CITY OF UNIVERSITY PLACE MINUTES Regular Meeting of the City Council Monday, April 17, 2023 1. CALL REGULAR MEETING TO ORDER Mayor Worthington called the Regular Meeting to order at 6:30 p.m. 2. PLEDGE OF ALLEGIANCE IC Councilmember McCluskey led the Council in the Pledge of Allegiance. L 4. APPROVAL OF AGENDA D MOTION: Councilmember Belleci, seconded by Councilmember Keel, to approve the agenda. The motion carried. 5. PRESENTATIONS O C Arbor Day Proclamation – Mayor Worthington presented a proclamation to Public Works Director Ecklund U recognizing and supporting Saturday, April 22, 2023, as Arbor Day in University Place. M Joint Fair Housing Proclamation – Mayor Worthington presented a proclamation to Sandy McKenzie, Planning Commission Co-Vice Chair, recognizing the 55th Anniversary of the federal Fair Housing Act and EN thanking the many people and organizations in the community who have opened the doors of housing opportunity to all. Inclusive Playground Update – Public Works Director Ecklund remarked on the status of the City’s role in T working with the Cal Ripken Foundation on agreements to help facilitate the proposed Inclusive Playground project. Chris Saunders of the University Place Parks and Recreation Foundation supplied an update on the project covering its marketing materials, community partnership, the need for the playground, projected timelines for fundraising efforts, construction and project completion, field maintenance and accountability, the playground’s item list and sponsorship, and how to donate. The estimated cost of the project is $1,053,465.00. 6. PUBLIC COMMENT – The following individual provided comments: Frank Erickson, Rotary Club and University Place Parks and Recreation Foundation.  City Council Minutes of April 17, 2023 Page 2 7. CONSENT AGENDA MOTION: By Councilmember Belleci, seconded by Councilmember Keel to approve the Consent Agenda as follows: A. Approve the minutes of the April 3, 2023 Council meeting as submitted. B. Receive and File: Payroll for period ending 03/3123; and Claims dated 03/31/23. C. Adopt a Resolution declaring certain vehicles and equipment surplus and authorizing its disposal. (RESOLUTION NO. 1011) D. Authorize the City Manager to execute a Right of Way dedication deed, dedicating a portion of City- owned property (parcel number 0220152042) as ROW. The motion carried. 8. UCITY MANAGER & COUNCIL COMMENTS/REPORTS N City Manager Sugg expanded on the Parks Appreciation Day event at Paradise Pond. He thanked O University Place Refuse and Recycling for sponsoring this event and encouraged the public to come and participate in this enjoyable day. FF Councilmember Keel informed the Council on meetings/activities he took part in for the National League of Cities and Sound Transit. IA Councilmember Wood encouraged the public to vote next week (April 25, 2023). IC Councilmember McCluskey also encouraged the public to vote. Councilmember Belleci encouraged the public to take part in the Parks Appreciation Day events. She also L encouraged the public to vote on April 25, 2023. Mayor Worthington thanked Mayor Pro Tem Figueroa for filling in for him while he was at the National D League of Cities (NLC) Conference. He reported that he, along with City staff and Councilmember McCluskey, attended a series on emergency preparedness at the Day Island Club House conducted by the C West Pierce Fire and Rescue. He also shared information on meetings he had with FEMA, Congresswoman O Strickland. Mayor Worthington reported that the City’s Chambers Creek Road project grant request has been added to Congresswoman Strickland’s list of projects for consideration. He also had an opportunity to meet with Senator Cantwell and Senator Murray’s staff and shared with them the City’s concerns about U the Day Island bridge and the king tide events. In addition, he attended the Rail Safety conference and shared information on the meetings he had with representatives from the Department of Transportation. M Lastly, Mayor Worthington encouraged the public to vote in the coming special election. EN 9. ADJOURNMENT – The meeting adjourned at 7:23 p.m. No other action was taken.
