CITY OF URBANA COMMITTEE OF THE WHOLE – Monday April 14, 2014 – 7:00 P.M. CITY COUNCIL CHAMBERS – 400 S. VINE STREET, URBANA, IL The City Council Committee Of The Whole of the City of Urbana, Illinois, met in regular session Monday April 14, 2014 in the Council Chambers of the Urbana City Building. ELECTED OFFICIALS PHYSICALLY PRESENT: Carol Ammons; Bill Brown; Eric Jakobsson; Michael P. Madigan; Diane Marlin; Dennis Roberts; Charles Smyth; Laurel Lunt Prussing; Phyllis D. Clark ELECTED OFFICIALS PRESENT VIA TELECONFERENCE: None ELECTED OFFICIALS ABSENT: None STAFF PRESENT: Mike Brunk; Tom Carrino; Patrick Connolly; William Gray; Jennifer Gonzalez; Kelly Mierkowski; Mike Monson; Brian Nightlinger; James Simon; Elizabeth Tyler OTHERS PRESENT: Mason Armstrong; Carletta Donaldson; Bishop King James Underwood; Rev. Dr. Evelyn B. Underwood; Members of the Media 1. CALL TO ORDER AND ROLL CALL With a quorum present, Chair Madigan called the meeting of the Committee Of The Whole to order at 7:00 p.m. 2. ADDITIONS TO THE AGENDA AND STAFF REPORT Mayor Prussing reported on her recent trip to Springfield regarding the 911 fees. William Gray, Public Works Director and Tom Carrino, Economic Development Manager report on their recent trip to a conference in Washington, DC regarding the Interchange of Highway 57; North Lincoln Avenue Project; Increase passenger Train Rail Services and High Speed Rail. Brian Nightlinger, Fire Chief thanked his crew for good training day at the Urbana Town Homes. Elizabeth Tyler, Community Development Director reported on couple of events that will take place this coming weekend April 19, 2014. William Gray, Public works Director made an announcement about the Bike Master Plan Update will take place at the Urbana Middle School from 6- 8:30pm on April 23, 2014. Kelly Mierkowski, Grants Management Division Manager announced that it is that time of year for the Consolidated Social Service Funding, each council member will received a CD with all of the applicants information for review. 3. APPROVAL OF MINUTES OF PREVIOUS MEETING Alderman Jakobsson made a motion to approve minutes from meeting held on March 24, 2014. Alderman Roberts seconded. Alderwoman Marlin made a spelling correction to Item 13 last sentence from “toll” to “tool” After correction motion carried by voice vote. City of Urbana Committee Of The Whole Minutes: April 14, 2014 Page 2 of 4 4. PUBLIC INPUT Bishop King James Underwood and Rev. Dr. Evelyn Underwood did not wish to speak but wanted their concerns enter into the records about the sewer issues at the Dr. Ellis Subdivision. Carletta Donaldson addressed the committee wanting more detail information about TIF (Tax Increment Financing). Mason Armstrong addressed the committee in opposition of Ordinance No. 2014-04-037. Alderman Roberts gave a brief report regarding Sister Cities Conference that took place this past weekend at the Landmark Hotel, but he will have a power point presentation at next week meeting. 5. Discussion: Sim Hackberry Memorial Mike Brunk, City Arborist gave presentation After presentation Alderwoman Marlin requested to have this item added to next council meeting. 6. Ordinance No. 2014-04-037: An Ordinance Annexing Certain Territory to the City Of Urbana (3005 East Anthony Drive / Mason Armstrong) Elizabeth Tyler, Community Development Director presented Ordinance No. 2014-04-037 with recommendation for approval. Alderman Smyth made a motion to send Ordinance No. 2014-04-037 to council with recommendation for approval. Alderman Jakobsson seconded. Motion carried by voice vote. 7. Resolution No. 2014-04-020R: A Resolution Approving the City of Urbana and Urbana Home Consortium Annual Action Plan For Fiscal Year 2014-2015 Kelly Mierkowski, Grants Management Division Manager presented Resolution No. 2014-04-020R with recommendation for approval. William Gray, Public Works Director was also available to answer questions. Alderman Smyth made a motion to send Resolution No. 2014-04-020R to council with recommendation for approval. Alderwoman Marlin seconded. Motion carried by voice vote. 8. Resolution No. 2014-04-021R: A Resolution Approving the Transfer of Volume Cap in Connection with Private Activity Bond Issues, Single- Family Mortgage Revenue Bonds, and Related Matters (Private Bond Cap Allocation – Assist MCC Program, Series 2014) Jennifer Gonzalez, Grant Coordinator II presented Resolution No. 2014- 04-021R with recommendation for approval. City of Urbana Committee Of The Whole Minutes: April 14, 2014 Page 3 of 4 Alderman Smyth made a motion to send Resolution No. 2014-04-021R to council with recommendation for approval. Alderman Jakobsson seconded. Motion carried by voice vote. 9. Resolution No. 2014-04-022R: A Resolution Approving the Transfer of Volume Cap in Connection with Private Activity Bond Issues, Single- Family Mortgage Revenue Bonds, and Related Matters (Private Bond Cap Allocation – EIEDA, Series 2014) Jennifer Gonzalez, Grant Coordinator II presented Resolution No. 2014- 04-022R with recommendation for approval. Alderman Smyth made a motion to send Resolution No. 2014-04-022R to council with recommendation for approval. Alderman Roberts seconded. Motion carried by voice vote. 10. Agreement between the City of Champaign as Lead Agency for METCAD and the City of Urbana Mayor Prussing presented agreement for approval with one correction. Second paragraph last sentence to delete “at Champaign/Urbana”. After debate Alderman Brown made a motion to send this item to council with no recommendation for approval. Alderwoman Ammons seconded. Motion carried by voice vote. 11. An Amended Agreement Concerning the Provision and Administration of Metropolitan Computer-Aided Dispatch (METCAD) By and Between The City of Champaign, The City of Urbana, Champaign County, and The University of Illinois Mayor Prussing presented Amended Agreement for approval. After debate Alderwoman Ammons made a motion to send this item to council with recommendation for approval. Alderman Roberts seconded. Motion carried by voice vote. 12. Ordinance No. 2014-04-038: An Ordinance Amending Urbana City Code Chapter 3, Section 3-43 (Increasing the number of Class R-2 liquor licenses for Masijta Grill, Inc., 202 N. Race, Suite A.) Due to conflict of interest Alderman Madigan Relinquish Chair to Alderman Roberts from 08:37-8:39pm. After debate Alderwoman Marlin made a motion to send Ordinance No. 2014-04-038 to council with recommendation for approval. Alderman Smyth seconded. Motion carried by voice vote. 14.
