NOVA: This Ordinance establishes a 7 duty of certain businesses to power wash their 8 sidewalks from April 1st through November 1st and 9 provide proofs of same to the Union City Health 10 Department. 11 MAYOR STACK: This is being done due to the 12 amount of investment that the City of Union City 13 has made in putting in new sidewalks, new 14 streets, decorative lighting, tree planting 15 throughout the community. 16 The sidewalks are the responsibility of the 17 property owner. The City of Union City has been 18 doing it, as we pave the street, to build up the 19 infrastructure of the City. NOVA: This Ordinance -- this Ordinance 4 Prohibits a pet shop or a pet shop owner, from 5 offering for sale, selling, bartering, 6 auctioning, breeding or otherwise improperly 7 disposing of animals in the City, unless the 8 animal is obtained from an animal care facility 9 rescue organization or shelter. 10 MAYOR STACK: This -- this would eliminate 11 what we’ve been hearing a lot about, the puppy 12 mills that are happening, people are mix-breeding 13 their dogs and selling sick dogs. We hold all our meetings 13 in the evening hours. Unlike past 14 administrations that held them at 11 o’clock in 15 the morning, we hold them at seven o’clock at 16 night -- this, among many of the meetings that we 17 hold, and we move them throughout the community. 18 Thank you again to the Board of 19 Commissioners and thank you to those that are 20 here. 21 Anyone wishing to make any public comment 22 at this time, please step forward, state your 23 name and address for the record. 24 Anyone at this time? 25 Yes, sir.  30 1 You could just -- if you could just step 2 right over here to the podium. SPINA: 124 Columbia Heights, Brooklyn, 8 New York 11222 -- 11201. 9 We want to -- I’m from the local 10 congregation of Jehovah’s Witnesses and we 11 appreciate the work of the community in the 12 sidewalks and all of the great improvements. 13 Just one question; it may have been too 14 late in this process but with regard to the 15 parking resolution, we -- on Sundays I understand 16 the parking resolution is not in effect. So 17 that’s good for our -- our visitors and all for 18 our members and people who are interested in 19 coming to our meetings. So, that’s -- that’s 20 good. 21 In the middle of the week we do have 22 meetings and they last for longer than two hours. 23 Well, they last for about two hours. But in 24 order for me to come from Brooklyn it takes about 25 -- to find parking, the reason we have this  31 1 agenda item, it -- it takes a while. 2 So I typically park my car on a Wednesday 3 night for about two and a half hours, maybe 2:45. 4 We have about 20 members in our 5 congregation that are from outside of Union City; 6 North Bergen, Weehawken, Jersey City, Secaucus 7 and that’s their local congregation. 8 So with regard to the -- the enforcement of 9 the regulation, we -- we don’t intend to -- to 10 have our cars parked overnight past 10 o’clock or 11 early in the morning and we’re going to be just 12 outside of the two hour limit. 13 So when I called the Parking Authority they 14 mentioned that we should get business permits and 15 they’re about $50.00 per person. They did say 16 that there are non-profit permits but those non- 17 profit permits have to be registered in the name 18 of the organization. We -- we don’t have that in 19 our organization; we register our own cars, it’s 20 not a gift of the church. 21 So, just want to understand how our members 22 but also those in the two Spanish -- 23 MAYOR STACK: Absolutely. 24 MR. SPINA: -- congregations. 25 So that’s just a question that we have.  32 1 MAYOR STACK: You represent the one on 11 th 2 and Bergenline Avenue? 3 MR. SPINA: Correct. Yeah. 4 MAYOR STACK: Okay. 5 We’ve spoken one time I believe, -- 6 MR. SPINA: Yeah. 7 MAYOR STACK: -- right? 8 MR. SPINA: Yeah. 9 MAYOR STACK: Just -- I mean we would never 10 exempt -- we would never have anyone be -- have a 11 hardship when they’re going to worship. We’ll 12 work with you a hundred percent. 13 If you can give me a call tomorrow on my 14 cell, I’ll make sure it’s worked out with you. 15 MR.
