost for ink and other supplies in
relation to the actual cost of the lease.

Mr. Trocquet stated the costs were separate. He added that Repro did offer a separate ink and
supplies agreement, which would be beneficial to a larger city, not Tyrone. He anticipated not
using as much per required; however, after one year he would reassess.
Council Member Furr asked Mr. Trocquet if he anticipated more usage as it pertained to the future
digitization conversion of the current Town building plan storage. He clarified that scanning
documents would not add to the cost of products used, moving forward $2,000 or less should
suffice. Mayor Dial inquired about the current plotter at Town hall. Mr. Trocquet stated that in
order to reactivate that plotter, it would cost approximately $1,000 with no guarantee that it would
communicate well with the new computers, also the plotter did not make copies. It was an
estimated eighteen years old.
Council Member Furr made a motion to enter into a maintenance and lease agreement with Repro
Products, Inc for the HP plotter.
Council Member Howard seconded the motion. Motion was approved 3-0.

Council Member Howard made a motion to adjourn. Motion was approved 3-0.
