CALL TO ORDER AND ROLL CALL With a quorum present, Chair Roberts called the meeting of the Committee Of The Whole to order at 7:00 p.m. 2. ADDITIONS TO THE AGENDA AND STAFF REPORT Mayor Prussing announced that Ron Eldridge, City Comptroller, will be retiring at the end of this month. She has appointed Bill DeJarnette to be the Acting Comptroller. 3. APPROVAL OF MINUTES OF PREVIOUS MEETING Mr. Jakobsson made a motion to approve the minutes of the meeting held December 10, 2012. Mr. Lewis seconded. The motion carried by voice vote. 4. PUBLIC INPUT Debra Reardanz, President of Clark Lindsey Village addressed the Committee in support of dropping consideration of roundabout at Race and Windsor. Clark Lindsey main concerns are safety, vendor access and the financial burden that would cost the City. She thanked the City for meeting with Clark Lindsey and listening to their concerns about this issue. Tom Bems, Tom Berns Chairman of the Board at Clark Lindsey Village, addressed the Committee in support of dropping consideration of roundabout at Race and Windsor. He also thanked the Council Members for their support in this matter. City of Urbana Committee Of The Whole Minutes: January 14, 2013 Page 2 of 4 Helen Satterthwaite, President of Residents Council at Clark Lindsey Village, addressed the Committee in support of dropping the consideration of roundabout at Race and Windsor. Carlos Donaldson addressed the Committee in support of dropping consideration of roundabout at Race and Windsor. He would like for Council Members to revisit the bike path safe route to school. Mark Medlin, Troop Leader, presented Boy Scouts Troop 6 to the Committee. The Scouts were present to earn Merit Badges. With the help of Public Works they chose to clean up 3 times a year the area of Philo Road between Washington and Florida Avenue. Carletta Donaldson address the Committee in regards to safe route to school for the Wiley and Yankee Ridge Schools. She expressed concerns about the families that live in the Lierman neighborhood. She also infor med Council Members of upcoming community events. Carol McKusick addressed the Committee regarding Municipal Electric Aggregation Program. Committee Member Input Ms. Marlin informed everyone that the City of Urbana was awarded several medals for addressing child obesity through First Lady Michelle Obama’s “Let’s Move program” for Cities, Town and Counties”. Mr. Jakobsson commented on the tourism economic development and the direction that it is heading. 5. Discussion: Ellis Subdivision Sanitary Sewer William Gray (Public Works Director/City Engineer) informed the Committee and the public that staff did not have a presentation, but was present to answer questions of Committee Members or the public. Power point presentation will be available at the January 28, 2013 City Council meeting. He addressed and answered some of the question that was brought to Committee on a previous meeting. He proceeded to explain how the hierarchies of sewer system works, since not all of them are maintained by the City. The subject in question is, “Does the City want to continue with the current policy as it is?” At this time it is to reimburse 50 percent for extra ordinary service cost not exceeding $3,000.00 for the sewer issues, on any given neighborhood or does the City wants to increase that dollar amount. Discussion followed. Etha Reid addressed the Committee to express her concerns about the sewage problem in the Dr. Ellis Subdivision. Rev. Dr. Evelyn Burnett Underwood addressed Council Members regarding Dr. Ellis Subdivision on behalf of her neighborhood. She presented the following requests: “Are all City sewer lines place on private properties throughout the City? Please provide a mapping of the whole City sewer lines. Please provide a list of homeowners who have been reimbursed by the City for Sewer issues”. City of Urbana Committee Of The Whole Minutes: January 14, 2013 Page 3 of 4 Bishop King James Underwood addressed the Committee regarding the Dr. Ellis Subdivision wanting a revised or a new ordinance that would make it fair for the people that have the higher expense on any sewer issues. Carletta Donaldson, Clara Bright, Rev. Melinda Carr, Tomeka Miller, Carol Ammons. Did not speak but wished to go on record in support of the Dr. Ellis Subdivision reimbursement issues. Shirley Hursey addressed the Committee regarding the Dr. Ellis Subdivision wanting to know if the builder had a building permit if so, did the City come out and inspect. Residents were not told where the sewer was located. Mr. Bowersox-Johnson asked Public Works Director William Gray if there was something unique about this neighborhood or is this something that happens in other neighborhoods. It will be helpful to know more information about what was done in this neighborhood for the next meeting. Mr. Lewis gave a brief history and his involvement in the Dr. Ellis Subdivision. He feels that it needs to be address as resident are concerned about equity. William Renfro addressed the Committee with his concerns about the Dr. Ellis Subdivision. Robert E. Gilner wants it noted that he is in support of the Dr. Ellis Subdivision. 6. Ordinance No. 2013-01-003: An Ordinance Amending Urbana City Code Chapter Three, Section 3-43 (Increasing Number of Class R-2 Liquor Licenses for Anahi Perez d/b/a Huaraches Moroleon, 805 Philo Road) Ms. Stevenson made a motion to send this item to Council with a recommendation for approval. Ms. Marlin seconded. Motion carried by voice vote. 7. Update: Stormwater Utility Fee Implementation Phase Bradley M. Bennett, Civil Engineer, introduced Mr. Doug Noel from AMEC Earth and Environment, who presented an update on the progress for the implementation of the stormwater utility fee. Discussion followed. Mr. Smyth made a motion to send this item as its stand (should read as it stands) to Council with a recommendation for approval. Ms. Marlin seconded. Motion carried by voice vote. Mr. Smyth made a second motion to send this item to Council with a recommendation for approval “Not to charge residential lots any additional fee”. Ms. Stevenson seconded. Ordinance No. 2012-12-112: An Ordinance Approving an Agreement for Use of Right-Of-Way (Heart Vascular Institute Shuttle Bus Drop-Off, Church Street between Coler Avenue and Orchard Street) William Gray, Public Works Director, presented the ordinance for approval. Discussion followed. Ms. Stevenson made a motion to send this Ordinance to Council with a recommendation for approval. Mr. Lewis seconded. Motion carried by voice vote. 9. Motion to Drop Consideration of Roundabout at Race and Windsor [MAYOR] Mayor Prussing presented. Discussion followed. Gary Cziko addressed Council Members to express his position against dropping consideration of roundabout at Race and Windsor. Ms. Marlin made a motion to table indefinitely Consideration of Roundabout at Race and Windsor and direct staff to table indefinitely any plans for additional study of Windsor and Race. Ms. Stevenson seconded. Motion carried by voice vote. This should read as follows: Ms. Marlin made a motion to table indefinitely Consideration of a Roundabout at Race and Windsor and to direct staff to table indefinitely any plans for additional study of the road diet on Windsor road. Ms. Stevenson seconded. Motion carried by voice vote. 10.
