CALL TO ORDER AND ROLL CALL With a quorum present, Chair Marlin called the meeting of the Committee Of The Whole to order at 7:01 p.m. 2. ADDITIONS TO THE AGENDA AND STAFF REPORT Elizabeth Tyler, Director of Community Development announced the success in obtaining two Federal Home Loan Grants of which $58,000.00 will be used for the down payment assistances program and the rest to renovate the transitional housing units. 3. APPROVAL OF MINUTES OF PREVIOUS MEETING Alderwoman Ammons made a motion to approve the minutes of the meeting held November 12, 2013. Alderman Roberts seconded. Motion carried by voice vote. 4. PUBLIC INPUT Chris Evans addressed the Committee with his concerns about the IDOT Traffic Stops discussion and the future of a Task Force. Steve Portnoy, ACLU President addressed the committee to express his concerns about the IDOT study and is in support of a task force. The following residents addressed the committee to express their position in the Annexation of Wildberry Acres Subdivision; Randy Gustafson; Sandra Hamilton; Mary Lowry; Warren Lowry Bishop King James Underwood and Rev. Dr. Evelyn Underwood did not wish to speak but wanted their concerns enter into the records about the sewer issues at the Dr. Ellis Subdivision. City of Urbana Committee Of The Whole Minutes: December 9, 2013 Page 2 of 4 5. Discussion: IDOT Traffic Stops Patrick Connolly, Chief of Police presented this item Public Input continued: Patricia Avery, NAACP addressed the committee to express her concerns about Racial Profiling and the affect that it has on African-American males. She is in support of a County Wide Task Force to address this issue. Melinda Carr, Ministerial Association addressed the committee in support of a County Wide Task Force formation. The following residents addressed the committee to express their concerns and position on this matter; Daryl Cruse; Martel Miller and Rev. Dr. Evelyn Underwood. Chair Marlin relinquished chair to join discussion from 9:32-9:42pm. At 10:50pm. Alderman Smyth made a motion to extend the meeting time to 11:05pm. Alderman Roberts seconded. Motion carried by voice vote. Following debate, Alderman Brown made a motion as follows: The task force will be charged with making quantitative and qualitative assessments of traffic stop data reported as part of the IDOT traffic study, in order to increase understanding and provide guidance on eliminating racially disparate impacts. Several council members, mayor, staff and police chief will meet between now and next meeting to develop a structural plan to move forward. Alderwoman Marlin made a motion to send this item to Council for a final vote at the January 6, 2014 meeting. Motion carried by voice vote. 6. Ordinance No. 2013-12-105: An Ordinance Dissolving the Special Tax Allocation Fund and Terminating the Designation of the North Campus and King Park Redevelopment Project Area within the City of Urbana, Champaign County, Illinois Tom Carrino, Community Development - Economic Development Manager presented Ordinance No. 2013-12-105 with recommendation for approval. Alderman Smyth made a motion to send Ordinance No. 2013-12-105 to council with recommendation for approval. Alderman Roberts seconded. Motion carried by voice vote. 7. Ordinance No. 2013-12-106: An Ordinance Annexing Certain Territory to the City of Urbana (2911 East Anthony Drive / Sandra Hamilton) Elizabeth Tyler, Community Development Director presented Ordinance No. 2013-12-106 with recommendation for approval. William Gray Public Works Director was also available for questions. Alderwoman Ammons made a motion to keep Ordinance No. 2013-12-106 in Committee till next meeting 01/13/14 allowing time for the Legal Department and Community Development to explore other options. Ordinance No. 2013-12-107: An Ordinance Authorizing the Purchase of Certain Real Estate (610 South Glover Avenue, Barnes Mobile Home Park) William Gray, Public Works Director presented Ordinance No. 2013-12-107 with recommendation for approval. Alderman Smyth made a motion to send Ordinance No. 2013-12-107 to council with recommendation for approval. Alderman Roberts seconded. Motion carried by voice vote. 9. Ordinance No. 2013-12-108: An Ordinance Revising the Annual Budget Ordinance, FY 2013-2014 (Windsor Road Preliminary Engineering Agreement with IDOT) William Gray, Public Works Director presented Ordinance No. 2013-12-108 with recommendation for approval. Alderman Smyth made a motion to send Ordinance No. 2013-12-108 to council with recommendation for approval. Alderman Roberts seconded. Motion carried by voice vote. 10. Resolution No. 2013-12-055R: Resolution Authorizing Execution of an Agreement with Illinois Department of Transportation Regarding Roadway Reconstruction (Reconstruction of Windsor Road from Race Street to Philo Road) Alderman Smyth made a motion to send Resolution No. 2013-12-055R to council with recommendation for approval. Alderman Roberts seconded. Motion carried by voice vote. 11. Resolution No. 2013-12-056R: Resolution Authorizing Execution of a Preliminary Engineering Services Agreement for Motor Fuel Tax Funds (Preliminary Engineering Services Agreement for Reconstruction of Windsor Road from Race Street to Philo Road) Alderman Smyth made a motion to send Resolution No. 2013-12-056R to council with recommendation for approval. Alderman Brown seconded. Motion carried by voice vote. 12. Ordinance No. 2013-12-109: An Ordinance Authorizing the Purchase of Certain Real Estate (Portions of Real Estate Parcels with Permanent Index Numbers 25-15-30-400-002 and 25-15-29-300-002 / Squire Farm) Alderman Roberts made a motion to send Ordinance No. 2013-12-109 to council with recommendation for approval. Alderman Madigan seconded. Motion carried by voice vote. 13. Ordinance No. 2013-12-110: An ordinance Authorizing the Lease of Certain Real Estate (Portions of Real Estate Parcels with Permanent Index Numbers 25-15-30-400-002 and 25-15-29-300-002 / Squire Farm) Alderman Smyth made a motion to send Ordinance No. 2013-12-110 to council with recommendation for approval. Alderman Roberts seconded. Motion carried by voice vote. 14. Ordinance No. 2013-12-111: An Ordinance Authorizing the Submission of a Petition for Annexation to the Board of Trustees of the Urbana & City of Urbana Committee Of The Whole Minutes: December 9, 2013 Page 4 of 4 Champaign Sanitary District (1210 E. University Avenue and 901 N. Smith Road) Alderman Madigan made a motion to send Ordinance No. 2013-12-111 to council with recommendation for approval. Alderman Smyth seconded. Motion carried by voice vote. 15. Ordinance No. 2013-12-112: An Ordinance Amending Urbana City Code Chapter 3, Section 3-43 (Increasing Number of Class R-2 Liquor Licenses for Kofusion, LLC, d/b/a Kofusion, 701 Gregory Place, Suite F) Alderman Madigan recused himself due to conflict of interest at 11:01pm. Alderwoman Ammons made a motion to send Ordinance No. 2013-12-112 to council with recommendation for approval. Alderman Smyth seconded. Motion carried by voice vote. 16.
