CALL TO ORDER AND ROLL CALL There being a quorum, Mayor Pro Tem Charles Smyth called the meeting of the Urbana City Council to order at 7:01 p.m. B. APPROVAL OF MINUTES OF PREVIOUS MEETING Alderwoman Ammons made a motion to approve minutes from meeting held on January 13, 2014. Alderman Roberts seconded. Motion carried by voice vote. Urbana City Council Minutes: January 21, 2014 Page 2 of 6 C. ADDITIONS TO THE AGENDA There were none. D. PETITIONS AND COMMUNICATIONS Bishop King James Underwood and Rev. Dr. Evelyn Underwood did not wish to speak but they are still concern about the Dr. Ellis Subdivision Sewer Problems. Mike Monson, Chief of Staff reported on Mayor’s behalf. Mayor Prussing is at a Mayors conference in Washington, DC; Mayor Prussing and other Mayors will be addressing the hospital taxation and fair share with President Obama. E. UNFINISHED BUSINESS Resolution No. 2014-01-002R: A Resolution Authorizing the Creation of a Task Force to Recommend how the City can Improve Understanding of Data Compiled in the Idot Traffic Study and Respond to Concerns Raised by Social Justice Organizations Public Input Continued: The following residents addressed the council in regards to the composition of the future members of the Task Force. Martell Miller; James Kilgore and Rev. Dr. Evelyn B. Underwood. Artice James, NAACP addressed the council to check the status of a proposal submitted by the NAACP to change the composition of the Task Force as follows: 1- Member of the City Council; 1- Member of the Police Department; 4- Members from the Petition Committee and 4- Members of the Community at large. Alderwoman Marlin made a motion to consider Resolution No. 2014-01-002R. Alderman Brown seconded. Motion carried by voice vote. After debate Alderman Roberts made a motion to add an amendment adding a member of the police department to the Task Force. Alderwoman Marlin seconded. Motion carried by voice vote. After further discussion Alderwoman Ammons made a motion to strike the language in Section 3. Line 3. As follows: period at the end of “experience” and strike the rest of the sentence “and a demonstrated ability to be objective and respectful in dealing with people from other backgrounds, cultures and opinions”. Alderman Brown seconded. Motion carried by voice vote F. REPORTS OF STANDING COMMITTEES 1. Committee Of The Whole a. Ordinance No. 2013-12-106: An Ordinance Annexing Certain Territory to the City of Urbana (2911 East Anthony Drive / Sandra Hamilton) Alderman Jakobsson made a motion to approve Ordinance No. 2013-12-106. Alderwoman Ammons seconded. Motion carried by roll call. Alderman Roberts seconded. Motion carried by roll call.
