Meeting Minutes Bicycle and Pedestrian Advisory Commission (BPAC) Date: Tuesday, May 20, 2014 Time: 7:00 p.m. Place: City Council Chambers, City of Urbana, 400 South Vine Street, Urbana, IL Members Present: Brandon Bowersox-Johnson, Karie Brown-Tess, Cynthia Hoyle, Audrey Ishii, Nadine Schmitz Staff Present: Craig Shonkwiler Members Absent: Michelle Guerra, Susan Jones 1. CALL TO ORDER, ROLL CALL, AND DECLARATION OF QUORUM Bowersox-Johnson called the meeting to order at 7:02 p.m. and roll call was taken verbally. There was a quorum present. 2. APPROVAL OF AGENDA Hoyle moved to approve the agenda; Shonkwiler seconded, and the agenda was approved. 3. APPROVAL OF MINUTES FROM PREVIOUS MEETING Hoyle moved to approve the minutes; Schmitz seconded, and the minutes were approved. 4. PUBLIC INPUT There was none. 5. OLD BUSINESS There was none. 6. NEW BUSINESS a) Input for Temporary and Permanent Bicycle Parking – Michael Brunk, City Arborist Brunk presented information on proposed permanent and temporary bicycle parking (see attached). He asked the Commission for input regarding the proposed bike parking locations. Discussion ensued regarding the proposed locations and the various styles of bike racks. Hoyle inquired if there were plans to replace outdated racks which are already installed in various locations; Brunk no formal plan was in place but those locations could be prioritized. Hoyle also noted that bike parking should be convenient to community and special events. Commission members suggested bike parking outside several Urbana businesses. Hoyle suggested creating a program to encourage business owners to install bike parking near their entrances. Bowersox- Johnson suggested contacting the Urbana Business Association to solicit input from business owners on where they would like to see bike parking installed. Hoyle inquired whether the proposed locations would accommodate bikes with carts or trailers. Brunk said he would explore this. Hoyle said she would research how this is accomplished in other communities. 7. ANNOUNCEMENTS • Hoyle announced that a “ride of silence” would take place on May 21, 2014 to memorialize victims of fatal cycling accidents. • Hoyle announced that the Playing It Safe Bike Rodeo would take place on June 7, 2014. She said there was still a need for volunteers, and that more information could be found on the Champaign County Bikes website or on their Facebook page. • Shonkwiler announced that input on the Bicycle Master Plan was still being sought. He said a link to the draft plan was available on the City website. • Bowersox-Johnson asked that Commission members be made aware of City Council and Urbana Traffic Commission meetings at which topics germane to BPAC will be discussed. 8. FUTURE TOPICS There were no future topics to discuss. 9.
