Minutes UN Public Safety Committee Commission Regular Meeting Minutes FC Thursday, February 17th, 2022 6:00 p.m. to 8:00 p.m. Virtual OF 1. Call to Order Meeting called to order at 6:00PM by Amy Booth 2. Approval of Minutes Diane made a motion to approve the minutes, seconded by Ruthann. Unanimously approved 4. Public Comments No public present 5. WPFR Update/ Report out – Assistant Chief Scott Adams T 2022 had a 17% increase in call volume - 95% of those calls are Aid calls. 24% of the calls are UP, 3% Steilacoom and the rest is Lakewood. Planning a youth academy in June – roadshow to the High Schools to see if the Juniors and Seniors do intense ride along. New smoke alarm standard – happening in June of 2022. New standards. The new alarms will NOT go off when you are cooking / accidently burning pizza, etc. UN 6. UPSD update / Report out – Torey Heidelberg AB read the report – UPSD report attached to minutes FC 7. UPPD update/ Report out – Chief Greg Premo Chief Premo gave a report on increase in calls. Seeing a 10% increase in January 2022 compared to OF January 2021. Chief shared information on some concerning trends (5 year averages) for UP. Chief gave a legislative update. There are many bills going through different committees. There has been some positive information on some potential legislative fixes to some of the HB’s passes last year. SB 5919, HB 2037 HB 1788 are progressing through respective committees and provide possible fixes to the language. IA SB 5485 presented in Transportation Committee and appears to be dead in the water. This was also introduced last year and did not progress. This bill has some concerning elements to traffic safety in University Place. LD 8. Meet & Greet with the Mayor / Discussion & Q&A – UP Mayor Steve Worthington Mayor Worthington is here! Mayor Worthington is on his third term as a Councilmember. Being Mayor is an honor. Working with UM Commissions is key. Mayor sees commissions, moving forward and historically, one of the major roles is to be a listening post and give feedback – hearing about what is happening your neighborhoods and what is meaningful to you and your neighbors. PSAC has been very responsive to the questions Council has OC asked. All the Commissions are important and serve an important role. Mayor shaped his vision for Commissions and what Council looks to Commissions to provide… • Community listening post • Engage community • Answer questions from Council occasionally • Report out, more regularly, to the Council on Commission activity (2-3 times/ year) – 15–20- minute report, nothing major EN • Would like to invite Commissioners to participate in the National Night Out caravan, if Commissioners aren’t busy hosting their own parties • Would like to ensure that Commissioners are well informed about City operations/ happenings outside of just public safety T RR: Thank you to Jennifer to have Kevin Briske come and talk about projects happening in the City. The information was really helpful. DB: Heard concerns from friends about apartments coming into the area and how the density will affect traffic and do we have enough police to deal with the increased traffic? page 2  Mayor: We have talked about that. First issue is traffic. Has some background in development and planning & City Management. In the development process they applicant puts together information on how they plan to mitigate traffic impacts. Developers pay a fee to pay for future and new improvements. AB: Can you tell the group what the Council’s vision is for bringing more police on? Timeline? Mayor: We hear the community’s interest in more police. We are looking for ways to do that. The current funding is not there to do it. We need additional revenue. The voters will need to UN approve new revenue streams to bring more police on board. We don’t have a complete answer to the question as to whether people will support a ballot measure to support a levy – more engagement necessary. RR: Would like a clarification… Is part of the requirement for additional housing has been required by FC the Federal government? Mayor: It is state government, and we must plan for more people. We are having to respond to OF requirements from State government. Mayor reported that Council has three applicants for the open positions. Please encourage anyone else that may be interested in becoming a PSAC member – to apply. 9. Other business IA Reported on resignation of Commissioner Kenoyer. LD Joint PARC/ PSAC Commission meeting in March and maybe beyond Dog Walker Watch program being launched end of March. Chief & Jennifer will be engaging with PSAC to help plan and prepare content for the next Public Safety Forum. There will be additional opportunities for public safety engagement (Academy, forums, etc) 10. Adjournment UM OC AB motioned to adjourn, and KN seconded.
