CITY OF URBANA COMMITTEE OF THE WHOLE – Monday, September 8, 2014 – 7:00 P.M. CITY COUNCIL CHAMBERS – 400 S. VINE STREET, URBANA, IL The City Council Committee Of The Whole of the City of Urbana, Illinois, met in regular session Monday September 8, 2014 in the Council Chambers of the Urbana City Building. ELECTED OFFICIALS PHYSICALLY PRESENT: Bill Brown; Eric Jakobsson; Michael P. Madigan; Diane Marlin; Charles Smyth; Laurel Lunt Prussing; Phyllis D. Clark ELECTED OFFICIALS PRESENT VIA TELECONFERENCE: None ELECTED OFFICIALS ABSENT: Carol Ammons; Dennis Roberts STAFF PRESENT: Curt Borman; Mike Brunk; Patrick Connolly; William Gray; Kelly Mierkowski; Mike Monson; Brian Nightlinger; Elizabeth Tyler OTHERS PRESENT: Neil Malone; Esther Patt; Bishop King James Underwood; Rev. Dr. Evelyn Underwood; Members of the Media 1. CALL TO ORDER AND ROLL CALL With a quorum present, Chair Marlin called the meeting of the Committee Of The Whole to order at 7:31 p.m. *Started late due to Town Board meeting and Special council meeting help prior. 2. ADDITIONS TO THE AGENDA AND STAFF REPORT Elizabeth Tyler Community Development Director presented a staff report and the monthly Economic Development report. Ms. Tyler passed out a flyer inviting everyone to movie night that will be held at the Busey Parking lot in Downtown Urbana; she also received notification from the Illinois Arts Council of $ 4,250.00 grants for operations for public arts programs and last week the city was recognize by the Eastern Illinois Food Bank for a community impact award for our farm to food program at Market at the Square. The monthly Economic development report included some of the highlights: The Art Party Studio is moving into Lincoln Square Mall; Demolition for the Campus Circle Apartment Complex on University Avenue is nearing completion; The Annual Sweetcorn Festival was a big success despite the humid weather; The 2014 Urbana Business Survey is underway. Alderman Smyth announced a presentation regarding UC2B that will take place next Committee meeting. William Gray, Public works director announced that negotiation with AFSCME Labor Union have come to a tentative agreement that will be presented to council at the next Committee meeting. Mayor Prussing reported that the City received an award for Excellence in Financial Reporting from the Government Finance Association of the USA and Canada for grace period ending June 2013. APPROVAL OF MINUTES OF PREVIOUS MEETING Alderman Smyth made a motion to approve minutes from meeting held on August 11, 2014. Alderman Jakobsson seconded. Motion carried by voice vote 4. PUBLIC INPUT Bishop King James Underwood and Rev. Dr. Evelyn Underwood did not wish to speak but wanted their concerns enter into the records regarding the sewer issues at the Dr. Ellis Subdivision. 5. Ordinance No. 2014-09-082: An Ordinance Authorizing an Addendum to Mutual Aid Box Alarm System Agreement Brian Nightlinger, Fire Chief presented Ordinance No. 2014-09-082 with recommendation for approval. After discussion Alderman Smyth made a motion to send Ordinance No. 2014-09-082 to council with recommendation for approval. Alderman Madigan seconded. Motion carried by voice vote. 6. Ordinance No. 2014-08-080: An Ordinance Amending Urbana City Code Chapter 12.5 to Add a New Article Four (Regarding Relocation Assistance for Tenants) Elizabeth Tyler Community Developments Director presented a revise Ordinance No. 2014-08-080 to committee with recommendation for approval. Public Input continued: Neil Malone, Champaign County Realtors Association addressed the committee to express his opposition to the language of Ordinance No. 2014-08-080. Esther Patt, from Tenant Union addressed the Committee in favor of new revised Ordinance No. 2014-08-080. After a debate Alderman Smyth made a motion to send Ordinance No. 2014- 08-080 to Council without recommendation for approval pending language modification. Alderman Brown seconded. Motion carried by voice vote. 7. Ordinance No. 2014-09-083: An Ordinance Authorizing the Sale of Certain Real Estate (301 East Thompson Street) Kelly Mierkowski, Community Development Grants Division Manager presented Ordinance No. 2014-09-083 with recommendation for approval. After staff presentation Alderman Brown noted some inconsistency with the lot numbers and suggested making the corrections before presenting to council. After discussion and corrections Alderman Smyth made a motion to send Ordinance No. 2014-09-083 to council with recommendation for approval. Alderman Jakobsson seconded. Motion carried by voice vote. Ordinance No. 2014-09-084: An Ordinance Authorizing the Sale of Certain Real Estate (303 East Thompson Street) Kelly Mierkowski, Community Development Grants Division Manager presented Ordinance No. 2014-09-084 with recommendation for approval. After presentation Alderman Smyth made a motion to send Ordinance No. 2014-09-084 to Council with recommendation for approval. Alderman Jakobsson seconded. Motion carried by voice vote. 9. Consolidated Social Service Funding Pool CDBG Subrecipient Agreements for FY 2014-2015 a. Resolution No. 2014-09-045R: A Resolution Approving a Community Development Block Grant Agreement (Community Elements – Roundhouse Youth Shelter, Project No. 1415-CSSP-01) Kelly Mierkowski, Community Development Grants Division Manager presented Resolution No. 2014-09-045R to Council with recommendation for approval. Ms. Mierkowski introduced the new director for Courage Connection. Ms. Isak Griffiths thanked the Committee for considering this grants for her agency. After presentation Alderman Smyth made a motion in omnibus fashion to send Resolution No. 2014-09-045R and Resolution No. 2014-09-046R to Council with recommendation for approval. b. Resolution NO. 2014-09-046R: A Resolution Approving a Community Development Block Grant Agreement (Courage Connection – Domestic Violence Services(A Woman’s Place), Project No. 1415-CSSP-02) ***See Above item (a.)*** 10. Ordinance No. 2014-09-085: An Ordinance Revising the Annual Budget Ordinance FY 2014-15 (Capital Improvement Donations, Arbor Programs) Mike Brunk, City Arborist presented Ordinance No. 2014-09-085 with recommendation for approval. After staff report Alderman Smyth made a motion to send Ordinance No. 2014-09-085 to Council with recommendation for approval. Alderman Madigan seconded. Motion carried by voice vote. 11. Ordinance No. 2014-09-086: An Ordinance Amending Schedule J of Section 23-183 of the Urbana Local Traffic Code Prohibiting Parking at all Times on Certain Streets (Harvey Street) William Gray, Public Works Director presented Ordinance No. 2014-09-086 with recommendation for approval. Public Input: Rev. Dr. Evelyn B. Underwood expressed her concerns regarding this item. City of Urbana Committee Of The Whole Minutes: September 8, 2014 Page 4 of 4 After staff presentation and public input Alderman Smyth made a motion in omnibus fashion to send Ordinance No. 2014-09-086 and Ordinance No. 2014-09-087 to Council with recommendation for approval. 12. Ordinance No. 2014-09-087: An Ordinance Amending Schedule J of Section 23-172 of the Urbana Local Traffic Code Establishing Curb Loading Zones on Certain Streets (Harvey Street) ***See Above*** 13. Ordinance No. 2014-09-088: An Ordinance Authorizing the Mayor to Establish a Parking Meter Zone on Certain Streets and Within Off-Street Parking Lots (Clark Street, Lot 10 A North) William Gray, Public Works Director presented Ordinance No. 2014-09-088 with recommendation for approval. After presentation and discussion Alderman Smyth made a motion to send Ordinance No. 2014-09-088 to Council with recommendation for approval. Alderman Jakobsson seconded. Motion carried by voice vote. 14. Ordinance No. 2014-09-089: An Ordinance Revising the Annual Budget Ordinance FY 2014-15 (Windsor Road Construction Observation - Staff Overtime) William Gray, Public Works Director presented Ordinance No. 2014-09-089 with recommendation for approval. After presentation and discussion Alderman Smyth made a motion to send Ordinance No. 2014-09-089 to Council with recommendation for approval. Alderman Jakobsson seconded. Motion carried by voice vote. 15.
