CALL TO ORDER AND ROLL CALL Mayor Prussing called the meeting of the Urbana City Council to order at 7:00 p.m. B. APPROVAL OF MINUTES OF PREVIOUS MEETING March 4, 2013 – Alderman Bowersox-Johnson made a motion to approve the minutes of the meeting held March 4, 2013. Alderman Lewis seconded. PETITIONS AND COMMUNICATIONS The following people, representing Clark-Lindsey Village, addressed the Council in support of the preliminary and final development plans for Clark-Lindsey Village: Ron Wilcox (Board Member); Tom Berns (Board Member); and Ramu Ramachandran (Architect/Perkins Eastman of Chicago, IL) Rex A. Bradfield, representing Ellis Subdivision neighborhood, addressed the Council in opposition to Ordinance No. 2013-02-016. Mr. Bradfield also addressed a sanitary sewer connection issue at 401 E. Mumford that has been going on for approximately a month. Carol McKusick addressed the Council on the topic of municipal electric aggregation (commingled). Council Member Input Alderman Roberts made an announcement about the “Malawi Mixer” planned to honor guests from Urbana’s Sister City Zomba, Malawi next Tuesday (March 26th) at 4:00 p.m. at the Independent Media Center at the corner of Broadway Avenue and Elm Street. E. UNFINISHED BUSINESS There was none. F. REPORTS OF STANDING COMMITTEES 1. Committee Of The Whole a. Resolution No. 2013-03-006R: A Resolution Approving an Intergovernmental Agreement with Urbana School District No. 116 for Installation of Bike Parking Facilities on School District Property Alderman Jakobsson made a motion to adopt the resolution. Alderman Roberts seconded. Annual Action Plan – HOME Amendments: 1) Ordinance No. 2013-03-018: An Ordinance Approving Modifications to the City of Urbana and Urbana HOME Consortium FY 2011-2012 and FY 2012-2013 Annual Action Plans (Winter 2012 HOME CHDO Amendment) Alderman Jakobsson made a motion to approve. Alderman Lewis seconded. Alderman Smyth seconded. Community Housing Development Organization (CHDO): 1) Resolution No. 2013-03-007R: A Resolution Certifying a Community Housing Development Organization for the Urbana HOME Consortium for FY 2012-2013 (Neighborhood Alliance) Alderman Jakobsson moved to adopt the resolution. Alderman Roberts seconded. The motion carried by voice vote. 2) Resolution No. 2013-03-008R: A Resolution Approving and Authorizing the Execution of an Urbana HOME Consortium Community Housing Development Organization Agreement (Champaign County Neighborhood Alliance for Habitat Affordable Homeownership Program FY 2012-2013) Alderman Jakobsson made a motion to adopt the resolution. Alderman Lewis seconded. Alderwoman Marlin seconded. Mayor Prussing acknowledged public input at this time. The following people addressed the Council in opposition to this ordinance: Dr. Evelyn B. Underwood; and Bishop King James Underwood. REPORTS OF OFFICERS Barbara Stiehl (Assistant to the Public Works Director) informed the Council and viewing audience of the Annual Spring Leaf Collection dates which will be held April 8-12 and April 22-26. More information about the leaf collection may be found on the City of Urbana’s website at www.urbanaillinois.us. I. NEW BUSINESS 1. Ordinance No. 2013-03-022: An Ordinance Approving and Causing Publication of the Official Zoning Map of the City of Urbana, Illinois (Plan Case No. 2200-M-13) Robert Myers (Planning Division Manager) presented the staff report. Alderman Roberts made a motion to approve. Alderman Jakobsson seconded. The vote was as follows: Bowersox-Johnson – Aye Roberts – Aye Jakobsson – Aye Smyth – Aye Lewis – Aye Stevenson – Aye Marlin – Aye Urbana City Council Minutes: March 18, 2013 Page 6 of 8 The motion carried by roll call vote (7-aye:0-nay). 2. Resolution No. 2013-03-010R: A Resolution of Protest Against a Proposed Text Amendment to the Champaign County Zoning Ordinance (Request by the Champaign County Zoning Administrator to Amend the Champaign County Zoning Ordinance Concerning Agricultural Drainage Contractors – Plan Case No. CCZBA 733-AT-12) Mr. Myers presented the staff report. Alderman Jakobsson moved to defeat the resolution. Alderman Lewis seconded. The motion carried by voice* vote. [*A voice of “aye” in this case is a vote to deny. The “ayes” have it, and the resolution is defeated.] 3. Ordinance No. 2013-03-023: An Ordinance Approving a Preliminary Development Plan for a Planned Unit Development (101 West Windsor Road and 201 East Windsor Road / Clark-Lindsey Village - Plan Case No. 2202-PUD-13) Alderman Smyth made a motion to approve. Alderman Lewis seconded. Alderwoman Stevenson made a motion to approve. Alderwoman Marlin seconded.
