Tyrone Town Council Meeting Minutes April 18, 2019 Present: Mayor, Eric Dial Mayor Pro Tem, Gloria Furr Council Member, Ken Matthews Council Member, Ryan Housley Council Member, Linda Howard Town Manager, Brandon Perkins Finance Manager, Sandy Beach Engineer/Public Works Director, Scott Langford Police Chief, Randy Mundy Court Clerk, April Spradlin Town Clerk, Dee Baker Town Attorney, Dennis Davenport Mayor Dial opened the meeting and Chief Mundy gave the Invocation, which was followed by the Pledge of Allegiance. Approval of Agenda Mayor Dial informed everyone that the public hearing would be taken off the agenda. Council Member Matthews made a motion to approve the agenda with the removal of the public hearing item. Council Member Housley seconded the motion. Motion was approved 4-0. Consent Agenda: All matters listed under this item are considered to be routine by the Town Council and will be enacted by one motion. There will not be separate discussion of these items. If discussion is desired, that item will be removed from the consent agenda and will be considered separately. Approval of minutes, April 4, 2019. Consideration of the renewal of the Indigent Defense contract with the Public Defender’s Office, Griffin Judicial Circuit for FY 2019-20. April Spradlin, Court Clerk Council Meeting April 18, 2019 Page 1 of 4 Consideration to appoint Richard Andrew “Andy” McCall as Judge Pro Tem. April Spradlin, Court Clerk Consideration and action on a final Resolution adopting Fayette County Fire Services Impact Fee Report. Brandon Perkins, Town Manager Council Member Housley made a motion to approve the consent agenda. Council Member Howard seconded the motion. Motion was approved 4-0. Old Business: 2. Consideration to approve the amended contract with Redzone for video inspections of sewer lines and manholes. Scott Langford, Engineer/Public Works Director Mr. Langford informed everyone that Redzone had been contracted to perform video inspections on Tyrone’s sewer lines and manholes. During the video process, a few lines were found to be clogged and the water was too high in the sewer lines, impeding visibility. Clearing of these sections was not part of the initial contract with Redzone. Mr. Langford recommended amending the contract to include the clearing of these lines and to also include the scanning of Phase IV of the Rivercrest subdivision pipes. This revision should not exceed $41,400. Council Member Howard made a motion to approve the amended contract with Redzone. Council Member Housley seconded the motion. Motion was approved 4-0. New Business: 3. Consideration of adoption of the SR74 Comprehensive Corridor Study. Brandon Perkins, Town Manager Mr. Perkins stated that in 2017, the SR74 Gateway Coalition commissioned POND to conduct a comprehensive study of the SR74 corridor between Fairburn and Peachtree City. The purpose of the study was to proactively anticipate future growth and develop a corridor plan for SR74. The study was completed and POND provided stakeholders with copies of the results and a plan, which was presented at a previous Town meeting. Mr. Perkins also stated that at the most recent Gateway Coalition meeting, representatives from member jurisdictions agreed to have their respective governing bodies adopt the plan. Adoption would give the plan more credence when used in discussions with GDOT, as it related to funding and such. He recommended approving the plan and added that by showing support, it would not indicate that the Town agreed to every part; they would simply be backing the spirit of its intent. Council Meeting April 18, 2019 Page 2 of 4 Council Member Furr made a motion to approve the adoption of the SR 74 Comprehensive Corridor Study. Council Member Matthews seconded the motion. Motion was approved 4-0. Public comments: Ms. Barbara Pitkanen who lives on Ridge Road shared her concerns regarding a recent shooting on her street. She added that she often walked her grand-children up and down Ridge Road and that she was spooked and needed peace. Chief Mundy addressed her concerns. He stated that the trouble she spoke of was not random. Someone from her neighborhood invited a guest from Baltimore, that person then invited someone from Old National Highway. Things did not go the way the individual liked. The person from Baltimore was shot and was currently back in Baltimore. One arrest has already been made. The perpetrator would be charged with four, maybe five felonies. Chief Mundy added that we do not expect to see this behavior again. Warrants were out for the individual responsible for the shooting. Chief Mundy stated that the Police Department expected to have the individual in custody by next week. He added, “we will not get used to this type of behavior, it was all hands-on deck”. Mayor Dial thanked Chief Mundy for handling the situation and also former Tyrone Police Officer, Billy Cochran. Staff Comments Ms. Baker informed Council of the Georgia Cities Week Annual Touch A Truck event at Burch Elementary on Friday, April 26th. She stated that among the attendees would be Tyrone Police and “Bruno”, Tyrone Public Works, Fayette County Fire and Drug Dogs, Fayette County Road Department and Air Methods helicopter would be there. She invited Council to come. The event would take place 12:00 pm to 2:00 pm. Mr. Perkins stated that Council previously approved to enter into an agreement with GMC for the sewer expansion. The agreement terms have since been finalized, the Mayor has signed and GMC has performed surveys for the new sewer expansion. Mr. Perkins informed Council that Tuesday was the bid opening for the Construction Manager at Risk for the new municipal complex. Fourteen contractors contacted the Town; only seven RFP’s were submitted. Mr. Perkins, Mayor Dial, Ms. Beach, Mr. Langford and Amy Bell from GMC had met for six hours to comb through the submissions. He added that they now had the top three candidates. Interviews for the three would take place next Thursday. He stated that one candidate would be brought to Council the first meeting in May for a vote. He thanked everyone for their time during the review. Council Meeting April 18, 2019 Page 3 of 4 Mr. Perkins shared that the approved plotter was installed and was currently being utilized. The old plotter should be on the next agenda to be surplused. Mr. Perkins informed Council that sink hole repair had commenced at Pendleton and should take approximately forty-five days to complete. Executive Session Council Member Howard made a motion to move into Executive Session to review the minutes from the March 21, 2019 Executive Session. Council Member Housley seconded the motion. Motion was approved 4-0. Council Member Furr made a motion to reconvene. Council Member Howard seconded the motion. Motion was approved 4-0. Council Member Matthews made a motion to approve the Executive Session minutes from March 21, 2019. Council Member Howard seconded the motion. Motion was approved 4-0.
