Clark, City Clerk URBANA CITY COUNCIL Monday, December 7, 2015 The City Council of the City of Urbana, Illinois, met in regular session Monday, December 7, 2015 at 7 p.m. in the Council Chambers at the Urbana City Building. CALL TO ORDER AND ROLL CALL There being a quorum, Mayor Prussing called the meeting of the Urbana City Council to order at 7:43 p.m. **Started late due prior Town Board Meeting**. Urbana City Council Minutes: December 7, 2015 Page 2 of 4 B. APPROVAL OF MINUTES OF PREVIOUS MEETING Alderman Ammons made a motion to approve minutes from meeting held on November 16, 2015. Alderman Jakobsson seconded. Motion carried by voice vote. C. ADDITIONS TO THE AGENDA Mayor communicated under New Business Item 1. (a) Was removed per presenters. D. PETITIONS AND COMMUNICATIONS **Public Input took place after presentation of the “Urbana IDOT Traffic Stop Data task Force Report”. Eldress Melinda Carr addressed the council with recommendation by the Ministerial Alliance of Champaign-Urbana and Vicinity moving forward regarding the IDOT Task Force. The following residents addressed the council with concerns regarding the IDOT Traffic Task Force and with suggestions in moving forward: Esther Patt; Belden Fields; Paul Mueth; Martell Miller; Brian Dolinar. Carol Spindell addressed the council on behalf of the Champaign County ACLU to offer suggestion regarding concerns in moving forward with the IDOT Traffic Task Force. Deloris Henry addressed the council on behalf of the C-U Citizens for Peace and Justice offering recommendation in moving forward. Durl Kruse addressed the council regarding the IDOT Task Force and acknowledged Officer Andy Charles, Police Chief Patrick Connolly and the city council for creating this task force. The following residents did wish to speak but wanted their position entered into the record in support of the IDOT Traffic Task Force. Names are as follows: Al Kagan; Matthew Murrey; Carol Inskeep. Bishop King James Underwood and Rev. Dr. Evelyn B. Underwood did not wish to speak, but asked that their position be entered into the record regarding the Dr. Ellis Subdivision sewer issues. E. UNFINISHED BUSINESS There were none. F. REPORTS OF STANDING COMMITTEES There were none. G. REPORTS OF SPECIAL COMMITTEES Alderman Roberts announced that a Sister City delegation from China will be visiting Urbana Tuesday, December 8, 2015. REPORTS OF OFFICERS Mayor Prussing reported her visit to the Illinois Municipal League and the interaction she had with Speaker of the House Michael J. Madigan and his thoughts regarding the 911 funding. I. NEW BUSINESS 1. Presentations: a. UBA Annual Report This item was removed. b. Urbana IDOT Traffic Stop Data Task Force Report IDOT Traffic Stop Data Task Force Chairman Peter Resnick gave an overview power point presentation of the findings regarding racial disparities. Mr. Resnick invited the following IDOT Traffic Stop Data Task Force to join him in the presentation, to address the council members’ questions: Patricia Avery; Sgt. Andrew Charles; Paul Testa. Acknowledgement was given to Ms. Nicole Anderson Cobb, Alderman Eric Jakobsson, and Ms. Shandra Summerville. Discussion ensued after the power point presentation. 2. Mayoral Appointment a. Bicycle & Pedestrian Advisory Commission – Jeff Marino Mayor Prussing presented the appointment of Jeff Marino to the Bicycle & Pedestrian Advisory Commission. Alderman Smyth made a motion to approve the appointment of Jeff Marino to the Bicycle & Pedestrian Advisory Commission. Alderman Jakobsson seconded. No discussion. Motion carried by voice vote. Disposition: Mayoral appointment of Jeff Marino to the Bicycle & Pedestrian Advisory Commission was approved by a unanimous voice vote. J.
