CALL TO ORDER AND ROLL CALL There being a quorum, Mayor Prussing called the meeting of the Urbana City Council to order at 7:00 p.m. B. APPROVAL OF MINUTES OF PREVIOUS MEETING Alderman Ammons made a motion to approve the minutes from the meeting held on October 19, 2015. Alderman Brown seconded. PETITIONS AND COMMUNICATIONS Bishop King James Underwood and Rev. Dr. Evelyn B. Underwood did not wish to speak, but asked that their concerns regarding the Dr. Ellis Subdivision sewer issues be entered into the record. Steve Doggett was present and voiced concerns about the effect of a veto on the Amendment to the Intergovernmental Agreement would have. Council Member Input There was none. E. UNFINISHED BUSINESS 1. Ordinance No. 2015-10-105: An Ordinance Revising the Fiscal Year 2015-2016 Annual Budget (METCAD Funding) - [COW 10/12/15; cc 10/19/15] Mayor Prussing relinquished the chair to Alderman Smyth in order to take part in the discussion. After discussion Mayor Prussing regained the chair. Alderwoman Marlin made a motion to approve Ordinance No. 2015-10-105. Alderman Jakobsson seconded. Motion failed to carry by roll call vote as follows: Aaron Ammons – No Diane Marlin – Aye Bill Brown – Aye Charles Smyth – No Michael Madigan – Aye Eric Jakobsson – Aye Disposition: Ordinance No. 2015-10-105 failed to carry by roll call vote (4-Ayes; 2-Nays) 2. Vetoed by Mayor Prussing: Resolution No. 2015-09-056R: A Resolution Approving and Authorizing Entering into and Executing a Second Amendment to Intergovernmental Agreement for Fire Protection Services (Authorizing the Entering into and Execution of a Second Amendment to Intergovernmental Agreement between the City of Urbana, City of Champaign and the University of Illinois for Fire Protection Services – Non-Personnel Costs) - [cc 10/05/15] Fire Chief Nightlinger addressed the Committee concerning Resolution No. 2015-09-56R. After discussion Alderman Jakobsson made a motion to override the Mayor’s veto of 2015-09-056R. Alderwoman Marlin seconded the motion. Ordinance No. 2015-10-106: An Ordinance Amending Schedule J of Section 23-183 of the Urbana Local Traffic Code Prohibiting Parking at all Times on Certain Streets (Philo Road) Alderman Madigan made a motion to approve Ordinance No. 2015-10-106 as forwarded by the Committee. Alderman Smyth seconded the motion. Motion was carried by roll call vote as follows: Aaron Ammons – Aye Diane Marlin – Aye Bill Brown – Aye Charles Smyth – Aye Michael Madigan – Aye Eric Jakobsson – Aye Disposition: Ordinance No. 2015-10-106 was approved by roll call vote (6-Ayes; 0-Nays) b. Ordinance No. 2015-10-107: An ordinance Amending Urbana City Code Chapter Three, Section 3-41 and Chapter Fourteen, Section 14-7, Regarding Schedule of Fees Subsection a – “Liquor licenses” (Establishing Class MB (Microbrewery) Liquor License and Fee) *** Alderman Madigan recused himself from discussion and voting on Ordinance No. 2015-10-107 due to conflict of interest as a liquor license holder*** *** Alderman Ammons left meeting at 8:15 p.m. *** After discussion, Alderwoman Marlin made a motion to approve Ordinance No. 2015-10-107. Alderman Smyth seconded the motion. Motion was carried by roll call vote as follows: Bill Brown – Aye Diane Marlin – Aye Eric Jakobsson – Aye Charles Smyth – Aye Disposition: Ordinance No. 2015-10-107 was approved by roll call vote (4-Ayes; 0-Nays) Alderman Smyth made a motion to approve Ordinance 2015-10-107 as amended. Alderman Jakobsson seconded the motion. Alderman Smyth seconded. Alderman Smyth seconded the motion.
