Dr. Evelyn B. Underwood; Members of the Media 1. CALL TO ORDER AND ROLL CALL With a quorum present, Chair Roberts called the meeting of the Committee Of The Whole to order at 7:07 p.m. 2. ADDITIONS TO THE AGENDA AND STAFF REPORT Alderman Smyth made a motion to add discussion of City Council Goals. Alderman Jakobsson seconded. Motion carried by voice vote. Alderwoman Ammons made a motion to add reconsideration of Digital Billboards. Alderwoman Marlin seconded. Motion carried by voice vote. Alderman Dennis Roberts and Mr. Subash Bhagwat gave a power point presentation regarding upcoming events relating to Sister Cities. Tom Carrino introduced Lisa Hatchadoorian new Arts Coordinator. During her introduction she also gave a brief update of the 2014 Arts Grant Program. In addition to the report she announced upcoming events Thursday April 3, 2014 there will be a reception at Pizza M for the 2014 Arts grant recipients; Saturday April, 19 a sculpture dedication at Kings Park and Preston Jackson work will be exhibited at Cinema Gallery with an opening reception this Saturday March 29 at 6pm. Exhibit will go through April 24, 2014. Bruce Cubberley, Arbor Manager gave an update regarding the seating area project for the Market at the Square. 3. APPROVAL OF MINUTES OF PREVIOUS MEETING Alderman Smyth made a motion to approve minutes from meeting held on March 10, 2014. Alderwoman Ammons seconded. PUBLIC INPUT Carletta Donaldson addressed the committee with various topics such as responsibilities clarification for Boards and Commission duties and also wanted date and time for the Sculpture Dedication at Kings School. Bishop King James Underwood and Rev. Dr. Evelyn Underwood did not wish to speak but wanted their concerns enter into the records about the sewer issues at the Dr. Ellis Subdivision. Aaron Ammons Addressed the committee in regards to the Urbana Traffic Stop Data Task Force appointments, and the reason why Mr. Kruse has not been consider for this Task Force position. 5. Ordinance No. 2014-03-031: An Ordinance Revising the Annual Budget Ordinance, FY 2013-2014 (Curbanas Pilot Program) Kate Ferrer, Economic Development Specialist presented Ordinance No. 2014-03-031 for approval. Alderman Smyth made a motion to vote in omnibus fashion for Ordinance No. 2014-03-031 and Ordinance No. 2014-03-032. Alderman Jakobsson seconded. Motion carried by voice vote. 6. Ordinance No. 2014-03-032: An Ordinance Amending Chapter Fourteen, Section 14-7, of the Urbana City Code Regarding the Schedule of Fees (Curbana License Fee) After presentation Alderman Smyth made a motion to send Ordinance No. 2014-03-031 and Ordinance No. 2014-03-032 to council with recommendation for approval. Alderman Jakobsson seconded. Motion carried by voice vote. 7. Ordinance No. 2014-03-033: An Ordinance Approving an Easement on Certain Real Estate (A Portion of a Real Estate Parcel with Permanent Index Number 41-15-30-400-007, Located in Champaign County, Illinois / TAG Warehouse, LLC) William Gray Public Works Director presented Ordinance No. 2014-03-033 for approval. Alderwoman Marlin made a motion to send this item to council with recommendation for approval. Alderman Smyth seconded. Motion carried by voice vote. 8. Ordinance No. 2014-03-034: An Ordinance Amending Schedule E of Section 23-73 of the Urbana Local Traffic Code Requiring Obedience To No-Turn Signs (Main Street at Race Street, Main Street at Broadway Avenue, Race Street at Main Street and Broadway Avenue at Main Street) William Gray Public Works Director presented Ordinance No. 2014-03-034 for approval. Alderman Smyth made a motion to send this item to council with recommendation for approval. Alderwoman Marlin seconded. Ordinance No. 2014-03-035: An Ordinance Amending Schedule J of Section 23-183 of the Urbana Local Traffic Code Prohibiting Parking at all Times on Certain Streets (Main Street between Webber Street and Lynn Street) William Gray Public Works Director presented Ordinance No. 2014-03-035 for approval. Alderwoman Ammons made a motion to send this item to council with recommendation for approval. Alderman Jakobsson seconded. Motion carried by voice vote. 10. Resolution No. 2014-03-019R: Resolution for Improvement by Municipality Under the Illinois Highway Code (2014 MFT Resurfacing Project) Craig Shonkwiler, Assistant City Engineer presented Resolution No. 2014-03-019R for approval. Alderman Jakobsson made a motion to send this item to council with recommendation for approval. Alderman Smyth seconded. Motion carried by voice vote. 11. A Motion to Approve the Use of City Funds for the Sim Hackberry Memorial (312 South Coler Avenue) Mike Brunk (City Arborist) and Lisa Hatchadoorian (Arts Coordinator) Presented this item for approval. Mike Brunk presented the options for this project and financial needs. After presentation Alderwoman Ammons made a motion to keep this item committee for further evaluation on the financial options. Alderman Madigan seconded. Motion carried by voice vote. Alderman Roberts relinquished The Chair to Alderman Brown to join discussion from 9:05-9:08pm. 12. Discussion: Council Goals Alderman Smyth gave a brief update regarding City Goals, will email a questionnaire to each council member for review and input. Alderman Smyth would like to see a prioritize list at the next meeting. 13. Discussion: Digital Billboards Alderwoman Ammons would like to add this discussion to the next council meeting to consider Digital Billboards. Mayor Prussing advised that she will bring billboard text amendment discussion back on the 7th of April. Alderman Madigan stated that digital Billboards is an effective tool for small businesses. 14.
