CALL TO ORDER AND ROLL CALL There being a quorum, Mayor Prussing called the meeting of the Urbana City Council to order at 7:00 p.m. B. APPROVAL OF MINUTES OF PREVIOUS MEETING Alderwoman Ammons made a motion to approve minutes from meeting held on March 3, 2014. Alderwoman Marlin seconded. ADDITIONS TO THE AGENDA ***Alderman Brown made a correction to the agenda on item d (Schedule of fees) from “Reports of Standing Committees” This item was defer to May 5th, 2014. D. PETITIONS AND COMMUNICATIONS Ralph Caldwell, METCAD 9-1-1 Director addressed the council with a power point presentation and brief history about the 911 call center and its funding plans. Bishop King James Underwood and Rev. Dr. Evelyn Underwood did not wish to speak but they are still concerned about the Dr. Ellis Subdivision Sewer Problems. Peter Folk addressed the council in favor of Resolution No. 2014-03-017R E. UNFINISHED BUSINESS There were none. F. REPORTS OF STANDING COMMITTEES 1. Committee of the Whole a. Ordinance No. 2014-03-021: An Ordinance Approving an Agreement for Use of Right-Of-Way with Campus Communications Group, Inc. Alderman Brown made a motion to approve Ordinance No. 2014- 03-021. Alderman Smyth seconded. Motion carried by roll call. Ordinance No. 2014-03-022: An Ordinance Amending Schedule J of Section 23-183 of the Urbana Local Traffic Code Prohibiting Parking at All Times on Certain Streets (Mathews Avenue between Church Street and Hill Street; Mathews Avenue between Dublin Street and Beech Street). Alderman Brown made a motion to approve Ordinance No. 2014- 03-022. Alderman Smyth seconded. Motion carried by roll call. Alderman Brown made a motion to approve Ordinance No. 2014- 03-023. Alderman Roberts seconded. Motion carried by roll call. Ordinance No. 2014-03-024: An Ordinance Amending Chapter Fourteen of the Code of Ordinances, City of Urbana, Illinois Regarding the Schedule of Fees (July 1, 2014 through June 30, 2015). ***This item was deferred to the meeting of May 5th, 2014. e. Resolution No. 2014-03-015R: A Resolution Approving and Authorizing an Agreement with Urbana-Champaign Big Broad Band NFP Regarding Billing, Collection and Accounting Services. Alderman Brown made a motion to approve Resolution No. 2014- 03-015R. Alderman Jakobsson seconded. Motion carried by roll call. REPORTS OF OFFICERS Alderman Smyth extended an invitation to council to the 3rd Annual “Illinois Bike Summit” Tuesday April 15, 2014 at the I Hotel. I. NEW BUSINESS 1. Mayoral Appointments a. Urbana Traffic Stop Data Task Force – Pete Reznick; Grace Mitchell; Patricia Avery; Eric Jakobsson; Andy Charles; Mike Bily; Alejandra Coronel; Nicole Anderson Cobb; Will Kyles; Paul Testa; Shinjinee Chattopathyay Mayor Prussing presented appointments and made correction to Shinjinee Chattopathyay last name it should read Chattopadhyay. Durl Kruse addressed the council in regards to Mayoral Appointments. He suggested that council should review application before making a final decision. Alderman Roberts made a motion to defer these appointments to next council meeting. Alderman Smyth seconded. Motion carried by voice vote. 2. Ordinance No. 2014-03-028: An Ordinance Approving a Final Subdivision Plat (Soccer Planet Second Subdivision – Plan Case No. 2225-S-14). Jeff Engstrom, Planner II presented Ordinance No. 2014-03-028 for approval. After presentation Alderman Smyth made a motion to approve Ordinance No. 2014-03- 028 as presented. Alderwoman Ammons seconded. Motion carried by roll call. Jeff Engstrom, Planner II presented Ordinance No. 2014-03-029 for approval. After presentation Alderwoman Ammons made a motion to approve Ordinance No. 2014-03-029 as presented. Resolution No. 2014-03-018R: A Resolution of Protest Against a Proposed Text Amendment to the Champaign County Zoning Ordinance Request by the Champaign County Zoning Administrator to amend the Champaign County Zoning Ordinance Concerning Heliports/Restricted landing Areas – Plan Case No. CCZBA 768-AT-13). Jeff Engstrom, Planner II presented Resolution No. 2014-03-018R for approval. After presentation Alderwoman Marlin made a motion to Defeat Resolution No. 2014-03-018R. Alderman Smyth seconded. Motion carried by roll call.
