1 Bicycle and Pedestrian Advisory Commission (BPAC) 2 Meeting Minutes 3 Date: Tuesday, June 15, 2021 4 Time: 7:00 p.m. 5 Place: City Council Chambers, 400 South Vine Street, Urbana, IL 61801 held virtually via Zoom 6 Members Present: Bill Brown* (Chair), Shannon Beranek, Sarthak Prasad, Nancy Westcott, Kara 7 Dudek 8 9 Late Arrival: Jeff Marino 10 11 Staff Present: Lily Wilcock 12 13 Others Present: 14 15 Members Absent: Susan Jones, Cynthia Hoyle, Annie Adams, Audrey Ishii 16 17 1. CALL TO ORDER, ROLL CALL, AND DECLARATION OF QUORUM 18 Bill Brown called the meeting to order at 7:02 p.m. Roll call was taken. A quorum was not present at the time 19 of roll. 20 *Chair Bill Brown was physically present at the meeting location, 400 South Vine Street, Urbana, Illinois 61801. 21 22 23 2. APPROVAL OF AGENDA 24 A quorum was not present to approve the agenda. 25 26 3. APPROVAL OF MINUTES FROM PREVIOUS MEETING 27 A quorum was not present to approve the minutes. 28 29 30 4. PUBLIC INPUT 31 None. 32 33 5. NEW BUSINESS 34 a. Capital Improvement Plan 35 City Civil Engineer, Shannon Beranek, shared a PowerPoint presentation which covered an overview of the Capital 36 Improvement Plan and information on upcoming projects. Beranek shared the prioritization criteria for potential 37 transportation projects and the scoring system used. 38 Discussion followed 39 Jeff Marino joined the meeting. A quorum was now present at this time. 40 b. Equity and Quality of Life Project 41 City Administrator, Carol Mitten, introduced a prospective plan in response to the demand for infrastructure investment 42 and social/racial equity improvement. The funds allocated for Equity and Quality of Life Project or “EQL” would be 43 used to improve infrastructure in historically underserved neighborhoods. 44 Mitten shared with the commission that Mayor Marlin was hoping BPAC could take the lead on bringing project ideas 45 forward. This would work alongside BPAC existing efforts towards Vizion Zero. 46 Discussion followed. Page 1 1 Jeff Marino moved to motion for BPAC to create a scoring system that could be used to evaluate submitted proposals 2 for public improvement projects related to safety and equity and quality of life. 3 Shannon Beranek seconded the motion. 4 Roll was taken. The motion was approved. 5 Brown-Aye Beranek-Aye Marino- Aye 6 Westcott-Aye Prasad- Aye Dudek-Aye 7 8 6. UNFINISHED BUSINESS 9 a. Vision Zero Update: WikiMap survey demo 10 Jason Santos shared a visual of the WikiMap survey tool for the Vision Zero project. This tool would enable residents of 11 Urbana to share their perspectives and specific transportation concerns within the city. This helps identify common areas 12 of concern and generate ideas for future projects. 13 14 Discussion followed. 15 16 17 18 7. ANNOUNCEMENTS 19 a. Bike to Work Day is scheduled for Tuesday, September 14th , 2021 from 7:00am-10:00am 20 b. Light the Night is Scheduled for Tuesday, September 14th, 2021 from 4:00pm – 7:00pm 21 22 23 8. FUTURE TOPICS 24 a. Bike Registration 25 b. City-owned bike rack presentation 26 c. EQL project scoring 27 28 29 9.
