APPROVED 1 Bicycle and Pedestrian Advisory Commission (BPAC) 2 Meeting Minutes 3 4 Date: Tuesday, July 16, 2019 5 Time: 7:00 p.m. 6 Place: City Council Chambers, 400 South Vine Street, Urbana, IL 7 Members Present: Bill Brown (Chair), Kara Dudek, Cynthia Hoyle, Audrey Ishii, Jeff Marino, 8 Craig Shonkwiler, Nancy Westcott, Morgan White 9 10 Staff Present: 11 12 Members Absent: Susan Jones 13 14 Late Arrival: Annie Adams, Leonardo Covis, 15 16 17 1. CALL TO ORDER, ROLL CALL, AND DECLARATION OF QUORUM 18 Bill Brown called the meeting to order at 7:00 p.m. Roll call was taken. A quorum of members was 19 present. 20 21 2. APPROVAL OF AGENDA 22 Craig Shonkwiler moved to approve the agenda. 23 24 Jeff Marino seconded the motion. 25 26 The motion carried. 27 28 3. APPROVAL OF MINUTES FROM PREVIOUS MEETING 29 The minutes from the June 18, 2019 meeting were presented. 30 31 Morgan White moved to approve the minutes. 32 33 Leonardo Covis seconded the motion. 34 35 The Commission approved the minutes from the June meeting. 36 37 4. PUBLIC INPUT 38 There was no public input. 39 40 5. UNFINISHED BUSINESS 41 a. Expansion of Sidewalk Snow Removal Districts – Bill Brown 42 Bill Brown presented the expansion of sidewalk removal districts resolution this group approved to the 43 Committee of the Whole last week. It was well received. There was discussion about imposition to single 44 family homes and City resources being used. No further action is needed from this group. They plan to 45 bring it to council later this fall. 46 Page 1  APPROVED 1 Cynthia Hoyle said that there is an ability to beef up the volunteer program due to grants received. She 2 would like to see some type of volunteer recognition program be created. 3 4 6. NEW BUSINESS 5 a. Crystal Lake Park One-Way Road Study – Kara Dudek 6 Kara Dudek presented information on the Crystal Lake Park One-Way Road Study. 7 8 Bill Brown asked if they have already completed the engineering or if there was a grant for it. Kara said 9 they have phase one completed for that. 10 11 Annie Adams asked if the Park District needed any assistance or advocacy for the gap between park and 12 Broadway. Kara said they would appreciate that later this fall when they apply for a new round of the grant. 13 14 Leonardo Covis asked if it would be possible to split the multi-use path three ways instead of two. Kara 15 said it would not be possible because it is only wide enough to be split two ways. 16 17 b. Walking routes to Victory Park - Gillian 18 Gillian and Cynthia Hoyle presented information on walking routes to Victory Park. 19 20 Bill Brown asked if there is a link to the problem routes. Cynthia said they will post it on their website. 21 22 Morgan White asked about street lighting and if it was included in the handout because they found 23 inadequate lighting? Cynthia Hoyle said there were places where people thought lighting was not adequate 24 enough. She said they still need to go look at it after dusk. 25 26 Craig Shonkwiler asked what the name and dollar amount was for the grant program Cynthia mentioned. 27 She said it is called Safe Routes for Parks. She said she isn’t sure how much is available and they would 28 further explore that later. 29 30 Cynthia Hoyle asked how the City’s arbor department makes the decision when to trim trees in regards to 31 vegetation on the paths. Craig Shonkwiler explained that they do address complaints, but they mainly work 32 on a zoning system. 33 34 Jeff Marino asked how someone would know where the safe routes are or if there will be signage. Cynthia 35 Hoyle said the hope is to have the same system as the safe routes to school. 36 37 Audrey Ishii asked if there had been any thought to reducing speeding limits. Cynthia explained that it 38 would take more research and data collection that has not been completed. 39 40 Nancy Westcott suggested using churches and PTA groups for help with developing safe walking routes to 41 additional parks. 42 43 7. ANNOUNCEMENTS 44  Audrey Ishii gave an update on Vision Zero efforts. 45  Cynthia Hoyle recently hosted a Traffic Skills 101 class that hosted six students. Additional 46 classes will be held July 27 and August 24th. 47  Annie Adams third Thursdays Cycle to Suds ride has its inaugural ride July 18. Page 2  APPROVED 1 2 8. FUTURE TOPICS 3 a.
