Clark, City Clerk *** SPECIAL MEETING *** URBANA CITY COUNCIL MEETING MAY 13, 2013 The City Council of the City of Urbana, Illinois, met in special session Monday, May 13, 2013 in the Council Chambers at the Urbana City Building. ELECTED OFFICIALS PHYSICALLY PRESENT Charlie Smyth, Alderman Ward 1 Eric Jakobsson, Alderman Ward 2 (6:45 p.m.) Carol C. Ammons, Alderwoman Ward 3 (5:35 p.m.) Bill Brown, Alderman Ward 4 Dennis Roberts, Alderman Ward 5 Michael P. Madigan, Alderman Ward 6 Diane W. Marlin, Alderwoman Ward 7 Laurel Lunt Prussing, Mayor Phyllis D. CALL TO ORDER AND ROLL CALL There being a quorum, Mayor Prussing called the special meeting of the Urbana City Council to order at 5:34 p.m. II. PETITIONS AND COMMUNICATIONS There was none. III. COUNCIL ORIENTATION Patrick Connolly (Police Chief) gave an overview and PowerPoint presentation of the Urbana Police Department. Urbana City Council (SPECIAL) Minutes: May 13, 2013 Page 2 of 2 Phyllis Clark (City Clerk) gave an overview of the duties of the City Clerk’s office and distributed a booklet she prepared for Council Members (“Council Orientation and Procedures for 2013”) which included calendar dates to remember, seminars for elected officials, Open Meetings Act requirements (online certification), etc. Other books published to be presented to Council Members included: “The Sunshine Laws Open Meetings & Freedom of Information Acts”; “You’ve Been Elected Now What Do You Do?”; and “Manual on Conflict of Interests and Liability of Illinois Elected Officials.” Ms Clark also reviewed parliamentary procedure. These presentations did not warrant Council action. IV. CLOSED SESSION: TO CONSIDER SECURITY PROCEDURES, PURSUANT TO 5 ILCS 120/2(C)(8) Alderman Smyth made a motion to go into closed session for the purpose of considering security procedures pursuant 5 ILCS 120/2(c)(8). Alderman Roberts seconded. The vote was as follows: Aye: Ammons, Brown, Madigan, Marlin, Roberts, Smyth, Mayor Prussing Nay: None The motion carried by roll call vote (7-aye:0-nay). The Council went into closed session at 6:30 p.m. The Council resumed its special session at 6:45 p.m. with the following elected officials physically present by roll call: Ammons, Brown, Jakobsson, Madigan, Marlin, Roberts, Smyth, and Mayor Prussing. ADJOURNMENT There being no further business, Mayor Prussing declared the special meeting of the Urbana City Council adjourned at 6:45 p.m. ______________________________ Deborah J.
