-Meeting Minutes APPROVED Bicycle and Pedestrian Advisory Commission Date: Tuesday December 18, 2012 Time: 7:00 p.m. Place: City Council Chambers, City of Urbana, 400 S. Vine Street, Urbana, IL Members Present: Gary Cziko, Brandon Bowersox-Johnson, Susan Jones, Audrey Ishii, Cynthia Hoyle, Michele Guerra Staff Members Present: Brad Bennett Absent: Nadine Schmitz, Morgan Johnston 1. CALL TO ORDER, ROLL CALL, AND DECLARATION OF QUORUM Brandon Bowersox-Johnson called the meeting to order and roll called was taken by a verbal record and there was a quorum present. 2. APPROVAL OF AGENDA Motion made by Cynthia Hoyle and seconded by Susan Jones, to approve the agenda. Motion carried. 3. APPROVAL OF MINUTES FROM PREVIOUS MEETING Brandon Bowersox-Johnson asked for the minutes from the October 16, 2012 meeting to be approved. Announcements: Audrey Ishii mentioned she was present at the meeting. After change was made, upon voice vote, first by Brad Bennett and seconded by Gary Cziko the minutes were approved with the change. 4. PUBLIC INPUT Kanittha Fay, 1105 E Florida Avenue addressed the commission concerning bike lane installation on Florida Avenue and Main Street and the need for more public education in this matter. Charlie Smyth and Jeff Yockey representing Champaign County Bikes addressed the commission concerning the new Bike Maps they will be distributing. They are looking for an endorsement from BPAC supporting their ideas for the maps. This matter needs to be put on the agenda at an upcoming meeting for discussion. 5. OLD BUSINESS a) Bicycle Master Plan Update – Brad Bennett Brad Bennett reminded the group that he is looking for comments re: Scope of Services for the Bicycle Master Plan. Please get comments to him so he can report to Champaign County Regional Planning Commission. Brad Bennett will announce when the public meetings will be held. 6. NEW BUSINESS a) Lanore/Adams/Fairlawn Multi-Use Path Design – Brad Bennett Community Development received a block grant for $50,000. Multi use path installation: 8 foot wide path, 6 inch thick path with a 5 foot buffer. Solar powered LED pedestrian lighting, pole every 50 feet. Construction beginning March 2013 finished by end of April 2013. Discussion ensued. Brad Bennett thanked the Neighborhood Group for agreeing to pick up trash along the path and offering to remove snow during the winter from the path. b) Lincoln & Iowa Campus Bike Path Connection – Brad Bennett This is a preliminary idea looking for comments on how to improve this intersection. Discussion ensued. c) Pennsylvania & Gregory Place Bike Path Connection – Brad Bennett This is a preliminary idea looking for comments to improve this intersection. Discussion ensued. BPAC members recommended creating a multi-use path verses separate bike paths. d) Silver Level Certification for Bicycle Friendly Community – Rebecca Bird Rebecca Bird reviewed requirements to become Silver Level in Bicycle Friendly Community. To achieve the bike friendly community silver level needs to score exceptional in 2 to 3 three of the following categories: Engineering, Education, Encouragement, Enforcement, and Evaluation. Discussion ensued. BPAC members were asked to provide any comments or input regarding the silver level certification to Rebecca Bird. Application is due in 2014. e) Bike Diversion Program – Rebecca Bird This is part of the Urbana Police Department enforcement campaign STEP (Selective Traffic Enforcement Program). The traffic enforcement emphasis of this program is for moving violations, such as speed, negative interaction between a cyclists and a driver, and accident causing violations. This is similar to the vehicle moving violation program and involves taking an education class on bicycle safety. Completion of the program results in a decrease in violation fine. 7. ANNOUNCEMENTS Cynthia Hoyle announced the upcoming campaigns for Safe Routes to School for 2013. She also distributed a CD on bicycle safety and she mentioned will be attending the National Bike Summit in March. Information about the Summit is on the League of Illinois Bicyclist website. . 8. FUTURE TOPICS Main Street Bike Lane Design, Bike Diversion Program and Bike Map discussion 9. ADJOURNMENT Brandon Bowersox-Johnson adjourned the meeting at 9:00
