Clark, City Clerk URBANA CITY COUNCIL MEETING JANUARY 7, 2013 The City Council of the City of Urbana, Illinois, met in regular session January 7 , 2013 in the Council Chambers at the Urbana City Building. CALL TO ORDER AND ROLL CALL There being a quorum, Mayor Prussing called the meeting of the Urbana City Council to order at 7:10 p.m. B. APPROVAL OF MINUTES OF PREVIOUS MEETING Alderman Lewis made a motion to approve the minutes of December 17 and December 21, 2012. Alderman Roberts seconded. PETITIONS AND COMMUNICATIONS Scott Tess, Environmental Sustainability Manager, introduced Lonnie Morris and Stacie James from the Sierra Club Cool Cities. They presented Mayor Prussing and members of the City Council with The Sierra Club “Cool Cities Award”, in recognition for the city’s environmental efforts to reduce greenhouse gases. Nick Taylor, of Remax Realty Associates addressed the Council in support of the rezoning petition for Alpha and Omega Church. Robert Dodd, Attorney representing Alpha and Omega Church addressed the Council in support of the rezoning petition for Alpha and Omega Church. John Jones, of London Castle Realty addressed the Council in support of the Alpha and Omega Church Proposed Comprehensive Plan Amendment and rezoning petition. Rev. Melinda Carr, President of the Ministerial Alliance of Champaign Urbana and vicinity, addressed the Council in regards to the sewer issues at the Dr. Ellis Subdivision. Bishop King James Underwood addressed the Council in reference to the sewer issues at the Dr. Ellis Subdivision. Rev. Dr. Evelyn Burnett Underwood, resident of Dr. Ellis Subdivision addressed the Council in reference to the sewer issues. She would like to see an ordinance that will cover expenses of any future sewer problems to be equally divided. Carol McKusick addressed the Council regarding Municipal Electric Aggregation Program. Etha Reid addressed the Council in reference to the Dr. Ellis Sub- division sewer issues. Barbara Lewis, on behalf of her father Joe Lewis, resident of Dr. Ellis Subdivision, addressed the Council in reference to the sewer issues as well. Edward McGhee Pastor of Alpha and Omega Church, addressed the City in support of the petition for a Proposed Comprehensive Plan Map Amendment and rezoning of the Alpha and Omega properties. E. UNFINISHED BUSINESS Mayor Prussing reported that the City met with social service agencies, Community Elements and United Way. Staff plans to meet with Champaign. The City is looking for a broader community involvement in order to do a better job in allocating funds. F. REPORTS OF OFFICERS Tom Carrino, Economic Development Manager, reported that the new Economic Development Report went out, and also a re-design quick reference guide that will be going out to the public as well. Art grant applications are available online and due by January 13, 2013 electronically. Also the Urbana Business Association announced the new middle market in order to breach the gap between the Holiday/City Market at The Square. This will start mid-January through April 2013. I. NEW BUSINESS 1. Ordinance No. 2013-01-001: An Ordinance Amending the Comprehensive Plan Map of the City of Urbana, Illinois (Comprehensive Plan Map Amendment for 1501 North Goodwin Avenue and 1205 West Bradley Avenue from “Residential (Urban Pattern)” to “Community Business” / Plan Case No. 2193-CP-12) Robert Myers, Planning Manager, presented the ordinance for approval. Alderman Lewis made a motion to approve. Alderman Jakobsson seconded. Vote was as follows: Marlin – Aye Jakobsson – Aye Smyth – Aye Lewis - Aye The motion carried by roll call vote (4-Aye:0-Nay). 2. Ordinance No. 2013-01-002: An Ordinance Amending the Zoning Map of the City of Urbana, Illinois (Rezoning of 1501 North Goodwin Avenue and 1205 West Bradley Avenue from R-2, Single-Family Residential Zoning District, to B-2, Neighborhood Business-Arterial District / Plan Case No. 2194-M-12) Robert Myers, Planning Manager, presented the ordinance for approval. Alderman Smyth made a motion to approve. Alderwoman Marlin seconded. Vote was as follows: Marlin – Aye Jakobsson – Aye Smyth – Aye Lewis - Aye The motion carried by roll call vote (4-Aye:0-Nay). 3. Hotel-Motel Tax: Growth Rates Since Urbana Stopped Funding Tourism Bureau (Mayor) Mayor Prussing reported on concerns raised about the City eliminating the Tourism Bureau funding and how it was going to affect the hotel/motel business of Urbana. She reported that there were only benefits in favor of the city. J. ADJOURNMENT There being no further business to come before the City Council, Mayor Prussing declared the meeting adjourned at 8:11 P.M.
