Date: Tuesday October 16, 2012
Time: 7:00 p.m.
Place: City Council Chambers, City of Urbana, 400 S. Vine Street, Urbana, IL
Members Present: Gary Cziko, Brandon Bowersox-Johnson, Susan Jones, Nadine Schmitz, Morgan Johnston,
Michele Guerra, Audrey Ishii
Staff Members Present: Brad Bennett
Absent:
1. CALL TO ORDER, ROLL CALL, AND DECLARATION OF QUORUM
Brandon Bowersox-Johnson called the meeting to order and roll called was taken by a verbal record and
there was a quorum present.
2. APPROVAL OF AGENDA
Motion made by Brad Bennett and seconded by Morgan Johnston, to approve the agenda. Motion carried.
3. APPROVAL OF MINUTES FROM PREVIOUS MEETING
Brandon Bowersox-Johnson asked for the minutes from the September 18 2012 meeting to be approved.
Announcements: need to change to League Certified Instructor per Gary Cziko. After change was made, upon
voice vote, motion carried the minutes were approved with the change.
4. PUBLIC INPUT
Kanittha Fay, 1105 E Florida Avenue addressed the commission concerning bike lane installation on Florida
Avenue. She suggested better involvement from the commission on educating the public on items being
discussed at the meetings either via the school website or the PTA at each school. She left her information
with the commission and would like to volunteer to help get more families involved. Discussion ensued.
5. OLD BUSINESS
a) Boneyard Creek Improvements Project Update – Brad Bennett
Brad Bennett reported that the City awarded a contract to O’Neal Brothers and a pre-construction meeting
will be held next week. Early November start date.
b) Walk n’ Roll to School Day – Rebecca Bird
Jason Liggett with UPTV created a video which is being shown on line. This was a very successful event.
Parent surveys were completed and returned to the Regional Planning Commission who will then report it in
the Safe Routes to School report.
c) Bicycle Skills Clinic –Rebecca Bird
Saturday October 20, 2012 from 10:00am-12:00pm there will be a Bicycle Skills Clinic in Lot 24, cost is 15.00,
bring a bike and helmet. Sponsored by Urbana Adult Education.
6. NEW BUSINESS
a) Bicycle Master Plan Update – Brad Bennett
This plan needs to be updated every five years and the last time it was done was 2008. There is money
budgeted and the City does has a proposal from Regional Planning Commission. We need to get
recommendations from our commission. Discussion ensued. Brad Bennett said this is a 12 month process,
having public meetings, look at existing conditions, travel demands and focus on public engagements.
b) Resignation – Bryan Lake
Brandon Bowersox-Johnson announced the resignation of Bryan Lake. We need to replace him with an
Urbana School District employee, contact any BPAC member or the Mayor’s office. There is also a community
opening for a position on our commission.
7. ANNOUNCEMENTS
Gary Cziko announced a Cycling Savvy Course which is the classroom edition and it is free on October 23,
2012 at the U of I ARC building.
Rebecca Bird announced that the City of Champaign will be presenting a draft bike implementation plan on
October 23, 2012. Public comment allowed on their website. The plan proposes adding 90 miles to
Champaign Bicycle transportation network.
Morgan Johnston announced that Sustainability Week is going on October 22-26, 2012. There are a lot of
activities going on.
Gary Cziko – there are informal community bike rides going on each Friday at 5:30 going through the
community. Anyone is welcome to join them.
8. FUTURE TOPICS
Silver Level certification discussion. Safe Routes to School – input for bike routes, input for signs, destinations and
schools. Cancel the November 20, 2012 meeting due to the holiday. December 18, 2012 is next meeting
9. ADJOURNMENT
Brandon Bowersox-Johnson adjourned the meeting at 8:24.
