Minutes UN Park Advisory & Public Safety Advisory Joint Commission Meeting Thursday, March 17th, 2022 FC 6:00 p.m. to 8:00 p.m. OF 1. Call to Order Meeting called to order at 6:01PM by Stacey McClain 2. Approval of Minutes – (PSAC 2.17 meeting/ PAC 2.10 meeting) T PAC - Stacey McClain / Julie F made a motion to accept the minutes and IA seconded to approve. Staff Report UN Tony West/ PW - April 23rd is Parks appreciation Day at Paradise Pond – trail maintenance. UP Refuse is sponsoring the events. School District is transitioning into new COVID protocols. Trying to finish out the year. WPFR – Mask wearing is changing. Excited about Open House coming in a couple months. Youth FC Academy coming in June. CERT and Safe Sitter coming back in June and July. House Fire on Lemons Beach Rd – were able to extricate the victim. Call volume is flat. UP had 310 calls for WPFR (24%). OF 6. PAC Resolution 907 workplan re-cap: PAC Chair McClain PAC Chair SM gave an overview of Resolution 907 and what the Parks Commission has done, to date, regarding 907. A full report from the PAC was included in the packet to Commissioners. Chair SM reviewed the report with the PSAC to bring them up to speed. Additionally, he covered the Flash Vote results – also included in the packet. Provided an extensive timeline. IA HK clarifying: If the public is not actually asking for this (rules and regs) then the Commission and Council could be focused on other things that are more important. 7. Joint Commission Q&A/ Discussion LD AB: Are there other thing/ rules that are to be looked at? SM: limited recommendation to ONLY what PAC had been asked to review. That being said – it is UM clear that there are other things to look at – Flash Vote results indicate that. James F: What was the inciting incident that prompted this in the first place? OC SM: Asked to review it with no details. Matt Kaser: This was the request of a couple of Council members that had some smoking and drone related issues presented to them. The Council wanted to use their Commissions/ Flash vote to garner more information. There could be more park rule/ regulation questions coming. DB: Realistically – who do you call to address these smoking and vaping issues? EN Chief: Resources are limited. Park rule issues are prioritized low. It is possible that there could be a role for a limited commission person who could enforce park rules or issues involving smoking and vaping at some point in the future. KN: Would it be harmful to put signs up regardless of enforcement? Does anyone have the FAA T regulations on drones? SM: Good point on drones. It might be worth looking up regulations to see. He is going to investigate. James F: Can’t fly over 1,000-foot altitude. To signing point – it may help but that would mean the city would be taking on an educational effort. A new rule that none of the surrounding communities have – page 2  City would need to educate which would be an additional burden. There may be some merit to aligning with other cities. It would be unwise to take on an enforcement and educational burden. SM: Listening for information that might significantly change the PAC recommendation? IA: Wanted to get feedback from PSAC to see if their thoughts align with the PAC recommendation… AB: Doesn’t want police involved and we do not have the resources. You are not supposed to smoke UN within 25 feet of stuff and many people honor that but, just like other things, people will not comply. KN: If it is not broke don’t spend a lot of time and money to fix. Doesn’t hurt to add signage related to not smoking in parks MK: Can’t recall any specific state code and no RCW jumps out. He will research for Council to FC see if there is anything he can find. OF DB: Signage might be a good idea. Can see that going either way. Definitely do not want it regulated. RR: Agree with DB is saying. Want people to have good experiences in parks. Likes the idea of having more opportunities to be outside enjoying parks and any way we can do that and not overcomplicate it. James F: Referencing a MK point – that maybe other rules may come up for review. One of the things that might be worthwhile is that this may be something that would fold into a “311” system. In the City of IA Seattle and Tacoma these sorts of things might be reported through a general reporting tool that is not linked to enforcement. This may be something that is worth looking at. SM: very helpful. Do we have anything like that? LD TW: No. People will call PW or e-mail office with parks nuisance reports. SM: It can certainly be revisited in a year or so – the recommendation is not in stone it is simply a recommendation at a point in time. UM DB: Is there regulations in the park now for homeless or parking in certain areas or after hour regulations? Are there enforcement issues with that? MK: Parking rules, yes. Homeless regulations not as clear. Chief: We do not get a lot of park rule calls. If anything – we may get calls from the park OC security folks who may call if someone has not vacated at dusk. Sometimes PD goes to advise people to leave. Rarely get calls. Sometimes noise. Chief Premo: Chambers Bay is a Pierce County Park not a city park. Do our rules mirror the County’s Park? Should they? Maybe it is not time for UP to go out on own and consider what County is doing. SM: Does see drones at Chambers Bay Park. Whenever we do Flash Vote people think Chambers and Titlow is in UP. EN KN: Maybe when you do Flashvote consider using UP in the wording of the park? SM: Has played with wording but will continue to try. T 8. Next Steps Chair SM: PAC would like to vote at their next PAC meeting and prepare a recommendation for the Council on resolution 907 that includes the PSAC Joint meeting discussion components. page 3 9.
