Clark, City Clerk URBANA CITY COUNCIL Monday, March 3, 2014 The City Council of the City of Urbana, Illinois, met in regular session Monday, March 3, 2014 at 7 p.m. in the Council Chambers at the Urbana City Building. ELECTED OFFICIALS PHYSICALLY PRESENT Eric Jakobsson, Alderman Ward 2 Carol Ammons, Alderwoman Ward 3 Bill Brown, Alderman Ward 4 Dennis Roberts, Alderman Ward 5 Michael P. Madigan, Alderman Ward 6 Diane Marlin, Alderwoman Ward 7 Laurel Lunt Prussing, Mayor Phyllis D. Clark ELECTED OFFICIALS PRESENT VIA TELECONFERENCE None ELECTED OFFICIALS ABSENT Charles Smyth, Alderman Ward 1 STAFF PRESENT Tom Carrino; William Gray; Natalie Kenny-Marquez; Mike Monson; Brian Nightlinger; Bryant Seraphin; James Simon; Elizabeth Tyler OTHERS PRESENT Carletta Donaldson; Rev. CALL TO ORDER AND ROLL CALL There being a quorum, Mayor Prussing called the meeting of the Urbana City Council to order at 7:11 p.m. B. APPROVAL OF MINUTES OF PREVIOUS MEETING Alderwoman Marlin made a motion to approve amended minutes from meeting held on February 17, 2014. Alderwoman Ammons seconded. Motion carried by voice vote. Urbana City Council Minutes: March 3, 2014 Page 2 of 3 C. ADDITIONS TO THE AGENDA There were none. D. PETITIONS AND COMMUNICATIONS Carletta Donaldson addressed the council in various subjects; Road reconstruction; Bicycle plan meeting; Public input options; Rental property inspector and an update on the Task Force committee. Bishop King James Underwood and Rev. Dr. Evelyn Underwood did not wish to speak but they are still concerned about the Dr. Ellis Subdivision Sewer Problems. E. UNFINISHED BUSINESS Mayor Prussing gave an update in regards to the Task Force applications and will bring a final number to next meeting. F. REPORTS OF STANDING COMMITTEES There were none. G. REPORTS OF SPECIAL COMMITTEES There were none. H. REPORTS OF OFFICERS Alderwoman Marlin reported that the video produce by Urbana Public Television and Lierman Residents about Let’s Move Initiative will be feature in the National News Letter of Let’s Move City Town and Counties. William Gray, Public Works Director gave updates about upcoming construction projects with Highcross road; University East and West and Washington street, he also announced that for those interested in sewer issues Brad Bennett and his staff will provide a sewage report at the next meeting. Alderman Roberts reminded everyone of a Tree commission meeting that will be held on Wednesday, February 12, 2014 at 7pm in the Council Chambers. Tom Carrino, Economic Development Manager, presented the Economic Development Report. Among the various events he announced that Choices (Private Social Service Agency) is now open; Lots of activity at Gregory place with new businesses near completion as renovation continues. Mr. Carrino also congratulated Ms. Natalie Kenny-Marquez for her nomination as the new Chair for the IL Farmers Market Association committee and Lisa Hatchadoorian the new Public Arts Coordinator has now started I. NEW BUSINESS 1. Ordinance No. 2014-03-020: An Ordinance Revising the Annual Budget Ordinance, FY 2013-2014 (Market at the Square/Lincoln Square Seating Project) Urbana City Council Minutes: March 3, 2014 Page 3 of 3 Natalie Kenny-Marquez and Bruce Cubberley presented this Ordinance for approval. After presentation, Alderwoman Marlin made a motion to approve Ordinance No. 2014-03-020. Alderman Jakobsson seconded. Motion carried by roll call. Vote was as follows: Carol Ammons – Aye Diane Marlin – Aye Bill Brown – Aye Dennis Roberts – Aye Michael P. Madigan – Nay Mayor Prussing - Aye Action: Ordinance No. 2014-03-020 was approved by roll call vote (5-Ayes; 1-Nay) 2. Presentations: a. University of Illinois Report on Technology Clusters and Implementation Strategies for Local Economic Development {Sent from Committee 02/10/14} Tom Carrino (Economic Development Manager) and Laura A. Frerichs (Director of the University of Illinois Research Park/Economic Development) gave presentation. No action taken on this item. b. Pilot Curbanas Program (Temporary Sidewalk Extensions on Main Street) Kate Ferrer, Economic Development Specialist gave presentation No action taken on this item. J. ADJOURNMENT There being no further business to come before the City Council, Mayor Prussing declared the meeting adjourned at 9:10 p.m. ______________________ Wendy M.
