Tyrone Town Council Meeting Minutes April 15, 2021 7:00 P.M. Present: Mayor, Eric Dial Mayor Pro Tem, Gloria Furr Council Member, Linda Howard Council Member, Melissa Hill was absent Council Member, Billy Campbell Town Manager, Brandon Perkins Office Coordinator, Ciara Willis Town Clerk, Dee Baker was absent Finance Manager, Sandy Beach Town Planner, Phillip Trocquet Court Clerk, April Spradlin Library Supervisor, Patty Newland Lieutenant, Philip Nelson Mayor Dial called the meeting to order with limited seating and broadcasted on YouTube Live at 7:00 pm, this was followed by the invocation. The public was invited to watch. Public Comments Mr. Matt Griffin, who lives at 150 Berry Lane, spoke regarding alcohol at public events and parks. He introduced himself as a former candidate for Town Council and business owner. He stated that he was disappointed after reading the minutes from the Council retreat meeting on March 18, 2021. He believed that alcohol sales would drive attendance in the park for events. As an example, Mr. Griffin stated that he attended the 2019 Founder’s Day event and then ate at Wings & Things in Tyrone. He expressed that some of the same people who attended Founder’s Day were drinking alcoholic beverages at Wings & Things because they could not drink at the park. Lastly, he stated that he was in favor of alcohol at events, and many constituents of the Town were also in favor. Motion was approved 3-0. Consent Agenda: All matters listed under this item are considered to be routine by the Town Council and will be enacted by one motion. There will not be separate discussion of these items. If discussion is desired, that item will be removed from the consent agenda and will be considered separately. Approval of minutes, April 1, 2021 Consideration of approval of multiple donations to the Tyrone Museum. Council Member Furr made a motion to approve the consent agenda. Council Member Campbell seconded the motion. Motion was approved 3-0. Presentations/Recognition Proclamation 1. Safe Digging Month Mayor Dial presented the proclamation to Matt Bergen-Vice Chairman of the Georgia Utilities Coordinating Council (GUCC). Staff Comments Mr. Perkins stated that he had sent out the date for the upcoming budget meeting. However, two Council members said that they would not be able to attend on that date. Therefore, he would reach out to Mayor and Council to reschedule. Mr. Perkins shared The American Rescue Plan Act of 2021, webinar would be held April 29, 2021 at 11:00 am. He stated that one of the topics at the webinar would be on how the money could be used. Mr. Perkins reminded Council of the Flag Retirement Ceremony on April 16, 2021 at 12:30 pm. Mr. Perkins shared that the Town would host the fireworks for the Fayette County’s Bicentennial celebration on May 15, 2021 at 8:30 pm at Shamrock Park. He stated that the first public engagement meeting would be held on April 30, 2021, at 5:00 pm, at Shamrock Park as a field day for citizens and public engagement. Council Comments Council Member Furr stated that she was glad the Mayor was back in person at the Council meeting. Council Member Howard stated that the museum was accepting donations and the grand opening will be May 15, 2021. She also stated that volunteers will be needed to staff the museum after the May 15th opening. Adjournment Council Member Furr made a motion to adjourn. Motion was approved 3-0.
