VINE STREET, URBANA, IL The City Council Committee Of The Whole of the City of Urbana, Illinois, met in regular session Monday, March 11, 2013 in the Council Chambers of the Urbana City Building. Dr. Evelyn Underwood; Bishop King James Underwood; Members of the Media 1. CALL TO ORDER AND ROLL CALL Chair Jakobsson called the meeting of the Committee Of The Whole to order at 7:00 p.m. 2. ADDITIONS TO THE AGENDA AND STAFF REPORT There were no additions to the agenda. Mayor Prussing read a Proclamation for the Red Cross declaring the month of March 2013 as “American Red Cross Month”. Elizabeth Tyler (Community Development Services Director/City Planner) informed the Committee that staff would be looking into policy changes regarding the recent condemnation of the buildings located at 1302, 1304 and 1401 Silver Street. Three criteria staff will be looking at include: 1) safety of the tenants in the buildings; 2) prevent homelessness; and 3) work with tenants and inform them of their rights and alternatives. Ms Tyler noted that there are resources available on the City of Urbana website (i.e., Landlord-Tenant Ordinance Summary; and Help Guide). Staff is currently working with the tenants who were relocated. Ms Tyler publicly expressed words of gratitude to staff members John Schneider, Clay Baier, Randy Burgett, and Stephen Chrisman, and also to CM Marlin and Esther Patt (Tenant Union). Ms Tyler also informed Committee Members that Christina McClelland (Public Arts Coordinator) has been recognized as “A Woman of Distinction” by the Girl Scouts of Central Illinois. CM Roberts announced that a delegation from our Sister City Zomba, Malawi would be visiting the week of March 23rd. The City of Urbana’s Sister City Committee will host a “Malawi Mixer” in their honor on Tuesday, March 26th at 4:00 p.m. at the Independent Media Center at the corner of Broadway Avenue and Elm Street. City of Urbana Committee Of The Whole Minutes: March 11, 2013 Page 2 of 4 Mayor Prussing announced that a visitor from Urbana’s Sister City in China would be visiting in April. 3. APPROVAL OF MINUTES OF PREVIOUS MEETING February 25, 2013 – CM Smyth made a motion to approve the minutes of the meeting held February 25, 2013. CM Lewis seconded. The motion carried by voice vote. 4. PUBLIC INPUT Carletta Donaldson made a public announcement about the film screening of “Wonder Woman” tomorrow at 6:00 p.m. at the Champaign Public Library. 5. RESOLUTION NO. 2013-03-006R: A RESOLUTION APPROVING AN INTERGOVERNMENTAL AGREEMENT WITH URBANA SCHOOL DISTRICT NO. 116 FOR INSTALLATION OF BIKE PARKING FACILITIES ON SCHOOL DISTRICT PROPERTY William Gray (Public Works Director/City Engineer) presented the staff report. CM Smyth moved to send this item to Council with a recommendation for approval. CM Bowersox-Johnson seconded. The motion carried by voice vdote. 6. COMMUNITY DEVELOPMENT SERVICES/GRANTS MANAGEMENT DIVISION a. Annual Action Plan – HOME Amendments Agenda items 6.a.1 and 6.a.2 were presented in omnibus fashion. Jennifer Gonzalez (Grant Coordinator) presented the staff report. CM Smyth made a motion to send Ordinance Nos. 2013-03-018 and 2013-03-019 to Council with a recommendation for approval. CM Bowersox-Johnson seconded. The motion carried by voice vote. 1. Ordinance No. 2013-03-018: An Ordinance Approving Modifications to the City of Urbana and Urbana HOME Consortium FY 2011-2012 and FY 2012-2013 Annual Action Plans (Winter 2012 HOME CHDO Amendment) [To Council] 2. Ordinance No. 2013-03-019: An Ordinance Approving Modifications to the City of Urbana and Urbana HOME Consortium FY 2008-2009, FY 2010-2011, FY 2011-2012, and FY 2012-2013 Annual Action Plans (TBRA Programs, CHDO Demolition Funds, & 1107 N Gregory CHDO Project) [To Council] City of Urbana Committee Of The Whole Minutes: March 11, 2013 Page 3 of 4 b. Community Housing Development Organization (CHDO) Agenda items 6.b.1, 6.b.2, and 6.b.3 were presented in omnibus fashion. Ms Gonzalez presented the staff report. CM Smyth made a motion to send Resolution Nos. 2013-03-007R, 2013-03-008R, and 2013-03-009R to Council with a recommendation for approval. CM Lewis seconded. The motion carried by voice vote. 1. Resolution No. 2013-03-007R: A Resolution Certifying a Community Housing Development Organization for the Urbana HOME Consortium for FY 2012-2013 (Neighborhood Alliance) [To Council] 2. Resolution No. 2013-03-008R: A Resolution Approving and Authorizing the Execution of an Urbana HOME Consortium Community Housing Development Organization Agreement (Champaign County Neighborhood Alliance for Habitat Affordable Homeownership Program FY 2012-2013) [To Council] 3. Resolution No. 2013-03-009R: A Resolution Approving and Authorizing the Execution of an Urbana HOME Consortium Community Housing Development Organization Agreement (Champaign County Neighborhood Alliance for Habitat CHDO Operating March 2013) [To Council] c. Sale of Real Estate Agenda items 6.c.1 and 6.c.2 were presented in omnibus fashion. Ms Gonzalez presented the staff report. CM Roberts made a motion to send Ordinance No. 2013-03-020 and 2013-03-021 to Council with a recommendation for approval. CM Smyth seconded. The motion carried by voice vote. 1. Ordinance No. 2013-03-020: An Ordinance Authorizing the Sale of Certain Real Estate (1409 Beech Street) [To Council] 2. Ordinance No. 2013-03-021: An Ordinance Authorizing the Sale of Certain Real Estate (1411 Beech Street) [To Council] City of Urbana Committee Of The Whole Minutes: March 11, 2013 Page 4 of 4 7. ORDINANCE NO. 2013-02-016: AN ORDINANCE REPEALING ORDINANCE NO. 2007- 12-138 AND ESTABLISHING A COST REIMBURSEMENT POLICY FOR REPAIR OF ILLEGAL CONNECTIONS OF PRIVATE SANITARY SEWER SERVICE LATERALS TO THE STORM SEWER SYSTEM AND REPAIR OF PRIVATELY-OWNED SANITARY AND STORM SEWER SERVICE LATERALS Mr. Gray informed the Committee that he was asked to put this item on the agenda and indicated that staff is still looking into the sewer lateral directives delegated by the Committee at its February 25th meeting. Staff will have that report ready to present next month. CM Marlin elaborated on why she requested this item be put on the agenda, indicating that she felt some type of reimbursement should be in place for homeowners now who may experience a financial burden as a result of having to repair their sanitary sewer. Chair Jakobsson acknowledged public input at this time. The following people did not wish to speak, but completed public input cards requesting that their position be entered into record in opposition to the policy reimbursement proposed in Ordinance No. 2013- 02-016: Del Owens; and EthaReid Shirley Hursey addressed the Committee with an inquiry about compensation. The following people addressed the Committee in opposition to Ordinance No. 2013-02-016: Rex Bradfield; Rev. Melinda Carr; Rev. Dr. Evelyn Underwood; and Bishop King James Underwood. Following debate, CM Marlin made a motion to send this item to Council with a recommendation for approval. CM Roberts seconded. The motion carried by voice vote. 8.
