The City Council of the City of Urbana, Illinois, met in regular session
Monday, April 7, 2014 at 7 p.m. in the Council Chambers at the Urbana City
Building.

A. CALL TO ORDER AND ROLL CALL
There being a quorum, Mayor Prussing called the meeting of the Urbana
City Council to order at 7:19 p.m.
B. APPROVAL OF MINUTES OF PREVIOUS MEETING
Alderwoman Marlin made a motion to approve minutes from meeting held on
March 17, 2014. Alderman Jakobsson seconded. Motion carried by voice
vote.

Alderman Madigan wanted to have it noted on record that for the meeting
held on March 17, 2014; due to technical difficulties his votes were not
recorded. His votes would have been (AYE) for the New Business items 3,
4 and 5 this items are as follows: Ordinance No. 2014-03-029; Ordinance
No. 2014-03-30 and Resolution No. 2014-03-018R
C. ADDITIONS TO THE AGENDA
There were none.
D. PETITIONS AND COMMUNICATIONS
Cain Kiser addressed the council to express his gratitude for bringing
Digital Billboard back for discussion.
Durl Kruse addressed the council in regards to Mayoral Appointments for
the Urbana Traffic Stop Data Task Force and to express his concern about
the application process.
Patrick Patterson addressed the council in opposition of Ordinance No.
2014-03-034 regarding Broadway Parking/Bike Lanes.
Aaron Ammons addressed the council regarding the Mayoral Appointments
for The Urbana Traffic Stop Data Task Force and the reason why Mr. Kruse
was not consider for this appointment, since there is an open position
Mr. Ammons would like to see Mr. Kruse nominated.
Rev. Dr. Evelyn Underwood addressed the council to concur with Mr.
Ammons in regards to Mr. Kruse and his nomination to the open position
on the Urbana Traffic Stop Data Task Force.
Martel Miller addressed the council regarding the sewer issues in the
Dr. Ellis Subdivision and to express his concerns regarding the Mayoral
Appointments for the Urbana Traffic Stop Data Task Force.
Patricia Avery addressed the council regarding the Mayoral Appointments
for The Urbana Traffic Stop Data Task Force. Ms. Avery thanked council
for her appointment, since there is an open opposition she would like to
see Mr. Kruse on the panel of board members.
Byron Clark addressed the council regarding the Mayoral Appointments for
the Urbana Traffic Stop Data Task Force and wanted noted on record that
is it disappointing not to see Mr. Kruse as one of the members since he
has been so dedicated in advocating in this matter.
Rev. Melinda Carr addressed the council in regards to the Mayoral
Appointments for the Urbana Traffic Stop Data Task Force.
Bishop King James Underwood and Rev. Dr. Evelyn Underwood did not wish
to speak but they are still concerned about the Dr. Ellis Subdivision
Sewer Problems.
Mayor Prussing read a thank you letter from the University of Illinois
Employees Credit Union who wanted to recognize the City Employees for
their hard work, and keeping everyone safe during this hard winter
months.

a. Urbana Traffic Stop Data Task Force – Pete Reznick; Patricia

Chattopadhyay.
After debate Alderman Smyth made a motion to approve Mayoral
Appointments as presented. Alderwoman Marlin seconded. Motion
carried by voice vote.

Budget Ordinance, FY 2013-2014 (Curbanas Pilot Program)
Alderman Roberts made a motion to approve Ordinance No. 2014-
03-031. Alderman Smyth seconded. Motion carried by roll call.

Alderman Roberts made a motion to approve Ordinance No. 2014-
03-032. Alderman Smyth seconded. Motion carried by roll call.

Resurfacing Project)
Craig Shonkwiler, Assistant City Engineer presented Resolution
No. 2014-03-019R for approval.
After presentation Alderman Roberts made a motion to approve
Resolution No. 2014-03-019R. Alderman Smyth seconded. Motion
carried by roll call. Vote was as follows:

G. REPORTS OF SPECIAL COMMITTEES
Alderman Roberts gave a brief update about different events regarding
Illinois Sister Cities Association. He also invited everyone to a
Malawi Mixer that will take place Saturday April 12, 2014 at the Urbana
Landmark Hotel from 8:00pm till 9:30pm.
H. REPORTS OF OFFICERS
Alderwoman Marlin read a correspondence letter that she received from
the office of Mrs. Obama regarding the video produce by Urbana Public
Television and Lierman Residents about Let’s Move Initiative that was
feature in the National News Letter of Let’s Move City Town and
Counties.
Brandon Boys, Redevelopment Specialist, presented the Economic
Development Report. Among the highlights included were; A request for
qualifications commercial realty services for the 200 block of South
Vine street has been issued. Champaign Cycle’s is now open and will be
having their ribbon cutting and grand opening schedule this Wednesday,
at 10am.; Construction is underway for the new Wendy’s; Kofusion is now
open; Birkey’s grand opening and ribbon cutting and many other
activities.
Elizabeth Tyler, Community Development Director gave a brief update of
her attendance at the PACA (Preservation and Conservation Association)
annual awards, reminded everyone that this week is Money Smart Week and
Market at the Square will be starting May 3rd.
Mike Monson, Chief of Staff gave an update on the Municipal Electrical
Aggregation.
I. NEW BUSINESS
1. Discussion – Digital Billboards
As promise Mayor Prussing check on the last time this issue was
discuss and feels that at this time it would be best to bring it up
for discussion at a later date due to staff limitations.
No action taken on this item at this time.
J. ADJOURNMENT
There being no further business to come before the City Council, Mayor
Prussing declared the meeting adjourned at 9:07 p.m.
