Dr. Evelyn B. Underwood; Members of the Media 1. CALL TO ORDER AND ROLL CALL With a quorum present, Chair Ammons called the meeting of the Committee Of The Whole to order at 7:00 p.m. 2. ADDITIONS TO THE AGENDA AND STAFF REPORT Elizabeth Tyler, Community Development Director announced various workshops that will give an update on the Bicycle Master plan and the Urbana Park District Trail Master plan. 3. APPROVAL OF MINUTES OF PREVIOUS MEETING Alderwoman Marlin made a motion to approve minutes from meeting held on January 27, 2014. Alderman Jakobsson seconded. Motion carried by voice vote. 4. PUBLIC INPUT Robin Arbiter from the Lierman Neighborhood Action Committee and Alderwoman Marlin presented the (LNAC) annual report and accomplishments. Bishop King James Underwood and Rev. Dr. Evelyn Underwood did not wish to speak but wanted their concerns enter into the records about the sewer issues at the Dr. Ellis Subdivision. 5. Resolution No. 2014-02-006R: A Resolution Approving an Intergovernmental Agreement with the Board of Trustees of the University of Illinois for Stormwater utility Services. Brad Bennett, Assistant City Engineer presented Resolution No. 2014-02- 006R for approval. City of Urbana Committee Of The Whole Minutes: February 10, 2014 Page 2 of 4 After presentation Alderman Roberts made a motion to send this item to council with recommendation for approval. Alderman Brown seconded. Motion carried by voice vote 6. Ordinance No. 2014-02-014: An Ordinance Revising the Annual Budget Ordinance FY2013-2014 (Emergency Solutions Grant – ESG) Kelly Mierkowski, Grants Management Division Manager presented Ordinance No. 2014-02-014 for approval. Alderwoman Marlin made a motion to send this item to council with recommendation for approval. Alderman Roberts seconded. Motion carried by voice vote. 7. Ordinance No. 2014-02-015: An Ordinance Revising the Annual Budget Ordinance FY2013-2014 (Federal Home Loan Bank of Chicago Affordable Housing Program Grants – FHLBC/AHP) Kelly Mierkowski, Grants Management Division Manager presented Ordinance No. 2014-02-015 for approval. Alderman Roberts made a motion to send this item to council with recommendation for approval. Alderman Jakobsson seconded. Motion carried by voice vote. 8. Ordinance No. 2014-02-016: An Ordinance Revising the Annual Budget Ordinance FY 2013-2014 (HOME Program Funds) Jennifer Gonzalez, Grant Coordinator II presented Ordinance No. 2014- 02-016 for approval. After presentation Alderwoman Marlin made a motion to send this item to council with recommendation for approval. Alderman Roberts seconded. Motion carried by voice vote. 9. Resolution No. 2014-02-007R: A Resolution Certifying a Community Housing Development Organization for the Urbana Home Consortium For FY 2013-2014 (February 2014 Habitat) Jennifer Gonzalez, Grant Coordinator II presented Resolution No. 2014- 02-007R for approval. After presentation Alderman Jakobsson made a motion to send this item to council with recommendation for approval. Alderwoman Marlin seconded. Motion carried by voice vote. 10. Resolution No. 2014-02-008R: A Resolution Approving and Authorizing the Execution of an Urbana Home Consortium Community Housing Development Organization Agreement (Habitat CHDO Developer 1107 W. Hill and 1208 ½ W. Dublin) Jennifer Gonzalez, Grant Coordinator II presented Resolution No. 2014- 02-008R for approval. Alderman Jakobsson made a motion to send this item to council with recommendation for approval. Alderman Roberts seconded. Resolution No. 2014-02-009R: A Resolution Approving an Emergency Solutions Grant Program Subrecipient Agreement Between the City of Urbana and Community Elements Kelly Mierkowski, Grants Management Division Manager presented Ordinance No. 2014-02-015 for approval. Alderwoman Marlin made a motion to consider items 11-15 in omnibus fashion. Alderman Roberts seconded. Motion carried by voice vote. 12. Resolution No. 2014-02-010R: A Resolution Approving an Emergency Solutions Grant Program Subrecipient Agreement Between the City of Urbana and Crisis Nursery 13. Resolution No. 2014-02-011R: A Resolution Approving an Emergency Solutions Grant Program Subrecipient Agreement Between the City of Urbana and Greater Community Aids Project 14. Resolution No. 2014-02-012R: A Resolution Approving an Emergency Solutions Grant Program Subrecipient Agreement Between the City of Urbana and the Center for Women in Transition 15. Resolution No. 2014-02-013R: A Resolution Approving an Emergency Solutions Grant Program Subrecipient Agreement Between the City Of Urbana and the Salvation Army After discussion Alderman Roberts made a motion to send Resolutions No. 2014-02-009R; 2014-02-010R; 2014-02-011R; 2014-02-011R; 2014-02-012R and 2014-02-13R to council with recommendation for approval. Ordinance No. 2014-02-017: An Ordinance Annexing Certain Territory to the City of Urbana (3001 East Anthony Drive / Randy Gustafson) Elizabeth Tyler, Community Development Director presented the following items for approval. Alderwoman Marlin made a motion to vote in omnibus fashion for items 16-18. Alderman Roberts seconded. Motion carried by voice vote. 17. Ordinance No. 2014-02-018: An Ordinance Annexing Certain Territory to the City of Urbana (3009 East Anthony Drive / Warren and Mary Lowry) 18. Ordinance No. 2014-02-019: An Ordinance Annexing Certain Territory to the City of Urbana (3103 East Anthony Drive / Jerry and Cheryl Castle) After presentation Alderwoman Marlin made a motion to send Ordinances No. 2014-02-017; 2014-02-018; 2014-02-019 with recommendation for approval. Alderman Roberts seconded. Motion carried by voice vote. 19. Resolution No. 2014-02-014R: A Resolution Authorizing the Execution of an Intergovernmental Agreement Between Champaign County and the City of Urbana Concerning Inspection of Certain Property and Foreclosure on a Judgment Lien City of Urbana Committee Of The Whole Minutes: February 10, 2014 Page 4 of 4 Elizabeth Tyler, Community Development Director presented Resolution No. 2014-02-014R for approval. After presentation Alderman Roberts made a motion to send Resolution No. 2014-02-014R to council with recommendation for approval. Alderman Jakobsson seconded. Motion carried by voice vote. 20. Discussion a. U of I Economic Development Study Elizabeth Tyler, Community Development Director asked committee to have this discussion item removed from the agenda. 10.
