KNOEDLER: We have nine items on the 7 Consent Agenda. 8 The first one is Resolution Authorizing the 9 Clerk to Advertise bids for Camera -- Camera 10 Security for the Union City Police 11 Department/Police Headquarters. 12 The second Resolution is to Award a 13 Contract to Barbato Nursery Corporation for Dog 14 Waste Dispensers and Bags. 15 The third Resolution is to Award a Contract 16 to Universal Sporting Goods, for Soccer Uniforms 17 and Equipment. 18 The fourth is a Resolution to Award a 19 Contract to Javier Construction Company -- 20 Corporation for the 2016 Citywide Sidewalk Repair 21 Program. 22 Number 5 is a Resolution Award -- to Award 23 the Contract to A and J Contractors Group, 24 Incorporated, for 2016 Road Program Phase 2. 25 Resolu -- Resolution 6 is Approving a  6 1 Contract for Hertrich Fleet Services for the 2 Purchase of Jeep Patriot Vehicles. 3 Number 7 is a Resolution Awarding Raffle 4 License to Holy Family Church, Located at 530 35 th 5 Street. 6 The eighth is a Resolution Appointing the 7 Member to the Union City Housing Authority. 8 And the ninth is a Resolution Appointing 9 Members to the Union City Parking Authority. 10 Mayor, would you like to open up for public 11 comment? 12 MAYOR STACK: Sure. 13 Just before we take public comment, the 14 camera security is something we’re expanding 15 throughout the City. This will now be used 16 around City Hall and at Police Headquarters, 17 recommended by the Chief. 18 The dog waste dispensers, obviously, are 19 self-explanatory. We continue to put more 20 dispensers throughout the community so people can 21 pickup after their dog, which is a major quality 22 of life initiative. 23 The soccer uniforms is part of our 24 recreation program with Commissioner Valdivia. 25 Our city sidewalk repair program is  7 1 different sidewalks in the City we’re just trying 2 to maintain and keep them up. Whether there’s 3 cracks in them or chips in the sidewalks, we go 4 back and try to keep them in good shape, protect 5 the investments that we’re making. 6 For the road program, there’s an additional 7 road program of a number of streets that we’re 8 doing in the City, throughout the City. 9 The fleet services; I believe that these 10 jeeps are going to be used in the Police 11 Department, recommended by the Chief. 12 And the member to the Housing Authority and 13 the Parking Authority, again, are residents that 14 have come forward, that asked to serve on a 15 board, and these were the openings that they had 16 requested at that time, or whatever we have 17 available at that time. 18 We’re still continuing to appoint residents 19 and look for additional openings on the Board. 20 Hopefully, at the next meeting, we may have some 21 more. 22 At this time, does anyone have any 23 questions or comments on any matter concerning 24 the Consent Agenda? 25 Ms. Leavy, if you could?  8 1 MS. LEAVY: Yeah. 2 MAYOR STACK: If you can maybe just stand 3 right over here? I think that might be better. 4 MS. LEAVY: Hi. 5 I’m Hannelore Leavy. 6 MR. DILLON: Can you spell -- spell your 7 first name? 8 Can you spell your first name for me? 9 MS. LEAVY: Oh, H-A-N-N-E-L-O-R-E. 10 MR. DILLON: O-R-E? Leavy. Okay. 11 Thank you. 12 MS. LEAVY: Okay? 13 MR. DILLON: Um hum. 14 MS. LEAVY: Yeah. 15 On the sidewalk, Mayor Stack -- 16 MAYOR STACK: Yes. 17 MS. LEAVY: -- as you know, I can’t take 18 the dog into the reservoir, so I still walk 19 around. 20 MAYOR STACK: Sure. 21 MS. LEAVY: And the Weehawken side, which I 22 think we’re not -- Union City is not responsible 23 for, but it’s horrible. If that is dark -- you 24 know, and you step -- you step on, because the 25 trees are lifting the sidewalk.  9 1 MAYOR STACK: Sure. 2 MS. LEAVY: So, who is responsible for 3 that? 4 MAYOR STACK: Do you see that more as a 5 problem, Ms. Leavy, on Palisade Avenue or on -- 6 MS. LEAVY: No, no. 7 MAYOR STACK: -- 20th Street? 8 MS. LEAVY: On -- on 20th Street. 9 MAYOR STACK: Twentieth Street is part of 10 the program we’re doing over. 11 MS. LEAVY: So, Union City is taking care 12 of that? 13 MAYOR STACK: We’re going to -- we’re going 14 to do from 20th Street, this year, from Palisade 15 all the way to Mountain Road, we’re going to do 16 both sides of the street. Being that we took 17 half ownership of the reservoir, we’re doing both 18 sides of the roadway. We’re doing the sidewalks 19 on both sides, and it’s going to get additional 20 lighting there. 21 MS. LEAVY: Okay. 22 MAYOR STACK: I’m -- I’m -- as you know, 23 I’m big on putting additional lighting in. And 24 around the reservoir, you definitely need more 25 lighting.  10 1 I’m trying to convince Mayor Turner -- 2 MS. LEAVY: Um hum. 3 MAYOR STACK: -- on this issue, to put more 4 lighting around the reservoir, on the sidewalks, 5 I’m speaking about. 6 On the 20th Street, on the corner of 20th 7 and Palisade, which is known as 20 th Street for 8 Union City, but the Weehawken side, so to speak, 9 by the reservoir, is known as Washington Street, 10 that’s where we’re putting the dog run. 11 MS. LEAVY: I know. 12 MAYOR STACK: Right. 13 MS. LEAVY: When will that be? 14 MAYOR STACK: It’s -- it’s a good question. 15 What happened is that DEP, and the SUEZ 16 Water, are both still involved with that project. 17 So, DEP’s waiting to sign off on the retaining 18 wall that we’re going to be building on the dog 19 run. 20 You’re going to be able to walk in ground 21 level. We have to put a retaining wall to, 22 obviously, uphold the walkway. If you could just 23 picture it, inside the reservoir, we just have to 24 put up a retaining wall. 25 So, hopefully, I’m hopeful that it will be  11 1 starting this year and you’ll see that done. 2 We’re doing the sidewalks this year also. 3 MS. LEAVY: Okay. 4 Well, the sidewalk is my concern -- 5 MAYOR STACK: Yes. 6 MS. LEAVY: -- right now. 7 MAYOR STACK: No, we’re doing the 8 sidewalks. 9 MS. LEAVY: I’m tripping all over with the 10 -- 11 MAYOR STACK: To answer your question it 12 will be new sidewalks and new street, and 13 decorative street lighting. 14 And we’ll be maintaining the trees that are 15 there or planting some other trees, in-filling 16 some trees, also. 17 MS. LEAVY: All right. 18 Okay. 19 MAYOR STACK: Absolutely. 20 MS. LEAVY: So, Union City is -- 21 MAYOR STACK: We’re doing it. 22 MS. LEAVY: Anyway, the -- putting the dog 23 waste -- 24 MAYOR STACK: Yes. 25 MS. LEAVY: -- bags there and the -- the  12 1 garbage cans helped a lot. I mean -- 2 MAYOR STACK: Yes. We’re -- 3 MS. LEAVY: -- a lot. 4 MAYOR STACK: -- going to continue doing 5 that. 6 MS. LEAVY: Helped a lot. Yeah. 7 MAYOR STACK: Hopefully, in the future -- 8 you know, I can’t say when, but hopefully, in the 9 future, we’ll be able to do Palisade Avenue, like 10 we did New York Avenue, and we’ll do a different 11 design on Palisade. But at that time, I’ll seek 12 a grant to do both sides of Palisade, because 13 from 20 to 30, Weehawken shares the other side of 14 Palisade Avenue. We’ll try to match it to our 15 side. 16 MS. LEAVY: Okay. Well -- 17 MAYOR STACK: But 20th Street will be done, 18 to answer your -- 19 MS. LEAVY: No. 20 MAYOR STACK: -- question, this year. 21 MS. LEAVY: Yeah. Palisades is not so bad. 22 MAYOR STACK: Right. 23 MS. LEAVY: But 20th Street -- 24 MAYOR STACK: I -- I seen that. I seen 25 that many times.  13 1 MS. LEAVY: Okay. 2 MAYOR STACK: It’s a hazard. LEAVY: So, I -- I have a few -- few  15 1 things I wanted to bring up. 2 MAYOR STACK: Sure. 3 MS. LEAVY: We are inundated by skunks. 4 MAYOR STACK: By? 5 MS. LEAVY: Skunks. 6 MAYOR STACK: Skunks. Okay. 7 MS. LEAVY: Apparently, the possums and the 8 raccoons are gone. The skunks are taking over. 9 MAYOR STACK: Okay. 10 MS. LEAVY: So, I had two dogs -- my 11 friends, are being attacked by the skunks -- the 12 skunks. 13 So, I had possums in my backyard, and I 14 called Animal Control and they wanted to charge 15 me. 16 And so, we need to -- I think Animal 17 Control is something that the City needs to look 18 at, how -- how they’re handling. I think it’s 19 North Bergen and Weehawken. 20 MAYOR STACK: All together. Yeah. 21 Weehawken, Union City. 22 MS. LEAVY: Yeah. They’re -- they’re all 23 sharing. 24 MAYOR STACK: Maybe West New York. Maybe 25 Guttenberg, too, I think.  16 1 MS. LEAVY: I -- yeah. I -- I don't know 2 what -- what to do about this, but the skunks 3 right now, I don't know. 4 The squirrels are almost gone. I mean, I 5 -- (indiscernible) the dog, she -- he loves 6 chasing squirrels. And this year, almost no 7 squirrels. So, I don't know what happens -- 8 what’s happening in the ecosystem here? 9 Something is happening. 10 COMMISSIONER VALDIVIA: I’ll give you an 11 example. Not to interrupt you. 12 I live on 29th Street, between Bergenline 13 Avenue -- 14 MS. LEAVY: Um hum. 15 COMMISSIONER VALDIVIA: -- and Central 16 Avenue. We have a lot of skunks, too. 17 MS. LEAVY: Yeah. 18 COMMISSIONER VALDIVIA: But we also have 19 raccoons and possums. 20 MS. LEAVY: Yeah. But see, I -- 21 COMMISSIONER VALDIVIA: And they’re almost 22 on -- 23 MS. LEAVY: -- I don't see the possums -- 24 COMMISSIONER VALDIVIA: -- Bergenline 25 Avenue.  17 1 MS. LEAVY: -- no more. The possums are 2 gone. I haven’t seen a raccoon in a year. But 3 the skunks are there. 4 MAYOR STACK: I think, with the 5 construction that you’re seeing, some of it down 6 in North Bergen, some of it on the waterfront 7 that’s ongoing continuous, I think that forces 8 them up the hill. I think that’s part of the -- 9 MS. LEAVY: Um hum. 10 MAYOR STACK: -- problem. 11 MS. LEAVY: Yeah. 12 MAYOR STACK: And Jersey City, too. I 13 think it forced them up the hill. 14 But if you want, I could have traps set, 15 and it won’t cost you anything. I’ll get trap 16 sets -- 17 MS. LEAVY: Yeah. 18 MAYOR STACK: -- and we could take them 19 away. 20 We don’t kill them, but we bring them into 21 a better environment than what they’re in now. 22 MS. LEAVY: Um hum. 23 MAYOR STACK: Would you like that? 24 MS. LEAVY: Well, I don't -- I -- the 25 possums are gone now. They were -- actually,  18 1 they -- they all drowned. The ten babies I had 2 to pick up at the last flood. 3 But you know, I’m just thinking that the 4 Animal Control, it seems that something -- 5 they’re not working. 6 MAYOR STACK: Okay. 7 MS. LEAVY: I -- 8 MAYOR STACK: You want me to have a trap 9 set, though, for the skunks? 10 MS. LEAVY: For the skunks? Well, I had 11 one on my 23rd Street property. 12 MAYOR STACK: Okay. 13 MS. LEAVY: And twice. Yeah. So, I -- I 14 guess -- 15 MAYOR STACK: A skunk there or you had a -- 16 MS. LEAVY: Skunk. 17 MAYOR STACK: -- skunk? 18 Okay. 19 MS. LEAVY: Skunk. Yeah. Yeah. 20 MAYOR STACK: If you want -- just call me. 21 If you want the traps set, just call me and I’ll 22 be more than happy. I’ll get them set for you. 23 MS. LEAVY: Why don’t we talk to the 24 tenants? 25 MAYOR STACK: Just let me know and I’ll  19 1 have them set. 2 MS. LEAVY: Yeah. 3 MAYOR STACK: And they’ll be monitored -- 4 they leave food in there, so they monitor -- they 5 leave it on a Monday, they come back either 6 Tuesday, probably late Tuesday night they would 7 come back and -- 8 MS. LEAVY: Okay. So -- 9 MAYOR STACK: -- and check it. 10 MS. LEAVY: It’s not poison that’s -- 11 MAYOR STACK: No. No. 12 MS. LEAVY: -- that a cat -- 13 MAYOR STACK: We can’t do that. We -- I 14 would never allow that. 15 MS. LEAVY: Okay. All right. 16 MAYOR STACK: I would never allow that. 17 No. 18 MS. LEAVY: All right. 19 MAYOR STACK: Just let me know, if you want 20 -- just call me and let me know. Whatever you 21 want. 22 MS. LEAVY: All right. I have a little 23 list here. 24 MAYOR STACK: Sure. 25 MS. LEAVY: The -- the other thing I saw  20 1 that you put up that bus shelter on Palisades 2 Avenue, the one you cancelled the last time we 3 were here. 4 MAYOR STACK: Yes. 5 MS. LEAVY: But it went up anyway. 6 MAYOR STACK: Yes. 7 MS. LEAVY: Yeah. 8 Honestly, this is -- was a waste, because 9 people very -- very few people wait for a bus 10 there, going -- going north -- going south. 11 If they wait for the bus, they wait around 12 the corner to watch the 22 coming. They don’t 13 really stand there. 14 What we really need is on the opposite 15 side, going into New York. 16 MAYOR STACK: Yeah. 17 MS. LEAVY: That’s where people are -- 18 MAYOR STACK: I have to convince Mayor 19 Turner, though, over there. It’s Weehawken, 20 technically. 21 MS. LEAVY: Yeah. Well, I know. Yeah. 22 MAYOR STACK: Yeah. 23 MS. LEAVY: So, on both sides. I mean, and 24 even on 16th Street, there -- a lot of people 25 always waiting. You know, that’s where we need  21 1 it. 2 And which brought me back to our discussion 3 some years ago about benches along the avenues. 4 I’ve seen a couple of benches appearing on 5 the -- on the bus stop on Palisades and 15th. 6 Yeah, -- 7 MAYOR STACK: Yes. 8 MS. LEAVY: -- 15th Street. 9 MAYOR STACK: Yeah. You’re right. 10 MS. LEAVY: Yeah. 11 MAYOR STACK: On the corner, on the south 12 -- on the south -- 13 MS. LEAVY: Yeah. 14 MAYOR STACK: -- west corner. 15 MS. LEAVY: But with that Memorial Park 16 being closed as soon as they close the swimming 17 pool, they close the gates. So you can’t even go 18 in there and -- and rest, when I go down on the 19 dog run. Well, they don’t let me in with the dog 20 anyway. 21 It’s a long walk for me to go all the way 22 down to 5th Street right now. And I don't know 23 whether you know that I finished with chemo and 24 lung cancer. And so, it’s -- it’s a little hard 25 for me to walk all the way.  22 1 MAYOR STACK: Where would you like to see 2 another bench? By Yardley? 3 MS. LEAVY: Well, I think we discussed it. 4 You know, like opposite from the bus stops and on 5 alternate sides. 6 MAYOR STACK: Okay. 7 MS. LEAVY: I mean, there’s plenty of bus 8 -- benches on Summit Avenue. And I don't know -- 9 I don't see anybody using it. But I think on 10 Palisades it would be -- 11 MAYOR STACK: I’ll put one at 3rd and 12 Palisade Avenue. Then -- then there’s another 13 bus stop at Yardley. 14 MS. LEAVY: The Yardley would be best. A 15 shelter even -- 16 MAYOR STACK: Yeah. 17 MS. LEAVY: -- there -- you know, that 18 would be good. 19 MAYOR STACK: In front of Yardley. No 20 problem; that’s 6th and Pal. 21 And then, I’ll put another one -- I don't 22 know if 920 Palisade Avenue is going to want one 23 there. That’s the only problem. They’re very -- 24 whenever I do anything there, they call me right 25 away.  23 1 I could put another -- I put one at 13th 2 and Palisade. Did you see that? Both sides I 3 put them. I put one -- 4 MS. LEAVY: Yeah. Yeah. Yeah. That I 5 saw. Yeah. 6 MAYOR STACK: Right. 7 MS. LEAVY: I said, oh -- 8 MAYOR STACK: On both sides. 9 MS. LEAVY: -- my God. 10 MAYOR STACK: And I’ll put one -- I’ll put 11 a -- so, Yardley, 3rd and Palisade, Yardley, at 12 6th and Palisade, I’ll put another one, and then 13 -- let me just think for a minute. 14 And then, there’s a bus stop at 8th and 15 Palisade. It’s in front of 716 800 Palisade 16 Avenue. I could put another one there. 17 MS. LEAVY: And -- and maybe on 16th, on 18 16th and Palisade? 19 MAYOR STACK: Sixteenth, I’m going to put 20 one in front of the church. 21 MS. LEAVY: Yeah. 22 MAYOR STACK: I’ll put one in front of the 23 church, one on 3rd and Palisade, one on 6th and 24 Palisade, one on 8th and Palisade. 25 MS. LEAVY: Okay.  24 1 MAYOR STACK: All right? 2 MS. LEAVY: Very good. 3 MAYOR STACK: And we’ll try that, and then 4 we’ll see how it goes. 5 MS. LEAVY: Yeah. That will do -- 6 MAYOR STACK: I’ll give this to Kathy and 7 DPW to do. 8 MS. LEAVY: That would be absolutely 9 wonderful. 10 MAYOR STACK: Sure. No problem. 11 MS. LEAVY: So, the -- other, the next 12 thing is, I heard rumors -- I heard rumors that 13 there is a plan for Mountain/Manhattan Avenue -- 14 MAYOR STACK: No. Not that I’ve seen. No. 15 No one’s even -- no one’s contacted me on it. 16 MS. LEAVY: Because I heard plans that they 17 -- they want to build down on the Palisades. 18 MAYOR STACK: That would never be allowed. 19 They would never be able to deface the Palisades. 20 I would never go along with that. 21 MS. LEAVY: Okay. 22 MAYOR STACK: Never. 23 No one’s even come forward, though, Ms. 24 Leavy. Since that meeting that we had long ago, 25 at Colin Powell, that’s the last time I ever  25 1 heard from anybody. 2 MS. LEAVY: Really? 3 MAYOR STACK: I never got anything back 4 again. We never received. 5 Am I right, Krystle? 6 MS. NOVA: Yeah. 7 MAYOR STACK: We never received a plan. 8 Nothing. 9 MS. NOVA: Nothing. 10 MAYOR STACK: Nothing. 11 MS. NOVA: Nothing’s happened. 12 MAYOR STACK: Nothing happened after that 13 again. 14 MS. LEAVY: Because I heard that the 15 developer sold it to another developer. 16 MAYOR STACK: Right. 17 MS. LEAVY: And they have filed plans for 18 six stories on -- on our level. And then, going 19 down the cliff. 20 MAYOR STACK: Yeah. We would never -- I 21 mean, I know that it would be against our policy 22 to allow anything to deface the Palisade. But no 23 plan has come forward. 24 MS.
