Tyrone Town Council Meeting Minutes December 19, 2019 Present: Mayor, Eric Dial Mayor Pro Tem, Gloria Furr Council Member, Ken Matthews Council Member, Linda Howard Council Member, Ryan Housley Town Manager, Brandon Perkins Police Chief, Randy Mundy Court Clerk, April Spradlin Finance Manager, Sandy Beach Public Works Director/Engineer, Scott Langford Town Clerk, Dee Baker Approval of Agenda Council Member Matthews made a motion to approve the agenda. Council Member Housley seconded the motion. Motion was approved 4-0. Consent Agenda: All matters listed under this item are considered to be routine by the Town Council and will be enacted by one motion. There will not be separate discussion of these items. If discussion is desired, that item will be removed from the consent agenda and will be considered separately. Approval of minutes, December 5, 2019 • Approval to reappoint McNally, Fox, Grant and Davenport, P.C. as the Town Legal Counsel. Eric Dial, Mayor • Approval to reappoint Mallett Consulting, Inc. as the Town Engineering Services. Eric Dial, Mayor • Approval to designate Fayette County News as the Town of Tyrone legal organ. Dee Baker, Town Clerk Council Meeting December 19, 2019 Page 1 of 4 • Consideration for the 2020 Holiday schedule for office closures. Brandon Perkins, Town Manger Council Member Furr made a motion to approve the consent agenda. Council Member Howard seconded the motion. Motion was approved 4-0. Presentations/Recognition: 1. Oaths of Office: Alisha Thompson, Municipal Judge Eric Dial, Mayor Linda Howard, Council Member Post #1 Melissa Hill, Council Member Post #2 Judge Thompson administered the oaths. 2. Recognizing Tyrone Police Officer, Cody Clark’s promotion to Corporal. Chief Mundy stated that Corporal Clark had brought 9 ½ years of experience to Tyrone and that he had been with the Town for 1 ½ years and that the promotion was well deserved. Corporal Clark’s wife and children were in attendance. Corporal Clark thanked everyone for the opportunity. Public Comments Mr. David Jaeger from Mallett Consulting, Inc. thanked Mayor and Council for being reappointed to the Engineer staff for another year. He stated that he enjoyed working with the Town and gave special thanks and recognition to Council Member Housley. He also welcomed Council Member Hill. Staff Comments Chief Mundy announced that a final addition had been added to the Police force. Her name is Dakota Massey and she will begin on January 2nd, bringing 3 years of experience to the force. Mr. Perkins shared that the first Council meeting for 2020 would fall on January 2nd. He added that he did not have much to discuss for the meeting and asked for the meeting to be cancelled. Council agreed. Mr. Perkins stated that the first official Council would be held on January 16 th. Council Meeting December 19, 2019 Page 2 of 4 Mr. Perkins shared that he had met with the Town’s sanitation contractor, Republic Services in October. At that time, they announced a rate increase due to the increasing costs they were accruing. During that time, there were many complaints regarding service from citizens. He added that he and Ciara Willis had met with several Republic representatives regarding the complaints. Everyone came to terms with issues and they worked through shared concerns. He added that since then, complaints have diminished considerably and we are happy with the outcome. Another follow-up meeting is scheduled in one month. Mr. Perkins stated that he would be taking a vacation leave to burn time through January 1st and would return to work on January 2nd. Mr. Perkins shared that it was a pleasure working with Council Member Housley. He appreciated their friendship and valued his knowledge while starting his non-profit. Council Comments Council Member Furr wished everyone a Merry Christmas and Happy New Year. Council Member Howard stated that it was a pleasure working with Council Member Housley. Council Member Housley shared his sentiments, stating that it was an honor serving the Town and its citizens. It was a pleasure working with Mayor Dial and his fellow Council Members, Town staff, Police Department, Engineering staff and Legal staff. He added that he hoped his tenure made an impact. He ended by sharing that serving the Town made an impact on his life, he was surrounded by wonderful people. Mayor Dial invited Council Member Housley and his family to the podium. Mayor Dial shared that it had been eight years and the best way to describe Council Member Housley’s humor was, “like a living breathing Seinfeld episode”. Mayor Dial added that Council Member Housley was one of the most generous and kind-hearted people he has known. He mentors young people, takes gifts to people, folks do not see what a big heart he has. He added that he valued their relationship and would miss him. Mayor Dial added that it would be very difficult to replace Council Member Housley in many ways. He ended by stating that he looked forward to working with Council Member Hill. Council Member Housley shared that it was on honor to be a part of a special friendship for eight years and that he was blessed to be a part of his community and he hoped to continue to do his part. Council Meeting December 19, 2019 Page 3 of 4 Mayor Dial announced that tomorrow would be Council Member Furr’s Birthday and asked everyone to wish her a happy one. Attorney Davenport thanked Mayor and Council for placing their trust in him and his firm. He had represented the Town since 2008 and looked forward to continuing the relationship, moving toward bigger and better things. Council Member Howard and Mayor Dial introduced their family members who were in attendance to share in their re-appointments. Council Member Hill thanked her family and friends that came to support her appointment as well. Adjournment Council Member Housley made a motion to adjourn. Motion was approved 4-0.
