CITY OF UNIVERSITY PLACE MINUTES Regular Meeting of the City Council Monday, April 3, 2023 1. CALL REGULAR MEETING TO ORDER Mayor Pro Tem Figueroa called the Regular Meeting to order at 6:30 p.m. UN 2. PLEDGE OF ALLEGIANCE AL Councilmember Wood led the Council in the Pledge of Allegiance. 4. APPROVAL OF AGENDA MOTION: Councilmember Wood, seconded by Councilmember Flemming, to approve the agenda. C DO The motion carried. 5. PUBLIC COMMENT – None. 6. CONSENT AGENDA MOTION: By Councilmember Wood, seconded by Councilmember Flemming to approve the Consent Agenda as follows: UM A. Approve the minutes of the March 20, 2023 Council meeting as submitted. B. Receive and File: Claims dated 03/15/23 and 03/16/23. C. Authorize the City Manager to award the Cirque Park Pedestrian Trail project to Eagle Asphalt in the amount of $62,249.00 and execute all necessary contract documents. EN D. Authorize the City Manager to award the 37th Street Court West project to Miles Resources in the amount of $637,748.10 and execute all necessary contract documents. E. Adopt a Resolution approving participation by the City of University Place in the Opioid settlement reached by the Washington Attorney General. (RESOLUTION NO. 1010) T The motion carried. 7. CITY MANAGER & COUNCIL COMMENTS/REPORTS Public Works Engineering Deputy Director/City Engineer Avcular provided the Council with an update on the City’s current capital improvement projects.  City Council Minutes of April 3, 2023 Page 2 City Manager Sugg provided an update on the current and proposed commercial and multifamily projects in the City. He also reported on the 2023 legislations on housing (HB-1110, HB-1245, SB-5364, HB-1337 and SB-5235), public safety (SB-5536 and SB-5352), and Real Estate Excise Tax (HB-1628). At 7:13 p.m., MOTION: By Councilmember Wood, seconded by Councilmember Flemming to extend the meeting to 7:30 p.m. The motion carried. UN Councilmember Keel reported on the National League of Cities’ Congressional City Conference he attended and shared information on the Information Technology and Communication Committee’s goals discussion on technology, broadband, connectivity, and cybersecurity. Councilmember Wood reminded the University Place residents of the upcoming special election on the OF Public Safety levy. He shared with his fellow citizens basic facts about the City’s Police Department and encouraged them to support the levy. Councilmember Flemming reminded the public to sign-up for the Earth Day city-wide clean-up event happening on April 22, 2023. FI Mayor Pro Tem Figueroa informed the Council that he emailed them reports from the Puget Sound Regional Council (PSRC) meeting he attended. He encouraged his colleagues to attend the PSRC General CI Assembly on May 30, 2023. He also informed them that he will be attending the WA2WA Conference with the Chamber of Commerce in Washington, D.C. Lastly, he encouraged the public to vote in the upcoming special election. 8.
