Tyrone Town Council Meeting Minutes August 15, 2019 Present: Mayor, Eric Dial Mayor Pro Tem, Gloria Furr Council Member, Ryan Housley Council Member, Linda Howard Town Manager, Brandon Perkins Finance Manager, Sandy Beach Police Chief, Randy Mundy Recreation Manager, Rebecca Brock Engineer/Public Works Director, Scott Langford Court Clerk, April Spradlin Library Supervisor, Patty Newland Town Clerk, Dee Baker Council Member, Ken Matthews was absent Approval of Agenda: Council Member Housley made a motion to approve the agenda. Council Member Howard seconded the motion. Motion was approved 3-0. Consent Agenda: All matters listed under this item are considered to be routine by the Town Council and will be enacted by one motion. There will not be separate discussion of these items. If discussion is desired, that item will be removed from the consent agenda and will be considered separately. Approval of minutes, August 1, 2019 Consideration for the approval of the language for the Library ADA poster. Council Member Furr made a motion to approve the consent agenda. Council Meeting August 15, 2019 Page 1 of 4 Presentations/Recognition: Coach Bill Thorn Mayor Dial introduced Mr. “Coach” Thorn and added that he and his wife currently live in the Pendleton subdivision. He added that Coach played a large role in his life and that across the state he was considered a legend. Mr. Thorn thanked Mayor Dial and gave credit to his wife, Patty, for her support and added that through her support, the Lord blessed them and he was grateful. Public Hearing: 1. Discussion on the millage rate of the Town of Tyrone for fiscal year 2019-2020. Sandy Beach, Finance Manager Ms. Beach shared that the Town would be holding three public hearings and that Council would officially vote on Thursday, August 22nd at 6:30 pm, prior to the Planning Commission meeting. She added that staff recommended that Council keep the millage rate at 2.889 mills, which would be the twelfth year in a row at this rate. The rate was due to the increase in overall assessment values from the Fayette County Assessor’s office. She added that it was estimated to bring in an additional $90,954 more than 2018. Ms. Beach shared that a home in the Town assessed at $300,000, would see an approximate tax increase of $15.46. Mayor Dial reiterated that the Town has had the same millage rate for twelve years in a row, and that the Town had chosen to keep it the same. Mayor Dial opened the public hearing for anyone that wished to speak in support of the item. No one spoke. Mayor Dial informed everyone that there would be two additional public hearings and a vote would commence on August 22nd. New Business: 2. Consideration to approve Eagle Scout project for the pathway from Shamrock Park to Handley Park. Rebecca Brock, Recreation Manager Council Meeting August 15, 2019 Page 2 of 4 Ms. Brock introduced Eagle Scout candidate Collin Sheehan and added that he wished to place dog waste stations and mile markers for walkers from Shamrock Park to Handley Park. Mr. Sheehan informed Council that the project would be one of his last requirements toward becoming an Eagle Scout. He added that he planned on beginning the project prior to December, after acquiring all signatures. He added that the project should not take more than one month. Mr. Sheehan stated that the pathway from Shamrock Park to Handley and back was a two-mile loop. His plan was to mark the trail with mile markers atop dog waste stations, making the trail dog friendly. He described that the trail would begin at the Shamrock Park pavilion, then a right down Senoia Road, through the four-way-stop, take a right across the Rail Road tracks onto Handley Road, left into Handley Park and halfway down the drive. The trail would then loop back to Shamrock Park. Mr. Sheehan informed Council of the cost. The trail signs whether they be plastic above ground or metal in-ground, were estimated at $22 - $57 each. The dog waste stations were estimated at $130 - $340. The “leave no trace” signs were estimated at $24. Ms. Brock added that she was very proud of Mr. Sheehan and his presentation. The project would allow folks that already walk their dogs along Senoia Road the opportunity to see how far they’ve come and to also keep the path sanitary. Council Member Howard asked how many stations would be placed along the trail. Mr. Sheehan stated that the plan was to have one located at Handley Park and two along the trail. Mayor Dial gave thanks to all Eagle Scouts that had assisted the Town in the past with their projects. He pointed out that Mr. Brandon Worrell, also an Eagle Scout candidate, was working on the information board project at Shamrock Park. He thanked Mr. Sheehan for his presentation. Council Member Furr asked Mr. Sheehan how would the project be funded? Mr. Sheehan stated that he would fund-raise at his church and around the Town as well. Council Member Housley made a motion to approve the Eagle Scout project. Council Member Howard seconded the motion. Those who wish to qualify, the cost for the office of Mayor would be $288, and Council Posts 1 and 2 would be $144. Adjournment Council Member Howard made a motion to adjourn.
