CITY OF URBANA COMMITTEE OF THE WHOLE – Tuesday November 12, 2013 – 7:00 P.M. CITY COUNCIL CHAMBERS – 400 S. Clark ELECTED OFFICIALS PRESENT VIA TELECONFERENCE: None ELECTED OFFICIALS ABSENT: None STAFF PRESENT: Patrick Connolly; William Gray; Rich Hentschel; Mike Monson; Brian Nightlinger; Todd Rent; James Simon; Elizabeth Tyler OTHERS PRESENT: Aaron Ammons; Chris Evans; Belden Fields; Durl Kruse; Martel Miller; Susan Parenti; Esther Patt; Bishop King James Underwood; Rev. Dr. Evelyn B. Underwood; Marsha Woodbury; Members of the Media 1. CALL TO ORDER AND ROLL CALL With a quorum present, Chair Madigan called the meeting of the Committee Of The Whole to order at 7:02 p.m. 2. ADDITIONS TO THE AGENDA AND STAFF REPORT There were none. 3. APPROVAL OF MINUTES OF PREVIOUS MEETING Alderman Roberts made a motion to approve the minutes of the meeting held October 28, 2013. Alderwoman Ammons seconded. Motion carried by voice vote. 4. PUBLIC INPUT Marsha Woodbury did not want to address the committee, but wanted her position entered into the records in support of creating a taskforce to study traffic data. Bishop King James Underwood and Rev. Dr. Evelyn Underwood did not wish to speak but wanted their concerns enter into the records about the sewer issues at the Dr. Ellis Subdivision. Esther Patt addressed the committee to express her position on approving a citizen task force to study traffic data. 5. Discussion: IDOT Traffic Stops Todd Rent, Human Relations Officer presented this item Public Input continue The following residents addressed the committee after IDOT Traffic Stops presentation. Aaron Ammons; Durl Kruse; Chris Evans; Rev. Dr. City of Urbana Committee Of The Whole Minutes: November 12, 2013 Page 2 of 2 Evelyn Underwood; Belden Fields; Susan Parenti all of these residents were in support of creating a Task Force to study the traffic data. After public input and trustee debate. Alderwoman Ammons made a motion to keep this discussion in committee to develop recommendation to form a citizen traffic stop study commission with the goal to send to City Council. Alderman Roberts seconded. Motion carried by voice vote. 6. Presentation: Champaign County Greenways & Trails Plan 2013: Active Choices – Plan progress report by Gabe Lewis, CCRPC Elizabeth Tyler, Community Development Director introduce Gabe Lewis Mr. Lewis presented progress report. 7. Ordinance NO. 2013-11-103: An Ordinance Amending Urbana City Code Chapter Twenty-Three (Persons with disabilities parking) Alderwoman Ammons made a motion to send Ordinance No. 2013-11-103 to council with recommendation for approval. Alderman Smyth seconded. Motion carried by voice vote. 8. Ordinance No. 2013-11-104: Annual Tax Levy Ordinance of the City of Urbana, Illinois for the Year Beginning July 1, 2013 and Ending June 30, 2014 Alderman Smyth made a motion to send Ordinance No. 2013-11-104 to council with recommendation for approval. Alderwoman Marlin seconded. Motion carried by voice vote. 9.
