PLACE: Council Chambers, Urbana City Building, 400 South Vine Street, Urbana, Illinois MEMBERS PRESENT: Courtney Becks, Barbara Hedlund, Jenelle Orcherton, Luis Gonzalo Pinilla, Patricia Sammann, Frank Modica MEMBERS ABSENT: Jared Miller, Angela Williams STAFF PRESENT: Brandon Boys, Economic Development Manager; Rachel Storm, Arts & Culture Coordinator; HeatherAnn Hicks-Layman, Program Specialist; Stepheny McMahon, Economic Development Coordinator OTHERS PRESENT: Darius White, Tom Bassett 1. CALL TO ORDER, ROLL CALL AND DECLARATION OF QUORUM The Urbana Arts and Culture Commission was called to order at 10:03 a.m. by Ms. Sammann. Ms. Hicks-Layman took roll and a quorum was declared present. 2. APPROVAL OF MINUTES OF PREVIOUS MEETING The approval of minutes from the November 12, 2019 meeting was postponed to the next scheduled regular meeting on December 10, 2019. 3. CHANGES TO AGENDA There were none. 4. PUBLIC INPUT There was none. 5. PRESENTATIONS • Presentations by Staff  December 4, 2019 Mr. Boys introduced Ms. Stepheny McMahon as the new Economic Development Coordinator to the Commission. Ms. Storm reviewed the Urbana Arts Grants Tier III Jury Process Timeline with the Commission. She then introduced Ms. Hicks-Layman, who presented the staff recommendation for the awarding of Tier III Arts Grants. 6. NEW BUSINESS The Commission discussed the staff recommendation and asked questions of staff. After discussion, Ms. Sammann moved to award Tier III Urbana Arts Grants as recommended by staff to CU Folk & Roots Festival ($9,500.00); Pygmalion ($9,500.00); Boneyard Arts Festival ($8,000.00); and Urbana Sweetcorn Festival ($8,000.00). Ms. Becks seconded, the motion passed unanimously. 7. ANNOUNCEMENTS Ms. Storm reminded the Commissioners of the regularly scheduled Arts and Culture Commission meeting, December 10th, 2019 at 4:30p.m. Ms. Storm also noted that the official notice for the approval of awards would be distributed to applicants by the end of the following business day (December 5th, 2019.) 8. ADJOURNMENT Ms. Sammann made a motion that the meeting be adjourned. Mr. Modica seconded the motion.
