Minutes Public Safety Committee Commission UN Regular Meeting Minutes Thursday, March 30th, 2023 OF 6:00 p.m. to 8:00 p.m. UPPD/ 3612 Drexler Dr W CA 1. Call to Order FI Meeting called to order at 6:01PM by Amy Booth 2. Approval of Minutes T Ruthann made a motion to approve the minutes, seconded by James. Unanimously approved 4. Public Comments No public present EN 5. WPFR update/ report out – Assistant Chief Scott Adams Many people do not have good working smoke alarms. WPFR will work with residents to ensure fire alarms are working. You can submit a question on the WPFR website portal to get some smoke alarm assistance. There are some other private ambulances that are trying to get licensed to work. This could increase call volume a little bit. AMR was transporting non-emergency issues to the hospital (blood draws). Recruit class in full swing. Doing a distracted driving class at Clover Park HS. Torey expressed interest in hosting something similar for UP. 14 people graduated CERT recently. UN Annual report out next week on the website. Chief Sharp would like to come and give a state of the Department in June. OF 6. UPSD update / report out – Torey Heidelberg UPSD has AD’s in schools – they are about 2 minutes away from every location in the school. Entering the fourth quarter. Things are super busy. All the activities are coming back. FICA Recently there was an incident that occurred at the school. A student brough a live firearm to school and all the lockdown procedures worked well. Policy in the school is ‘see something, say something.’ That policy worked in this case – a student reported it. There is a threat assessment process in the school. Behavioral issues are out of control. Teachers/ staff are also struggling. District continues to work on those issues/ concerns. LD 7. Public Safety update / report out – Chief Premo No shortage of problems/ crimes. Piggybacking on the School report – accountability is a problem. Juvenile restrictions are creating major concerns. The pursuit legislation, etc is creating an unsafe U environment. Youth violence is on the rise, not just general crime. OC If you have not watched the body cam footage of the Nashville shooting – you should watch it. It is how we (PCSD/ UPPD) are trained. SRO – PCSD sheriff’s department hiring is improving. Chief is confident that we’ll be able to get the body we’ve been waiting for in July. We’ll have a better idea in the next 2-3 weeks. NT Chief provided a legislative update on the potential bills to address pursuits and drugs. The issue with the pursuits is that this is only a partial fix. The impacts are significant. Currently drugs are legal and only ME become illegal after the third contact. Commission discussion: Interested in a crime blotter and interested in highlights/ crime trends. Chief Premo and Jennifer will continue to work on a product. 8. Workplan JH: Jail and Prosecution report. KN: Would like to hear more about wellness/ peer support and co-responder program. Also – a business district report. TH: Traffic safety/ speed camera interest page 2  JF: Intersection safety audits/ looking at highest risk intersections in the city. Top down public safety audit in the City to spend no money or little money to see how we are doing and what more we could be doing. Presentation on traffic engineering/ how do we slowly redesign these roads. Interest in meeting with other city commissions to examine issues/ concerns that have public safety overlap. Community engagement: Room for recommendations for more community building to the city. JH/ Commission: Work with the Council to identify community public safety issues/ priorities and increase UN focus groups with community to highlight these issues and make specific recommendations to Council on focus group outcomes. 9.
