16
17 2. AN ORDINANCE AMENDING CHAPTER 16 VEHICLES
18 TRAFFIC SCHEDULE XIII “BUS/COMMUTER VEHICLES
19 STOPS”
20
21 ACTING CITY CLERK: Next Ordinance is
22 Amending Chapter 16 Vehicle Traffic Schedule VIII
23 (sic) Bus/Commuter Vehicle Stops.
24 MAYOR STACK: These are two bus stops that
25 we’re moving.
9
th
1 One is on 30 Street, on the Marginal.
2 It’s being recommended by the Police Department;
3 Chief Molinari is here with us today; 30th Street,
4 right on the Marginal. It’s right in front of
5 501 30th Street right now.
6 We’d be moving it from the northwest corner
7 to the northeast corner, --
8 Am I correct, Chief?
9 CHIEF MOLINARI: Correct.
10 MAYOR STACK: Right, of 30th Street, --
11 CHIEF MOLINARI: No, south.
12 MAYOR STACK: South. Sorry. I’m sorry.
13 Southeast corner.
14 Right?
15 CHIEF MOLINARI: Correct.
16 MAYOR STACK: Southeast corner of 30th and
17 the Marginal.
18 It would make it safer. It would stop the
19 backup of traffic. After a study of this, --
20 actually, residents actually brought it up at a
21 Public Safety Meeting that we held, an outdoor
22 meeting, on 29th to 30th Street and Bergenline
23 Avenue.
24 I’ll move it.

16 And the other -- the other one was on 15th
17 Street and New York Avenue, on the -- in front of
18 Colin Powell School, which would be at 1500 New
19 York Avenue. We’re moving that to 1400.
20 Right, Chief?
21 CHIEF MOLINARI: Correct, Mayor.
22 MAYOR STACK: To 1400 New York Avenue.
23 And this is again being proposed by the
24 Police Department. We have an officer there
25 every day. The buses stopping make it somewhat
11
1 of an impediment for the children and the parents
2 that are bringing their children to school.
3 COMMISSIONER VALDIVIA: It’s dangerous.
4 It’s true.
5
6 ORDINANCE(S) FOR INTRODUCTION:
7
8 3. AN ORDINANCE AMENDING SCHEDULE V TO SECTION
9 16-4.1 OF THE CODE OF THE CITY OF UNION CITY
10 ENTITLED “TRAFFIC RESTRICTIONS” TO ADD A STREET
11 WHERE VEHICLES OVER 4 TONS GROSS WEIGHT ARE
12 PROHIBITED.)
13
14 ACTING CITY CLERK: Next Ordinance is
15 Amending Schedule V to Section 16-4.1 of the Code
16 of the City of Union City Entitled Traffic
17 Restriction to Add a Street Where Vehicle Over 4
18 Tons Gross Weight are Probited (sic).
19 MAYOR STACK: Where is this?
20 MS. de los RIOS: Prohibited.
21 This is on 33rd.
22 MAYOR STACK: Oh, 33rd, between New York
23 and Bergenline. The block is very tight also.
24 Yes.
25 I’ll move it.
12
1 ACTING CITY CLERK: Motion made by Mayor
2 Stack.
3 COMMISSIONER MARTINETTI: Second.
4 ACTING CITY CLERK: Second by Commissioner

11 ACTING CITY CLERK: Commissioner Valdivia?
12 COMMISSIONER VALDIVIA: Yes.
13 ACTING CITY CLERK: Commissioner
14 Martinetti?
15 COMMISSIONER MARTINETTI: Yes.
16 ACTING CITY CLERK: Mayor Stack?
17 MAYOR STACK: Yes.
18
19 ORDINANCE(S) FOR INTRODUCTION:
20
21 4. AN ORDINANCE AMENDING CHAPTER II,
22 ADMINISTRATION SECTION 2-21, POLICE DEPARTMENT,
23 SUBSECTION 2-21.1 OF “THE REVISED ORDINANCES OF
24 THE CITY OF UNION CITY, 1996”
25
13
1 ACTING CITY CLERK: Next Ordinance Amending
2 Chapter II, Administration Section 2-21, Police
3 Department, Subsection 2-21.1 of the Revised
4 Ordinances of the City of Union City, 1996.
5 MAYOR STACK: And exactly what are we doing
6 here?
7 Just for the public’s knowledge. I mean I
8 know and the Commissioners know but we should
9 state exactly what we’re doing.
10 I believe that there was a typographical
11 mistake made and we were changing the number of
12 specials, I believe, from 25 to 35.
13 Right, Chief?
14 CHIEF MOLINARI: That is correct, Mayor.
15 MAYOR STACK: And we had -- instead of
16 having three captains, it was typed in that there
17 would be four captains, which is not our table of
18 organization. It would only be -- it would be
19 three captains.
20 And was there any other mistake in there
21 that was made?
22 Was there something else?
23 CHIEF MOLINARI: There was. It actually
24 increased the number of sergeants from -- our
25 current T.O., which allowed for 26, to 29.
14
1 MAYOR STACK: And that was a mistake also.
2 CHIEF MOLINARI: Correct.
3 MAYOR STACK: And this is being done. One
4 thing we’ve tried to do is trim the ranks and
5 have it where we have more officers on the
6 street. Chief Molinari’s been very effective in
7 getting that done and helping me with that.
8 Even though at times the State of New
9 Jersey has told us that we should have additional
10 in the ranks, we’ve always tried to do more --
11 we’ve always tried to do more with less.
12 And it’s even been recommended to me in the
13 past that we have two deputy chiefs and bring
14 back the inspector position; even from officials
15 in the State, which is something we could always
16 revisit in the future.
17 But right now we’re going to go with the
18 three captains.
19 And we’re going to have how many sergeants,
20 Chief?
21 CHIEF MOLINARI: Twenty-six, Mayor.
22 MAYOR STACK: Twenty-six.
23 And how many lieutenants?
24 CHIEF MOLINARI: Eleven.
25 MAYOR STACK: Eleven.
15
1 And thank you --
2 CHIEF MOLINARI: Which is the current table
3 of --
4 So the only proposed change here is
5 increasing the number of special law enforcement
6 officers from 25 to 35.
7 MAYOR STACK: Right.
8 Thank you very much, Chief. And thank you
9 for your work.
10 I’ll move it.
11 COMMISSIONER MARTINETTI: Second.
12 ACTING CITY CLERK: Motion made by Mayor
13 Stack.
14 Second by Commissioner Martinetti.
15 Roll call.
16 Commissioner Fernandez?
17 COMMISSIONER FERNANDEZ: Yes.
18 ACTING CITY CLERK: Commissioner Rivas?
19 COMMISSIONER RIVAS: Yes.
20 ACTING CITY CLERK: Commissioner Valdivia?
21 COMMISSIONER VALDIVIA: Yes.
22 ACTING CITY CLERK: Commissioner
23 Martinetti?
24 COMMISSIONER MARTINETTI: Yes.
25 ACTING CITY CLERK: Mayor Stack?
16
1 MAYOR STACK: Yes.
2
3 OPPORTUNITY FOR CITIZENS TO ADDRESS THE BOARD:
4
5 ACTING CITY CLERK: Mayor, there’s no other
6 item on the agenda.
7 Will you --
8 Is there a motion to adjourn?
9 COMMISSIONER MARTINETTI: Motion.
10 MAYOR STACK: Anyone wishing to comment at
11 this time, please step forward, on any matter
12 concerning municipal government.
13 Seeing none.
14 COMMISSIONER RIVAS: Second.
15 ACTING CITY CLERK: Motion made by Mayor
16 Stack.
17 Second by Commissioner Rivas.
18 All in favor?
19

22 ADJOURNMENT:
23
24 MAYOR STACK: Thank you. Thank you very
25 much, everyone.
17
1 COMMISSIONER RIVAS: Motion to adjourn.
2
3 (Whereupon, there was a chorus of ayes.)
4
5 MAYOR STACK: Chief, when do you think the
6 bus stop --
7 ACTING CITY CLERK: Motion to adjourn?
8 MAYOR STACK: -- will actually be painted?
9 COMMISSIONER FERNANDEZ: Motion.
10 COMMISSIONER RIVAS: Second.
11 ACTING CITY CLERK: Motion made by
12 Commissioner Fernandez.
13 CHIEF MOLINARI: I mean we’re good to go.
14 ACTING CITY CLERK: Second by Commissioner
15 Rivas.
16 MAYOR STACK: When will we be able to paint
17 that bus stop?
18 COMMISSIONER RIVAS: All in favor?
19 ACTING CITY CLERK: All in favor.
20
21 (Whereupon, there was a chorus of ayes.)
22

24 can do it on Monday.
