CALL TO ORDER AND ROLL CALL With a quorum present, Chair Smyth called the meeting of the Committee Of The Whole to order at 7:48 p.m. *This meeting started late due to special meetings held earlier. 2. ADDITIONS TO THE AGENDA AND STAFF REPORT William Gray, Public Works Director gave an update of the winter storm activities within the department. Various adjustments took place to allow employees availability in order to clean up after the storm. Mr. Gray wanted to emphasize to the public that in weather conditions like we had, if you do not need to be out, please stay home as it is safer for everyone and try not to park on the street. Unfortunately after the storm the other problem the streets face is potholes, there are crews currently working to address this issue. Tom Carrino, Economic Development Manager, presented the Economic Development Activities Report for December 2013. Dennis Roberts made an announcement of a special meeting in the Council Chambers for the Tree Commission on Thursday January 16, 2014 at 7pm. Elizabeth Tyler, Community Development Director announced the various activities that will be taking place around the Urbana area in honor of Martin Luther King Jr. Day. Events are posted on the Urbana website. The Cities of Urbana and Champaign, Champaign County, University of Illinois and Parkland College will be hosting their 13th Annual Rev. Dr. Martin Luther King, Jr. Countywide Celebration on Friday, January 17th, 2014 at the Hilton Garden Inn. City of Urbana Committee Of The Whole Minutes: January 13, 2014 Page 2 of 4 3. APPROVAL OF MINUTES OF PREVIOUS MEETING Alderman Roberts made a motion to approve the minutes of the meeting held December 9, 2014. Alderwoman Ammons seconded. Motion carried by voice vote. 4. PUBLIC INPUT Bishop King James Underwood and Rev. Dr. Evelyn Underwood did not wish to speak but wanted their concerns enter into the records about the sewer issues at the Dr. Ellis Subdivision. 5. Ordinance No. 2013-12-106: An Ordinance Annexing Certain Territory to the City of Urbana (2911 East Anthony Drive / Sandra Hamilton) Elizabeth Tyler, Community Development Director presented Ordinance No. 2013-12-106 for approval. After debate Alderman Jakobsson made a motion to send this item to council with recommendation for approval. Alderwoman Marlin seconded. Motion carried by voice vote 6. Ordinance No. 2014-01-001: An Ordinance Revising the Annual Budget Ordinance (Fire Mat’l, Donations – FY 2013-2014) Brian Nightlinger, Fire Chief presented Ordinance No. 2014-01-001 for approval. Alderman Madigan made a motion to send this item to council with recommendation for approval. Alderman Roberts seconded. Motion carried by voice vote. 7. Ordinance No. 2014-01-002: An Ordinance Vacating a Portion of the Guardian West Drive cul-de-sac William Gray, Public Works Director presented Ordinance No. 2014-01-002 for approval. Alderwoman Ammons made a motion to send this item to council with recommendation for approval. Alderman Jakobsson seconded. Motion carried by voice vote. 8. Ordinance No. 2014-01-003: An Ordinance Revising the Annual Budget Ordinance FY 2013-2014 (Main Street – Cedar Street to Vine Street) William Gray, Public Works Director presented Ordinance No. 2014-01-003 for approval. Alderwoman Marlin made a motion to send this item to council with recommendation for approval. Alderman Jakobsson seconded. Motion carried by voice vote. 9. Resolution No. 2014-01-001R: Resolution for Improvement by Municipality Under the Illinois Highway Code (2014 Miscellaneous Street Reconstruction) William Gray, Public Works Director presented Resolution No. 2014-01- 001R for approval. City of Urbana Committee Of The Whole Minutes: January 13, 2014 Page 3 of 4 Alderwoman Ammons made a motion to send this item to council with recommendation for approval. Alderman Roberts seconded. Motion carried by voice vote. 10. Ordinance No. 2014-01-004: An Ordinance Repealing Urbana City Code Chapter 20, Titled “Streets”, Sidewalks and other Public Places,” and Establishing a New Chapter 20, Titled “Public Right-Of-Way and Other Public Places” Brad Bennett, Assistant City Engineer presented Ordinance No. 2014-01- 004 for approval. Alderman Roberts made a motion to send Ordinance No. 2014-01-004 with clarification to council with recommendation for approval. Alderwoman Marlin seconded. Motion carried by voice vote. 11. Ordinance No. 2014-01-005: An Ordinance Amending Urbana City Code Chapter 3, Section 3-43 (Increasing number of class R-1 liquor licenses for Uncle Martin, Inc., 1104 N. Cunningham Avenue) Alderman Madigan recused himself at 10:09pm due to conflict of interest for the next five items. Mayor Prussing presented Ordinance No. 2014-01-005 for approval. Alderman Jakobsson made a motion to send this item to council with recommendation for approval. Alderman Roberts seconded. Motion carried by voice vote. 12. Ordinance No. 2014-01-006: An Ordinance Amending Urbana City Code Chapter 3, Section 3-43 (Increasing Number of Class R-2 Liquor Licenses for Urbana Gardens Restaurant, Inc., 810 Killarney Street) Mayor Prussing presented Ordinance No. 2014-01-006 for approval. Alderwoman Ammons made a motion to send this item to council with recommendation for approval. Alderman Roberts seconded. Motion carried by voice vote. 13. Ordinance No. 2014-01-007: An Ordinance Amending Urbana City Code Chapter 3, Section 3-43 (Increasing number of Class BBB liquor licenses for Omsai, LLC d/b/a Urbana Mini Mart, 1701 S. Philo Road) Mayor Prussing presented Ordinance No. 2014-01-007 for approval. Alderwoman Marlin made a motion to send this item to council with recommendation for approval.
