Clark, City Clerk URBANA CITY COUNCIL MEETING Monday November 18, 2013 The City Council of the City of Urbana, Illinois, met in regular session Monday, November 18, 2013 at 7 p.m. in the Council Chambers at the Urbana City Building. CALL TO ORDER AND ROLL CALL There being a quorum, Mayor Prussing called the meeting of the Urbana City Council to order at 7:00 p.m. B. APPROVAL OF MINUTES OF PREVIOUS MEETING Alderwoman Ammons made a motion to approve minutes from the meeting held on November 04, 2013. Alderman Jakobsson seconded. PETITIONS AND COMMUNICATIONS Brenda Koenis, Chair for Champaign-Urbana Folk & Roots Festival addressed the council to give a brief update about the 5th annual festival activities that took place November 1st and 2nd and future goals. Carol McKusick addressed the council in regards to communication format and time given during public input. Bishop King James Underwood and Rev. Dr. Evelyn Underwood did not wish to speak but wanted their concerns noted on record about the Dr. Ellis Subdivision Sewer Problems. Tanya Parker, Executive Director for Unitypacc addressed the council to introduce a new project that she is currently working on. E. UNFINISHED BUSINESS There was none. F. REPORTS OF STANDING COMMITTEES 1. Committee Of The Whole a. Ordinance No. 2013-11-103: An Ordinance Amending Urbana City Code Chapter Twenty-Three (Persons with disabilities parking) Alderman Madigan made a motion to approve Ordinance No. 2013-11-103. Alderman Smyth seconded. Motion carried by roll call. Vote was as follows: Carol Ammons – Aye Diane Marlin– Aye Bill Brown - Aye Dennis Roberts - Aye Eric Jakobsson - Aye Charlie Smyth - Aye Michael P. Madigan – Aye Action: Ordinance No. 2013-11-103 was approve by roll call vote (7-Ayes; 0-Nays) b. Ordinance No. 2013-11-104: Annual Tax Levy Ordinance of the City of Urbana, Illinois for the Year Beginning July 1, 2013 and Ending June 30, 2014 Alderman Madigan made a motion to approve Ordinance No. 2013-11-104. Alderman Smyth seconded. Motion carried by roll call. REPORTS OF SPECIAL COMMITTEES There were none. H. REPORTS OF OFFICERS William Gray, Director of Public Works informed the council of the service the department is providing in the Gifford area after the tornado hit this past weekend. He also reviewed the plan of action for the upcoming winter months and schedule to plow snow. He invited the council members to do a ride along to get a feel of public works duties during this time. Mayor Prussing was happy to report that city employee benefits will remain the same. The Agent was able to negotiate with Health Alliance to keep it the same which means savings for the city. I. NEW BUSINESS 1. Mayoral Appointment a. Assistant City Engineers – Brad Bennett, Craig Shonkwiler Alderman Smyth made a motion to approve Mayoral Appointment. Alderwoman Ammons seconded. Motion carried by unanimous voice vote. J. ADJOURNMENT There being no further business to come before the City Council, Mayor Prussing declared the meeting adjourned at 7:40 p.m. ______________________________ Wendy M.
