Clark, City Clerk URBANA CITY COUNCIL MEETING Monday May 6, 2013 The City Council of the City of Urbana, Illinois, met in regular session Monday, May 6, 2013 at 7 p.m. in the Council Chambers at the Urbana City Building. CALL TO ORDER AND ROLL CALL There being a quorum, Mayor Prussing called the meeting of the Urbana City Council to order at 7:13 p.m. B. APPROVAL OF MINUTES OF PREVIOUS MEETING Alderwoman Stevenson made a motion to approved minutes from April 15, 2013. Alderman Lewis seconded. Motion carried by voice vote. Urbana City Council Minutes: May 6, 2013 Page 2 of 5 C. ADDITIONS TO THE AGENDA There were none. D. PETITIONS AND COMMUNICATIONS Tim Johnson addressed the Council to praise current council members specially those who are leaving and to welcome the new incoming group. Karen Deck; Steve Johnson; Jessie Stevens addressed the Council in opposition of Ordinance No. 2013-04-039 from a business prospective. Jessie W. Wald addressed the Council to express his concerns about the speed of vehicles around the area of Leal School. Dart Containers representatives AnnMarie Treglia and Dennis Beaumier addressed the Council to express their concerns about Ordinance No. 2013-04-036. Gale Walden addressed the Council in opposition of Ordinance No. 2013- 04-036 and to also address some concerns on a property located at 304 W. Washington St. that has two houses in one lot. Henry Lao addressed the Council to introduce himself as representative for the student body at the U of I. Robert Michael Doyle addressed the Council to praise them for a job well done and the commitment that it takes to be part of the council. He also thanked City of Urbana for letting an open gay person serve. Bishop King James Underwood did not wish to speak but wanted to express his concerns in regards to the Dr. Ellis Subdivision sewer laterals. Rev. Dr. Evelyn B. Underwood addressed the Council in regards to Ordinance 2013-04-039. Alderwoman Stevenson expressed her appreciation for having served on this Council for the past 8 years. Alderman Bowersox-Johnson also expressed his appreciation and gratitude for having served in this “Democratic Gem”. Alderman Lewis thanked everyone for giving him the opportunity to serve on this Council. Mayor Prussing read a proclamation declaring May 8, 2013 as “National Bike to School Day”. Mayor Prussing thanked the departing members and encourage them to come back to give feedback. Mayor Prussing also read a letter in reference to the tax issue with Carle Foundation Hospital. E. UNFINISHED BUSINESS There were none. F. REPORTS OF STANDING COMMITTEES 1. Committee Of The Whole Urbana City Council Minutes: May 6, 2013 Page 3 of 5 a. Ordinance No. 2013-04-038: An Ordinance Amending Urbana City Code Chapter Twenty-Four, Section 24-38 (Building Sewers and Connections) Alderwoman Stevenson made a motion to approve this Ordinance. Alderman Lewis seconded. Motion carried by voice vote. Following discussion Alderwoman Stevenson moved to withdraw the original motion. Alderman Lewis seconded. Motion carried by voice vote. Alderman Smyth made a motion to send this item back to committee. Alderwoman Marlin seconded. Motion carried by voice vote. Action: This Ordinance was sent to Committee for further review. b. Ordinance No. 2013-04-039: An Ordinance Repealing Ordinance No. 2013-02-016 and Establishing a Cost Reimbursement Policy for Repair of Illegal Connections of Private Sanitary Sewer Service Laterals to the Storm Sewer System Alderman Smyth made a motion to send this Ordinance back to Committee. Alderwoman Marlin seconded. Motion carried by voice vote. Action: This Ordinance was sent to Committee for further review. c. Ordinance No. 2013-04-036: An Ordinance Amending Chapter Sixteen of the Urbana City Code (Noise Ordinance) Alderwoman Stevenson made a motion to approve this Ordinance. Alderman Smyth seconded. After further discussion Alderwoman Marlin made a motion to retain original amended Ordinance. Alderman Bowersox- Johnson Seconded. Motion carried by a show of hand vote of 4 Ayes and 3 Nays. Alderman Roberts made a motion to approve the Original amended Ordinance. Alderman Smyth seconded. Motion carried by roll call. Bowersox-Johnson – Aye Roberts - Aye Jakobsson – Aye Smith – Aye Lewis – Aye Stevenson - Aye Marlin – Aye Action: This Ordinance was approved by roll call with 7 Ayes and 0 Nays. d. Ordinance No. 2013-04-034: An Ordinance Amending Schedule H of Section 23-93 of the Urbana Local Traffic Code Requiring Stop Signs at a Certain Intersection (Shurts Street at Cottage Grove Avenue; Greenridge Drive at Country Squire Drive) Urbana City Council Minutes: May 6, 2013 Page 4 of 5 Alderwoman Stevenson made a motion to approve this Ordinance. Alderman Lewis seconded. Motion carried. Bowersox-Johnson – Aye Roberts - Aye Jakobsson – Aye Smith – Aye Lewis – Aye Stevenson - Aye Marlin – Aye Action: This Ordinance was approved by roll call with 7 Ayes and 0 Nays. e. Ordinance No. 2013-04-035: An Ordinance Approving the Champaign-Urbana Solid Waste Disposal System Annual Budget (FY 2013-2014) Alderwoman Stevenson made a motion to approve this Ordinance. Alderman Smyth seconded. Motion carried by roll call. Bowersox-Johnson – Aye Roberts - Aye Jakobsson – Aye Smith – Aye Lewis – Aye Stevenson - Aye Marlin – Aye Action: This Ordinance was approved by roll call with 7 Ayes and 0 Nays. G. OATHS OF OFFICE City Clerk, Phyllis Clark, administered the Oath of Office to Mayor Elect Laurel Lunt Prussing. Mayor Prussing administered the Oath of Office to City Clerk Phyllis Clark. Mayor Prussing administered the Oath of Office to the incoming City Council for the next term: Charles Smyth, Alderman Ward 1 Eric Jakobsson, Alderman Ward 2 Carol Ammons, Alderwoman Ward 3 Bill Brown, Alderman Ward 4 Dennis Roberts, Alderman Ward 5 Michael Madigan, Alderman Ward 6 Diane Marlin, Alderwoman Ward 7 H. REPORTS OF OFFICERS Elizabeth Tyler, Community Development Director made some announcement of some events that have happen in the City. Market at the Square started this past Saturday and will continue every Saturday through November. Neighborhood clean-up took place Saturday in the two target areas. Everyone participated in the Bike to Work Day as little did you know there was a competition between city official/staff with the City of Champaign and Urbana happy to announce that Urbana won. There is a trophy that was fabricated by Urbana Public Works to honor the winner for this event, which will be displayed at Urbana City Hall. Ms. Tyler also thanked Rebecca Bird and Scott Tess co-coordinator for their city efforts in putting this event together. Urbana City Council Minutes: May 6, 2013 Page 5 of 5 Brandon Boys, Redevelopment Specialist presented the Economic Development Annual Report. Mayor Prussing made an announcement that Fire Chief Mike Dilley will be retiring in July, 2013 also expressed gratitude for his service to the City. I. NEW BUSINESS Alderwoman Carol Ammons would like to have a study session on some material that she shared with the rest of the Council members, in reference to budgeting. J.
