Clark, City Clerk URBANA CITY COUNCIL MEETING Monday November 4, 2013 The City Council of the City of Urbana, Illinois, met in regular session Monday, November 4, 2013 at 7 p.m. in the Council Chambers at the Urbana City Building. CALL TO ORDER AND ROLL CALL There being a quorum, Mayor Prussing called the meeting of the Urbana City Council to order at 8:11 p.m. ***This meeting started late since there was a closed session following Town Board meeting. B. APPROVAL OF MINUTES OF PREVIOUS MEETING Alderwoman Ammons made a motion to approve minutes in omnibus fashion October 21, 2013 and October 28, 2013(Special). Alderman Smyth seconded. PETITIONS AND COMMUNICATIONS Bishop King James Underwood and Rev. Dr. Evelyn Underwood did not wish to speak but wanted their concerns noted on record about the Dr. Ellis Subdivision Sewer Problems. Alderman Roberts reported that the Folk & Roots Fest was a great success. E. UNFINISHED BUSINESS There was none. F. REPORTS OF STANDING COMMITTEES 1. Committee Of The Whole a. Ordinance No. 2013-10-101: An Ordinance Amending Chapter 3 (Alcoholic Liquor) of the Urbana City Code to Provide for Addition of Class T-4 License and Amendment to Class T-3 License (Class T Licenses for Alcoholic Liquor Tasting Events) Alderman Michael Madigan recused himself due to conflict of interest at 8:14pm. Alderman Roberts made a motion to approve Ordinance No. 2013-10-101. Alderwoman Ammons seconded. Motion carried by roll call. Vote was as follows: Carol Ammons – Aye Diane Marlin - Aye Bill Brown – Aye Dennis Roberts - Aye Michael P. Madigan – Recuse Charlie Smyth - Aye Action: Ordinance No. 2013-10-101 was approve by roll call vote (5-Ayes; 0-Nays; 1-Recuse) b. Ordinance No. 2013-10-102: An Ordinance Amending Urbana City Code Chapter Three, Section 3-43 (Increasing Number of Class C Liquor Licenses for Lin & Liang, d/b/a B Spirits Alderman Roberts made a motion to approve Ordinance No. 2013-10-102. Alderman Smyth seconded. Motion carried by roll call. Vote was as follows: Carol Ammons – Aye Diane Marlin - Aye Bill Brown – Aye Dennis Roberts - Aye Michael P. Madigan – Recuse Charlie Smyth - Aye Action: Ordinance No. 2013-10-102 was approve by roll call vote (5-Ayes; 0-Nays; 1-Recuse) G. REPORTS OF OFFICERS Elizabeth Beaty, Finance Supervisor reported that since the transition of parking enforcement into the finance department revenues has increased by $23,000 dollars and ticket count is up 500 from last year. Elizabeth Tyler, Community Development Director made an announcement: A public forum will take place on Wednesday November 6, 2013 from 6-8pm at the Illinois Terminal in regards to the Long Range Transportation Sustainability choices. Tom Carrino, Economic Development Manager, presented the Economic Development Report. Among all of the events that have taken place, he announced Grand Opening and UBA Ribbon Cutting for Sitara Indian Restaurant; Dr. G’s Brain Works, Fitness Store; The Urbana Butcher Shop; CoLab and Cafeteria & Company. He announced The Artist of the Corridor is: Meredith Foster her art will be on display at City Hall Lobby. I. NEW BUSINESS There was none. J.
